Form No. 1097 ~'" T Held _ May 23, 1988 19 Mayor Close called the special meeting to order at 7:30 P.M. on Monday, May 23, 1988. Mr. Jankowski led the Pledge of Allegiance. The purpose of the meeting was to discuss Ordinance No. 117-87 as amended - An Ordinance Authorizing the Manager to Declare a Water Use Restriction, and Declaring an Emergency. Members of Council present were: Mr. Amorose, Mayor Close, Mr. Jankowski, Ms. Maurer, Mr. Rozanski, Mr. Strip and Mr. Sutphen. Mr. Hansley, City Manager, and Mr. Smith, Law Director, were also present Members of City Staff present were Mr. Johnson and Mr. Willis. Mr. Amorose moved to remove off of the table Ordinance No. 117-87 as amended. Mr. Jankowski seconded the motion. Mayor Close referred to Mr. Willis's report on the situation. Mr. Willis reported that 6.9 million gallons of water were piped into the northwest section of Franklin County on Sunday. He also said that had the two million gallon tank at Avery Road Park been on line that there would still have been a problem; the lack of I water may have occurred a little later in the day but the problem would still have existed. J Mr. Willis reported that Columbus was able to refill the three tanks that went dry through the night on Sunday. There was additional discussion about whether or not, with the two millio gallon tank at Avery Road Park on line, with another two million gallon tank in the vicinity of the Deer Run School the problem would have been alleviated. It was pointed out that there are three tanks serving both Columbus and Dublin - Summit View and Smokey Row Road. Dublin also has a one million gallon tank on Post Road. It was pointed out that that was what the additional piping up Avery Road and the interconnection of the pipeline had done so that the million gallon tank on Post Road can be utilized into the area where problems are occurring. Mr. Rozanski noted that the residents of the Brandon subdivision had some reduced pressure but did have water. Mr. Sutphen commented that this was the first time in ten years that he had not had water (for a period of approximately three hours). It was noted that Old Sawmill and other sections north of S.R. 161 were also without water at that peak time on Sunday. Mr. Willis said that the second tank on Smokey Row Road would be on line in October; the Avery Road Park tower is scheduled to be completed in August. Mr. Sutphen reported that he had spoken with workers working on the Avery Road Park tower and that it was their impression that the tank would be completed in three weeks. Mr. Willis added that the installation of other equipment (telemetry, electrical, pressure, etc.) would require approximately one additional week. Responding to a question by Mayor Close as to what Columbus is planning to do to increase pressure, Mr. Willis commented that he recalled that Columbus is doing a study regarding the installation of a 30" line into the northwest sector of Franklin County to help to increase pressure. It was noted that even with the addition of tanks, completion of the Avery Road Park rank, that it would be a part of the Columbus distribu- tion system and that two million gallons may not be at the disposal of the residents of Dublin exclusively. Form No. 1097 ~" Held May 23, 1988 19 Page Two The water towers are interwoven in the area from Olentangy River Road to the Dublin Post Road tank. Citizens were reminded that the homes in the northern part of Muirfield a~e at the highest elevation in this service area. Discussion followed with suggestions as to the best and most appropriate way of restricting water usage - a ban on the entire City of just portion that are having pressure problems; go to alternative days for sub- divisions or quadrants; use even/odd number addresses; restrict hours, etc. It was agreed that whatever kind of restriction is decided upon that it be kept simple so that all residents would understand the restriction and that it be advertised extensively so that all residents would be informed and aware of any restriction that might be imposed. The health and safety issues were discussed. It was pointed out that over the weekend several surrounding fire depart- ments in the area with tankers were put on standby for mutual assistance in the event of a fire. Mr. Willis was asked