The meeting of the Dublin City Council was called to order by Mayor
Michael L. Close at 7:40 P.M. on Tuesday, September 8, 1987.
Mr. Thornton led the Pledge of Allegiance.
Members of Council present were: Mr. Amorose, Mayor Close, Mr. Jankowski,
Ms. Maurer, Mr. Rozanski, Mr. Sutphen, and Mr. Thornton.
Mr. Hansley, City Manager, was present as were Mr. Bowman, Mr. Johnson, Ms.
Jordan, Chief Mayer, Ms. Prushing, and Mr. Willis of the City staff.
Absent was Mr. Stephen J. Smith, Law Director.

Correspondence
Mayor Close referred to two letters placed on members of Council's desks
prior to the meeting - firstly, a letter from Glenbeigh Incorporated
regarding the possibility of a psychiatric care hospital to perhaps be
located in Dublin; and, secondly a letter from the National Leage of
Cities and information concerning the Annual Congress of Cities meeting
in Las Vegas in December of 1987.
The contents of those letters will be discussed after review by members
of Council at the next Council meeting on September 21, 1987.
Ordinance No. 101-87 - Accept an Awards and Commendations Program for
Dublin Division of Police. Second Reading.
Mr. Sutphen said that the Ordinance will be discussed at the next meeting
of the Safety Committee (with the Police Chief) and that the recommendation
of the Committee will be brought back to Council prior to the third reading
of the Ordinance on September 21, 1987.
Ms. Maurer noted that some of the recommended awards and commendations
could be appropriate for other departments within the municipality
(longevity, etc.), and further stated that perhaps it might be more
appropriate not to "single out" the employees of the Police Department
and to have a more inclusive program for all municipal employees.
Mr. Hansley mentioned that this program could possibly be used as a trial
program for perhaps six months and then if it were deemed successful and
appropriate that a similar program could be adopted for the other depart-
ments within the city.
He also noted that it is not unusual for a municipality to incorporate
different standards for uniformed and non-uniformed employees.
Mr. Hansley also said that one option that Council could have would be to
adopt this program at the next Council meeting on the condition that a
similar program be implemented for non-uniformed employees at a specified
time.
There will be a third reading of the Ordinance on September 2, 1987.
Ordinance No. 105-87 - Rezoning of 8.663 Acres Located on the West Side of
Relocated Eiterman Road to the South of U.S. 33/s.R. 161. First Reading.
Mr. Amorose introduced the Ordinance.
Mr. Amorose moved to refer the Ordinance to the Planning and Zoning
Commission.
Mr. Sutphen seconded the motion.
The vote was unanimous in favor of the motion.

Ordinance No. 106-87 - Authorizing Acceptance of Land to City of Dublin by
Dublin Local School District; Authorizing Lease and Sale of Land to Library
of Columbus and Franklin County. First Reading.
Mr. Amorose introduced the Ordinance.
Ms. Rubye Kyles, Assistant Director of the Public Library of Columbus and
Franklin County and Mr. Robert Wistner, representing the Board of Trustees
were present at the meeting to answer questions.
Mr. Wistner expressed the appreciation of the Board of Trustees (assuming
the passage of the Ordinance) for the cooperation of the City in enabling
the Library to fulfill their pledge at the last levy to triple the size
of the Dublin Library.
Mr. Wistner said that the Board of Trustees would appreciate passing the
Ordinance as an emergency measure in order to enable them to keep on their
schedule for construction; said schedule would enable the Library, as
expanded, to be opened in 1990; construction would begin in 1989.
Mayor Close mentioned that the Dublin Library will begin having Sunday
hours with an Open House scheduled for Sunday, September 13, 1987.
Mr. Amorose moved to do away with the three time reading rule and treat as
an emergency.
Mr. Sutphen seconded the motion.
The vote on the motion was 7-0 in favor.
The vote on the underlying Ordinance was unanimous in favor.
Ordinance No. 107-87 - Vacation of 20' Alley, North of Darby Street.
Mr. Rozanski introduced the Ordinance.
Mayor Close asked if this area provided the only access to the cemetery.
Mr. Amorose asked if it would be possible, in the lease, to make certain
that there would be access to the cemetery.
Mr. Wistner said that the vacation easement would go through the library
parking lot; therefore there would be no problem with access as far as
the library would be concerned.
Mr. Bowman asked if the library would be willing to allow the use of the
library parking lot, allowing the city to use it for maintenance and
visitation to the cemetery.
It appeared there would be no problem.
Mr. Amorose moved to do away with the three time reading rule and treat
as an emergency.
Mr. Sutphen seconded the motion.
The vote was 7-0 in favor of the motion.
The vote on the Ordinance was unanimous in favor.
Ordinance No. 108-87 - Accept Petition for Annexation of 243~ Acres to
Dublin from Washington Township, South of Shier-Rings Road and East and West
of Wilcox Road. First Reading.
Mr. Rozanski introduced the Ordinance.
Ordinance No. 109-87 - Amending Codified Ordinances to Authorize Building
Department to Issue Plumbing Permits. First Reading.
Mr. Rozanski introduced the Ordinance.
Mr. Jankowski moved to do away with the three time reading rule and treat
as an emergency.
Mr. Rozanski seconded the motion.
The vote was unanimous in favor of the motion.
The vote on the Ordinance was 7-0 in favor.

