The regularly scheduled meeting of the Dublin City Council was called to
order by Mayor Michael L. Close at 7:30 P.M. on Monday, November 2, 1987.

Mr. Thornton led the Pledge of Allegiance.
Members of Council present were: Mr. Amorose, Mayor Close, Ms. Maurer,
Mr. Rozanski, Mr. Sutphen and Mr. Thornton.
Mr. Jankowski was absent.
Mr. Smith, Law Director, and Mr. Hansley, City Manager, were also present
as were the following members of the city staff: Mr. Bowman, Ms. Clarke,
Mr. Harding, Mr. Johnson, Ms. Jordan, Chief Mayer, Ms. Prushing, and Mr.
Willis.
Mr. Bostic, Washington Township Fire Chief was also present.
Mr. Amorose moved to approve the minutes of the October 19, 1987 meeting of
Council.
Mr. Sutphen seconded the motion.
The vote was as follows: Mr. Thornton, abstain; Mr. Sutphen, yes; Mr.
Rozanski, yes; Ms. Maurer, yes; Mayor Close, yes; Mr. Amorose, yes.

Mr. Amorose moved to approve paying the bills, and also had a question
regarding payment of $4,071.05 for replacement of damaged poles and electr
cal equipment.
Ms. Jordan explained that that was the result of an accident and that the
Parks and Recreation Department will pursue getting reimbursed for that
expense.
Mr. Rozanski seconded the motion to pay the bills.
The vote was 6-0 in favor.
Mayor Close commented that the Mid-Ohio Regional Planning Commission had
informed him by letter that as a result of city status that Dublin is now
entitled to have two votes on the Mid-Ohio Regional Planning Commission,
Mr. Hansley currently filling one of those spots.
Mayor Close nominated David Amorose to serve in that capacity.
Mr. Rozanski seconded the motion.
All members of Council were in favor.
Mayor Close swore in Mr. John Wright as a reserve police officer for the
City of Dublin.
Mayor Close briefly explained the Council Rules of Order for public
hearings.
Refinement of Preliminary Plan for Brandon Village - 12.47 Acre School Site.
Public Hearing.
There were no registered proponents or opponents.
Ordinance No. 87-87 - Rezoning of 19.8 Acres on the West Side of State
Route 745, Opposite Bellaire Avenue. Public Hearing.
Mr. Terry Andrews registered as a proponent.
There were no registered opponents.
Mr. Bowman had the following comments on this rezoning as well as the
preliminary plan for the school site.
1, The schools are in the process of purchasing approximately 12.4 acres
in the Brandon Subdivision for an elementary school site.
2. Traditionally, since schools have not been a part of the preliminary
development plan, the city has made them refinements of preliminary
plans in order to give notice to the public
3. The Planning Commission approved the concept plan for the school in
May.
4. The site was finally identified when the Planning and Zoning Commission
recommended approval of the overall zoning.
S. The zoning itself is 19.8 acres located behind five or six parcels that
are located on S.R. 745.