to get additional information on how much water was pumped into Dublin; how many gallons were used at peak hours; how is that amount measured, etc. from the City of Columbus. Several Council members suggested perhaps going ahead with the engineer- ing on the proposed Deer Run tank to increase available capacity. It was suggested that it might be cheaper to shift the peak. Mr. Hansley noted that Dublin had voluntary watering bans last summer, had made improvements to the system, etc. but that Dublin is not in the water business, Columbus is; that Dublin contracts with Columbus for water service. Mr. Strip moved to amend Section 5. of the Ordinance as follows: "Penalty. Whoever violates this section is guilty of violating the water use restriction, a minor misdemeanor, with a maximum fine of one hundred dollars ($100.00) with each day of violation as a separate offens Mr. Sutphen seconded the motion. The vote was as follows: Mayor Close, yes; Mr. Jankowski, yes; Mr. Sutphen, yes; Mr. Rozanski, yes; Mr. Amorose, yes; Ms. Maurer, no; Mr. Strip, yes. " Mr. Sutphen moved to amend Section 2. as follows: "The Manager is hereby authorized to declare a water use restriction for the entire City or a portion thereof whenever he determines in his discretion that significant water pressure problems exist within the City of Dublin or portions there of, to warrant such action." Mr. Strip seconded the motion. The vote was: Mayor Close, yes; Ms. Maurer, yes; Mr. Sutphen, yes; Mr. Amorose, yes; Mr. Jankowski, yes; Mr. Rozanski, yes; Mr. Strip, yes. Mr. Hansley suggested that perhaps Council may want to issue a policy statement by resolution, or at least by motion, that they (Council) would like to see the City of Columbus adopt similar legislation. Mayor Close directed the Clerk to send to Mr. Jerry Hammond of the Columbus City Council a copy of the ordinance for information purposes with an appropriate cover letter. Mr. Amorose commented that Columbus has taken steps to supply Dublin residents with an adequate amount of water; Dublin needs to contribute also. Form No. 1097 ~ I Held May 23, 1988 19 Page Three Mr. Amorose also noted that approximately 20% of the citizens of Dublin get their water from groundwater (wells). Council members agreed to add in Section 4. the following:".... set \ forth by the manager within the water use restriction shall be prohibited except as said water use comes from a private water supply." Council members mentioned that area golf courses and many businesses use wells or ponds as a water source. Mr. Strip said that he would hope that, until there was a real need, that the water use restriction would not be imposed on users such as car washes, noting that they would be in direct competition with similar users in Columbus, and noted that commercial car wash users often recycle a percentage of their water (up to 60%). Ms. Maurer moved to amend Section 1. as follows: "Water Use Restriction" means restriction of the use of water from City lines for a period of tim as determined by the City Manager......" Mr. Strip seconded the motion. The vote was - Mr. Amorose, yes; Mayor Close, yes; Mr. Jankowski, yes; Ms. Maurer, yes; Mr. Rozanski, yes; Mr. Strip, yes; Mr. Sutphen, yes. Mr. Rozanski moved to treat the Ordinance as an emergency. Mr. Sutphen seconded the motion. The vote - Ms. Maurer, yes; Mr. Rozanski, yes; Mr. Strip, yes; Mr. Amorose, yes; Mayor Close, yes; Mr. Jankowski, yes; Mr. Sutphen, yes. The vote on the Ordinance was as follows: Ms. Maurer, yes; Mr. Sutphen, yes; Mr. Amorose, yes; Mr. Rozanski, yes; Mr. Jankowski, yes; Mr. Strip, yes; Mayor Close, yes. Mayor Willis asked Mr. Willis to report at the next meeting regarding the status of the proposed Deer Run area tank and the Muirfield contribution to same. Mr. Hansley reported that Mr. Smith is preparing a memorandum on same, which will be in the Council packets prior to the Council meeting on June 6, 1988. Mayor Close said that in conversations with Mr. Ron Scherer that it was his understanding that Muirfield thought that they had to build a water tower. Mr. Amorose suggested that a site be selected so that there would be no "suprrises" when a water tower is constructed. Discussion followed regarding the use of jockey or booster pumps, and the effect on the water pressure.