Ordinance No. 110-87 - Amending Annual Appropriations. First Reading.
Mr. Amorose introduced the Ordinance.
There is to be appropriated from the unappropriated balance in the General
Fund the sum of $5,000.00 for the Celebration of City Status Party.
It was agreed that the suggestion of the time capsule would be pursued
further, as regards items to be included, cost, etc.
Mr. Rozanski moved to do away with the three time reading rule and treat
as an emergency.
Mr. Amorose seconded the motion.
The vote was 7-0 in favor of the motion.
The vote on the Ordinance was unanimous in favor.
Ordinance No. 111-87
First Reading.
Mr. Amorose introduced the Ordinance.
Accept Lowest/Best Bid for 1987 Street Improvements.
The lowest/best bid as recommended by the Engineer was the bid from
Columbus Asphalt Paving, Inc. in the amount of $461,176.75.
Mr. Rozanski noted that the total price for seeding and sodding was identi-
cal on both bids, and recommended that instead of seeding and mulching
that all sodding be done.
Mr. Amosorose also recommended that sodding be done since the work will be
done in the fall of the year.
Mayor Close said that it appeared that a good job of on-going maintenance
has been accomplished, noting that the roads being improved probably
could last another year without improvement.
Mr. Rozanski mentioned a problem with the alley east of South High Street.
The alley was supposed to be worked on at the time the bridge was under
repair, but then it was decided that there needed to be access to the
shops along South High Street.
The bridge work was completed last October. Some persons thought that work
on the alley would begin this spring, and noted that nothing has been done
thus far, that it is not on the street improvement plan.
He noted that there is a dangerous alley with a retaining wall that is
caving in and giving way that is holding the alley in place.
There is also a tremendous amount of runoff from the commercial establish-
ments there, with said runoff going down into the yards of residents on
Riverview Street and into their basements in some instances.
Mr. Willis said that he is aware of the situtation and will report back
to Council on the timetable for what needs to be done.
He said that the drainage situation, however, will require additional study

the first meeting in October as well as informing the residents in the
affected area of his findings.

Ordinance No. 112-87 - Rezoning of 18.046 Acres Located on the Southeast
Corner of Frantz Road and Tuttle Road. First Reading.
Mr. Amorose introduced the Ordinance.
Mr. Amorose moved to refer the Ordinance to the Planning and Zoning Commiss on.
Ms. Maurer seconded the motion.
The vote was 7-0 in favor of the motion to refer to the Planning and Zoning
Commission.