6. Planned Communities plans to plat 53 single family units consistent
with the overall planning in Brandon. In exchange they have also
agreed to reduce the number of units within the existing Brandon
Subdivision by 53.
7. Mr. Bowman showed several slides of the area.
8. The Planning Commission discussed both the zoning and the refinement
at more than one meeting. There were three items of particular
concern; pedestrian access, bike access to the proposed school site.
Planned Communities agreed to extend the Donegal Cliffs bike path
along the east side of Dublin Road from where it will terminate -
the south end of Donegal to Bellaire Avenue. They will also be
constructing a turn lane on S.R. 745 in that area.
9. The schools have had time to work on a plan; they have done their
site studies and now find that the proposed 12.47 parcel will work
for their purposes.
10. Originally the Cluster B1 homes were to be a Bob Webb-type patio
home. The developer has now told the Commission that they have
submitted a single family plan which they are now in the process of
developing and will bring in subsequently for refinement.
11. The Planning Commission after reviewing the bike path and other
details recommended approval.
Mr. Terry Andrews of Planned Communities, the developers of the project,
was present at the meeting to answer questions of members of Council.
Brandon in 1984 was zoned for approximately 420 units; in 1984 it was
zoned for 632 units, and it is down to 622 units at the present time.
This 19 acres will add an additional 19 acres of land to Brandon; it will
not result in the net increase in the overall number of units in Brandon.
The reduction of 10 units will be taking units out of the B1 Cluster area.
The open space has not changed at all.
The swimming pool is being built for the residents of the Asherton apart-
ment complex.
There will be a third reading of the Ordinance on Monday, November 16,
1987.
Ordinance No. 120-87 - An Ordinance Authorizing the City Manager to Enter
Into an Agreement with the City of Columbus for the Upper Scioto West
Branch Sewer. Public Hearing.
It was noted that Dublin has had some additional requests regarding the
sewer from the City of Columbus; that they are either unable to provide
information now and Dublin is not exactly certain what Columbus is
requesting.
There will be a public hearing on the Ordinance at the meeting on
November 16, 1987.
Ordinance No. 105-87 - Rezoning of an 8.663 Acre Tract Located on the West
Side of Relocated Eiterman Road. Third Reading.
The vote on the Ordinance was 6-0 in favor.
Resolution No. 17-87 - A Resolution Creating a Dublin Tree Commision,
Replacing the Forestry Commission for the Purpose of Managing a
Comprehensive City Tree Program. Third Reading.
Mr. Amorose moved to amend the Resolution to broaden the base of the
duties and responsibilities of the Commission by changing the words
"Dublin Tree Commission" to the "Dublin Tree and Landscape Advisory
Commission".
Mr. Sutphen seconded the motion.
The vote on the motion was 6-0 in favor.
The vote on the Ordinance was unanimous in favor.

Ordinance No. 125-87 - An Ordinance to Accept an Annexation of
(Roadway Only) from Washington Township to the City of Dublin.
Reading.
Mr. Rozanski introduced the Ordinance.

There will be a second reading of the Ordinance on November 16, 1987.
Ordinance No. 127-87 - Establishing $100.00 Permit Fee for Use of Fire
Hydrants. First Reading.
Mr. Sutphen introduced the Ordinance.
Mr. Sutphen reported that what this Ordinance will do will be to allow
contractors to use three hydrants in Dublin during the winter months
(November 1 through March 31). In this manner the Fire Department will be
aware of which hydrants are being used and they can, thusly, service them
properly.
It was suggested that the Building Industry Association and the Builder's
Exchange be informed of this Ordinance.
There was discussion regarding the $100.00/day permit fee, some members
of Council feeling that perhaps it would be a bit "too high".
It was decided that the Safety Committee would review the Ordinance and
report back to Council at the next meeting, especially being prepared
to defend the $100.00/day fee with additional figures.
Mr. Bostic said that the city cannot rely on the contractors pumping out
the hydrants after using same.
It was agreed that the time period would be from November 1 through
March 31st.
Mr. Sutphen moved to do away with the three time reading rule and treat
as an emergency.
Mr. Rozanski seconded the motion.
The vote on the motion was as follows: Mr. Thornton, no; Mr. Amorose, no;
Mr. Sutphen, yes; Mayor Close, no; Mr. Rozanski, yes; Ms. Maurer, yes.
There will be a second reading of the Ordinance at the Council meeting
on November 16, 1987.
Mayor Close said that Ordinance No. 128-87 would be withdrawn from the
agenda at the request of the Manager.
Ordinance No. 129-87 - Authorizing the City Manager to Enter Into a
Contract for the Procurement of Certain Lines of Insurance Coverage.
First Reading.
Mr. Thornton intorudced the Ordinance.
Mr. Thornton moved to do away with the three time reading rule and treat
as an emr,rgency.
Ms. Maurer seconded the motion.
The vote was unanimous in favor of the motion.
The vote on the Ordinance was 6-0 in favor.
Mayor Close announced that the bids for the swimming pool were opened on
the previous Thursday at 2:00 P.M. Under State law the bids have to
come in within certain parameters established by the engineer. None of
the bids received on the pool came in within those parameters; the
lowest bid exceeded the estimate by about 20%.
Ms. Jordan requested direction from Council, saying that she would like to
re-bid the project as soon as possible so that it can proceed in a
timely manner.