Ordinance No. 113-87 - Extend Current Contract with Laidlaw for a 90 Day
Period. First Reading.
Mr. Sutphen introduced the Ordinance.
Mr. Sutphen moved to do away with the three time reading rule and treat as
an emergency.
Mr. Jankowski seconded the motion.
Mr. Rozanski noted that this would be a 56% increase in cost per household.
Mayor Close commented that he had had several meetings with Mike Long and
Mayor Rinehart of the City of Columbus regarding the trash burning power
plant; that they ultimately intend to have a compacting station someplace
in the northwest section of the City.
Mayor Close suggested exploring with the City of Columbus the possibility
of negotiating a favorable tipping rate (something that other suburbs
do) .
He also said that in his opinion the price Dublin is paying for trash
collection is not inconsistent with the cost for persons who contract
independently.
Ms. Maurer said that she had received complaints about Laidlaw and their
sloppiness (throwing down cans, leaving tash alongside the curb, etc.).
She also mentioned that a number of persons have said that they would
like the option of having their trash collected from the ends of the
driveway, from their garages, etc. rather than requiring that they put
it at the curb.
It was also suggested that the possibility of the city collecting its
own trash be considered specifically as to cost.
Several members of Council mentioned the excellent service received from
Flower Garbage previously, and it was generally agreed that the quality
of service received presently needs to be improved.
The various options will be examined carefully during this 90 day period.
The vote on doing away with the three time reading rule and treating as
an emergency was unanimous in favor.
The vote on the Ordinance was 7-0 in favor.
Resolution No. 16-87 - Authorizing the Regulation of Traffic in the Muirfie d
Subdivision during the Ryder Cup Tournament. First Reading.
Mr. Sutphen introduced the Ordinance.
Mr. Sutphen moved to do away with the three time reading rule and treat as
an emergency.
Mr. Jankowski seconded the motion.
The vote on the motion was 7-0 in favor.
The vote on the Ordinance was unanimous in favor.
Other
Request for Approval of Final Plat - Oakhurst - Muirfield 35.
Oakhurst is a 10.3 acre parcel with 20 lots on the south side of Glick Road
between Muirfield Drive and Finlarig Drive. It was approved by Staff
and the Planning Commission unconditionally.
Mr. Amorose moved to approve the Final Plat, Oakhurst, Muirfield 35.
Mr. Jankowski seconded the motion.
The vote was unanimous in favor of approval.

Request for Approval of Final Plat - Lowell Trace
Lowell Trace is a subdivision at the northwest corner of Post and Avery
Roads.
In its entirety it consists of 99 lots; this is the first phase of that
subdivision, representing 45 single family sites.
Staff and the Planning Commission recommended approval with the following
conditions, which have actually all been taken care of.
1. That there be an adjustment of the no-build zone along the northern
perimeter (lots 8, 9, 10, 17 and 18) to reflect an appropriate rear
yard standard of not less than 15'.
2. That there be a definition of the perimeter fence treatment in the
text.
3. That the timetable has been established.
4. That temporary turnarounds have been agreed to.
S. That the sewer system is a public work and that staff has documentatio
that they will meet the street tree requirement and the landscape
code.
Mr. Halloran asked if the detention/retention basins were shown on the
final plat.
The meeting moved on to the next item while Mr. Willis left the meeting
to get additional information regarding the basins (the engineering plat).
Mr. Bowman said that what was agreed to was that any retention that would
be created on a portion or on all of the park property would be a lake
and would be built by the developer.
Request for Approval of Final Plat - The Lea at Greenstone Point
This is a patio-type home project in Muirfield; 5.1 acres located off
of Carnoustie Drive at Greenstone Point.
The staff and Planning Commission recommended approval.
Mr. Rozanski said that he had noted that there was no building setback off
of Lea Court.
Mr. Bowman said that what will be required is that the setback will be
done in a manner similar to Mr. Webb's patio project (Weatherstone).
He said that that was also done in the Woods of Dublin subdivision as well.
He also noted that the text will controls the amount of setback, and
also commented that these units will be built by the same developer, not
individual builders.
He noted that what came in and was approved by the Planning and Zoning
Commission was essentially a lot layout with the buildings on it.
Mr. Thornton moved to approve the Final Plat, The Lea at Greenstone Point.
Mr. Rozanski seconded the motion.
The vote was 7-0 for approval.
Discussion Regarding Paint Color of Summitview Water Tower
Ms. Prushing explained that the color chosen for the water tower is a
"pop corn color", noting that the idea will be is that any water tower
in Dublin will be painted the same color.
She also noted that the paint has already been mixed, is on site, and
is ready to be applied to the tower.
There would also be a cost of about $30,000.00 to change the color at this
time.
Mr. Hansley commented that the citizens in the area did not care what
color the tower would be, but that they did object to an extra expense
for painting the tower.
A resident of Trails End Drive said that he would prefer a blue color to
white.

Mr. Amorose referred to a letter received that had been signed by 14
residents of the area. Said letter indicated that the residents did not
care what color the tower is painted as long as there is no cost to
taxpayers for painting of same.
The did note that if they did have a choice of color that they would
prefer light gray.
(Continuation of Discussion on Approval of Final Plat - Lowell Trace)
Mr. Willis said that a wet basin does appear on the final engineering
plat for the Lowell Trace Subdivision. He said that all of the drainage
from Lowell Trace goes into this particular basin which is located wouth
of lots 23, 24, 25, and 26; on the western edge of Reserve C.
Mr. Amorose moved to approve the Final Plat, Lowell Trace.
mr. Sutphen seconded the motion.
The vote was 6-0 in favor of the motion.
Comments from Staff
Mr. Hans ley
1. Extended an invitation to all to the Celebration of City Status
Party on Thursday, September 17, 1987.
2. The Planning Staff is working with the City Attorney on a police re-
garding temporary tents, signs, etc. for grand openings, for example.
3. Approximately 200 applications have been requested for the Police
Officer openings as of this date.
4. The Study Committee examining the township issue will be meeting on
Wednesday, September 9, 1987 at 7:00 P.M. The president of the
State Police Chiefs' Association will be leading a general discussion
on staffing levels, equipment, placement, etc.
Chief Mayer
1. Announced that on this date Dublin was officially accepted into
the national accreditation program.
Mr. Hansley noted that this was the first step of the application.
He commented Sgt. Scharf on this excellent work in this regard.
Mayor Close commented that he recently had had some discussions with
the City Attorney's office (Columbus) about providing some training
regarding domestic violence, said training being provided for other
jurisdictions in the County as well as the City of Columbus's officers
Chief Mayer said that Sgt. Scharf is working on such a program.
Mayor Close also said that he had mentioned to Lt. Geis that
periodically Council members get compalins from civilians that are
subject to investigation by the internal affaris of the Police
Department. he said that the people who register those compliants
are entitled to a response as to what the outcome of the complaint
was.
Comments from Citizens
Mrs. Robyn Fillman of Avery Road complimented the employees of Dublin,
saying that they had always been cooperative and polite in working with
her; that the City should be proud of their employees.

Council Roundtable Discussion
Mr. Rozan'ski
1. Several weeks ago at a Council meeting, mentioned was the grading
and seeding from the bridge westward along Bridget Street (or lack
thereof) .
The weeds were cut down but that did not solve the problem.
This is an area that does not have a bit of grass and it is quite
evident that as a result of the dry spell that the weeds have grown
to 8" to 12".
Should examine some recourse with the contractor or the State; the
issue should be examined further.
Mr. Johnson said that he would take care of it.
Mr. Rozanski suggested that the next time the City lets out a contract
that the City should pay more attention to the details so that a
situation such as this does not occur again.
2. In March or April the Waterford Civic Association came to Council with
some questions and suggestions for action that they recommended
Council take.
One of those suggestions was the possibility of curbing and side-
walking along Monterey Drive.
At the present time neither staff nor Council has reported back to
the Civic Association.
The School Board previously decided that the sidewalk on the north
side of the cemetery leading into the cemetery would be the best
route for the students going to school so that they would bypass
the intersection, the Omega station, etc.
Mr. Rozanski noted, however, that since school started this year that
there are a great number of children who walk down Montery Drive.
Ms. Prushing mentioned the letter she had written in June to Mrs.
Cindy Walp, president of the Waterford Civic Association regarding
their requests to Council.
She said that with regard to the cemetery that the Maintenance Super-
intendent will continue to monitor the hauling activities and that
it is the city's intent to be able to finish grading the area in
preparation for appropriate lancscaping this summer.
Mr. Johnson said that he will be meeting with the Cemetery Commission
soor. and would discuss the matter with them.
With regard to the sidewalk and curbing along Monterey Drive, Ms.
Prushing sai,i that she has contacted the city's consultant for thE
traffic portion of the master plan with a proposal to research
other options for the location of sidewalks in this area, and said
that staff is continuing to study the issue.
A copy of Ms. Frushing's letter to Mrs. Walp will be included in
Council's packets for the next meeting.
Ms. Maurer
1. Met today with Mary Margaret McLarnan who is the Dublin, Ohio resident
who has been designated as the representative from Dublin, Ireland
to ~ork with the city on the 1000th Celebration of Dublin, Ireland
as a city.
Ms. Maurer noted that it is interesting to note that the City of
Ireland dates from the institution of their first tax.
Dublin, Ireland is planning a series of events through 1988, and
Dublin, Ohio may want to participate in some joint or similar
celebration.