Mr. Robert Wandel of Wandel & Schnell Architects said that the engineer's
estimate announced at the bid opening was $794,000.00.
He said that the bids accurately reflect the drawings and specifications -
what was underestimated was the activity in the Dublin area (in the sense
of the extent of building and the amount of competition or the lack
thereof).
He noted that the costs that seemed to be heigher were the concrete and
the site costs (utilities, excavation, etc.).
Ms. Jordan said that she would like to re-bid the project as it is.
Mr. Wandel said that it would be their recommendation as Dublin's
consultants that the city re-bid the project for the chance to review
revised bids; that it were re-bid now that it would allow for a pool
opening sometime during the middle or latter part of June, 1988.
Ms. Jordan said that she was very interested in some of the alternates -
specifically, alternate #3, the automatic chemical feed and alternate #4,
the ornamental fence, which was a condition of the approval of the Planningi
and Zoning Commission. She further noted that alternate #5, the under-
ground irrigation system would be nice to have and noted that some site
furniture will be required such as picnic tables, cabanas to provide
shade, etc.
Mr. Sutphen moved to approve the re-bid of the pool project.
Mr. Rozanski seconded the motion.
Mr. Wandel said that he felt that they need to re-evaluate the estimate
in relationship to those items which have changed; the site location,
the utilities as a result, etc.
He noted that a more accurate estimate would probably be in the neighbor-
hood of $900,000.00.
He also said that the size of the waterlines, storm sewerlines, and
sanitary sewerlines were changed (they were made larger).
The vote was unanimous in favor of the motion.
Mr. Hansley referred to the letter from the Franklin County Board of
Health regarding a countywide-type vicious animal ordinance.
Mr. Sutphen said that the Safety Committee will discuss that suggestion
as well at their next Safety Committee meeting.
Comments from Staff
Ms. Jordan thanked the Law Director and his staff for all their assistance
during the previous week regarding the pool project.
Council Roundtable Discussion
Mr. Rozanski
1. Referred to an editorial in the Columbus Dispatch and the position
of the City of Columbus regarding the transportation of hazardous
materials through the city proper (it will not be allowed), thus
requiring said transportation through the suburbs.
Mr. Rozanski asked if Columbus has made any indication that they are
willing to help the suburbs in any way if an accident should occur.
Several of the Council members said that they felt that Columbus's
response should be considered; would their fire departments and
police be available, would costs be shared, etc.
They agreed that some type of agreement should be worked out with
Columbus.
Mr. Sutphen said that the issue would be discussed at the next
Safety Committee meeting.

Ms. Maurer
1. Commented that she had been telling people an erroneous fact - that
the highest point in Franklin County is in northwest Dublin. That is
not true. The highest point is in northeast Franklin County near
Johnstown Road (1132 feet) whereas northwest Dublin is 950 feet above
sea level.
2. Said that a number of residents are upset about the traffic on
Sawmill Road since they put the median in the center and wonder
what the rationale was behind that decision to put in that median.
Mr. Sutphen
1. Encouraged everyone to vote on November 3rd.
Mr. Ronald Geese, a Dublin resident, was interested in Council's position
on capital improvements, mentioning specifically several projects which
he felt were very important - widening of Coffman Road, further extension
of Muirfield Drive, etc.
Mayor Close commented that a five year capital improvement plan is part
of the master plan process.
Mr. Hansley said that staff has been working on the plan, saying that
Council would have information in late November or early December regarding
capital improvements.
Mr. Geese mentioned specifically the area around Post and Avery Roads
with the proposed Ruscilli development, White Consolidated, the
shopping center, etc. noting that there will probably be in excess of
2500 automobiles in that area per day when it is developed. He suggested
that perhaps the city should spend some money on preliminary engineering
for roads.
Mayor Close adjourned the meeting at 8:46 P.M. and announced a brief
Executive Session, at the request of the Manager, for the purpose of
discussing the purchase of land.