2. Noted the update of information in a City of Columbus newsletter,
"Building for Clean Water" regarding the Upper Scioto West Branch
Sewer.
3. Commented on the ratio between commercial and residential property
tax (the total property tax).
Said she had called all of the auditor's offices in the three
counties, and in Union County she found that there is $900,000.00
of assess valuation of commercial property in Union County. The
total percentage of commercial assessed valuation, including real and
personal property tax valuation is 41.6% of the total of assessed
evaluation of the total community.
Ms. Maurer went on to commend the Planning and Zoning Commission and
other persons involved in the development of the community, making sur~
that there would be a high percentage of commercial development in
the community, both for the purpose of creating a good base for real
property and business property taxes for the school, and also
for the purpose of the city's income tax.
Mr. Amorose
1. On the matter of the forced sewerline from the zoo going down River-
side Drive Mr. Amorose talked briefly with the engineer before the
meeting and asked him if he would get on that contractor and expedite
construction of the sewerline.
2. With regard to the waterline petition for the Hanna Hills, Macbeth
Drive, Macduff Drive, etc. area Mr. Willis said that he would
research the issue and have a report to Council prior to the
first meeting in october.
3. Ms. Jordan said that the master bikeway study/plan should be avail-
able by the end of the month.
4. The zoning for the new post office building on Shawan Falls is
"office".
With regard to the condition of the landscaping in that particular
area Mr. Bowman said that he and Mr. Darragh are working with the
post office personnel and the original property owner to bring
the area up to code.
Mr. Halloran commented on the difficulty of getting in and out of
the post office area, and said that those same roads should be
studied further, that they look as if they are going in the wrong
direction.
Mr. Amorose said that he felt that there should be a sidewalk going
into the post office area and that Dublin should go ahead as a city
and do whatever assessments might be necessary to get a sidewalk
along Shawan Falls Drive to the post office.
Mr. Sutphen
1. Menionted the 17 lights that are out on Muirfield Boulevard and
requested that the Finance Director withhold payment to C&SOE
until those lights are repaired.
Ms. Prushing said that that is being done on an on-going basis.
2. Requested that the newspapers, etc. bring to everyone's attention
the safety, or lack thereof, and skateboarding.
3. The Reserve A area in Waterford Village looks "awful"; what happened
to the landscaping plan?

Mayor Close
1. Dublin should be looking at a five year capital improvement plan
this October or November.
2. Requested a status report on the quick take situation at the Corbin's
Mill and S.R. 161 intersection (from the Law Director's office).
3. There will be six libraries in the Franklin County that will be open
on Sundays, Dublin being one.
Sunday, September 13, 1987, there will be a "Go Books' campaign
beginning on Sunday.
Reminded everyone that the library is also the appropriate place to
register to vote.
4. As a result of City status candidates have until October 3, 1987, to
file an official financial disclosure affidavit with the Board of
Elections.
S. Staff will provide information to Council candidates regarding code
regulations as regards signage.
Ms. Maurer requested specific information regarding rights-of-way,
noting that a wide variation of same exists within the corporate
limits of Dublin.
6. Passed on to staff congratulations from White Consolidated Industries
regarding the way staff and the Planning and Zoning Commission worked
through the problems they had and were very complimentary of the
job that was done.
Mr. Hansley said the pertinent information will be made available to all
Council candidates shortly.
The meeting was adjourned by the Mayor at 9:10 P.M.
