Form No. 1097 ~ Held September 2, 1986 ~- 19 Mayor Michael Close called the meeting to order at 8:00 P.M. on Tuesday, September 2, 1986. Mr. Thornton led the Pledge of Allegiance. Members of Council present were: Mr. Amorose, Mayor Close, Mr. Jankowski, Ms. Maurer, Mr. Rozanski, Mr. Sutphen, and Mr. Thornton. Mr. Smith, Law Director was present as was Mr. Sheldon, Village Manager. Members of the Village Staff present were: Mr. Bowman, Mr. Harding, Ms. Jordan, Ms. Prushing, and Mr. Warner. Ordinance No. 58-86 - Land Dedication or a Fee in Lieu Thereof. Hearing. Mayor Close announced that the public be held over until the September 15, Public hearing on Ordinance No. 58-86 would 1986 meeting of Council. Ordinance No. 46-86 - Rezone .8 Acre on Darby Street, North of Bridge Street. Third Reading. Mayor Close noted that the condition placed on the rezoning by the Planning and Zoning Commission was that the alleyway not be vacated. Mr. Thornton moved to table the ordinance until the September 15, 1986 meeting of Council. Mr. Jankowski seconded the motion. The vote was as follows: Mr. Amorose, no; Mr. Sutphen, no; Mayor Close, yes Mr. Rozanski, yes; Mr. Thornton, yes; Mr. Jankowski, yes; Ms. Maurer, no. Ordinance No. 55-86 - Amend Section 1189.08(a) Regarding Join Identifica- tion Signs. Third Reading. ' The vote on passage of the ordinance was 7-0 in favor. I! Ii Ii Resolution No. 15-86 - Vacating a Portion of a Detention Basin Easement. Second Reading. Mr. Rauh said that they had met with Mr. Warner, and Mr. Warner said that he had no objections to the vacation of this portion of the easement. Mr. Amorose asked Mr. Warner if he agreed with Mr. C. Wolfe in that he stated that he felt that there should be no storm water detention on residential lots. Mr. Warner said that the Village's Codified Ordinances state that all that is required is that the Village obtain an easement for the maintenance of such detention basins. He further stated that Mr. Wolfe felt that the Village should own the land "outright". Mr. Rauh ~equested that Council waive the third reading. Mr. Amorose moved to do away with the three time reading rule and treat as an emergency. Ms. Maurer seconded the motion. The vote was as follows: Mayor Close, yes; Mr. Amorose, yes; Mr. Jankowski, yes; Ms. Maurer, yes; Mr. Sutphen, no; Mr. Rozanski, yes; Mr. Thornton, yes. The vote on the resolution was as follows: Mr. Thornton, yes; Mr. Rozanski, yes; Mr. Sutphen, no; Ms. Maurer, yes; Mr. Jankowski, yes; Mr. Amorose, yes; Mayor Close, yes. Ordinance No. 66-86 - Amending the 1986 Appropriations. First Reading. Mr. Sutphen introduced the ordinance. Mr. Thornton said that it was his impression that the Village was to participate in the planning on the site. Ms. Jordan said that they have worked with the school, and that this particular appropriation was for major grading only on the site. She said that the plan had been reviewed by the Parks and Recreation Committee. Mr. Rozanski said that he was under the impression that Council would be involved in the process along with the schools. Mr. Sutphen seconded the motion. Mr. Amorose and Mr. Sutphen withdrew their motions. Ms. Maurer mentioned that a portion of the appropriation was for the cost and part for the construction. design I I Mayor Close pointed out that the request was for an appropriation, not a signed contract. Mr. Smith said that Council can pass the appropriation ordinance as an emergency, Mr. Sheldon then can take care of the personal service contract; when the Village gets to the construction contract the the Village can accept out the grading and seeding of the areas. Mr. Sutphen moved to do away with the three time reading rule and treat as an emergency. Mr. Amorose seconded the motion. The vote was unanimous to do away with the three time reading rule and treat as an emergency. The vote on the ordinance was unanimous in favor. Ordinance No. 67-86 - Adopt Chapter in Fire Protection Code Regarding Fire- works. First Reading. Mr. Sutphen introduced the ordinance. The second reading of the ordinance will be held on September 16, 1986. Resolution No. 16-86 - Statement of Services for an Area Proposed for Annexation. First Reading. Mr. Amorose introduced the resolution. A second reading will be held on September 15, 1986 Resolution No. 14-86 - Relative to an O'Shaughnessy Dam Proposal. Mr. Rozanski moved to take the item off of the table. Mr. Sutphen seconded the motion. The vote was unanimous in favor of taking the resolution off the table. Mr. Rozanski said that the Public Service Committee met with Mr. Bob McCoy from the City of Columbus and discussed the resolution. Mr. Rozanski went on to say that what was being examined was an agreement to cooperate with the City of Columbus on planning, proceedings, not the actual building of the bridge. He said that the Public Service Committee felt that it would be beneficial for the Village of Dublin to work with the City of Columbus on this matter. Mr. Rozanski moved to do away with the three time reading rule and treat as an emergency. Mr. Thornton seconded the motion. The vote was 7-0 in favor of doing away with the three time reading rule and treating as an emergency. The vote on the resolution was unanimous in favor. Other Approval of Final Plat - Indian Run Meadow, Section 5. Mr. Amorose moved to approval the final plat, Indian Run Meadow, Section 5. Mr. Rozanski seconded the motion. Form No. 1097 ~ Held September 2, 1986 19 +~ ._~--_._----_.__.-.- Page Three Approval of Final Plat - Muirfield Phase 28 Mr. Rozanski inquired asked how approval of this phase of Muirfield might affect the water pressure situation. Mr. Warner said that he did not think this would have any affect on the water pressure problem because this site is in the lower end of Muirfield; in addition this phase would be just 31 lots. Mr. Amorose pointed out that this waterline will tie into phase 29. The vote for approval was unanimous in favor. Mayor Close announced that Mrs. Mary Ann Rausch, due to other commitments, has resigned her appointment to the Board of Zoning Appeals. He requested that the Village Manager publish a request for applicants, said requests to be forwarded to members of Councilwith a decision to be made at the first meeting in October. Mayor Close asked the Village Manager to prepare a proposal to hire a consultant to do our own readings as far as the sewer capacity so that the Village can make their own evaluation and determine the as to the status of the capacity, as well as a consultant to independently evaluate and examine the water problem (evaluate the pressure readings, etc. determined by the City of Columbus). Comments from Staff Resolutio~ No. 13-86 will be on the agenda at the September 15, 1986 meeting of Council. Mr. Bowman requested that Council reconsider Ordinance No. 55-86 regarding joint identification signs, do away with the three time reading rule and treat as an emergency. Mr. Amorose moved to reconsider Ordinance No. 55-86. Mr. Rozanski seconded the motion. The vote was unanimous in favor. Comments from Citizens Mrs. Midge Karrer commented on the confusion created by a rental office sign which says "Dublin Village Offices" in the Indian Run Meadow Sub- division site. Council Roundtable Discussion Ms. Maurer 1. Thanked Mary Ann Rausch for her service on the Board of Zoning Appeals. 2. On September 18th there will be a Reception for those persons who have served on the Boards and Commissions to give them Certificates of Appreciation from the Village Council. 3. Future meeting dates - September 8, 1986 - Public meeting on Capital Improvements Program preceded by a 7:00 Executive Meeting to discuss some personnel issues relating to the Police Department. After the Capital Improvements Meeting will be meeting with the Village Manager to discuss some issues regarding the goal setting process. September 22, 1986 - 7:30 P.M. - Executive Session - Discussion with Police Department Representatives. September 29, 1986 - Follow with Mr. Sheldon and Department Heads to discuss the issues that they have been presented with in regard to the goal setting process (city status, personnel development and capital improvements program). i At a date to be determined, Council will be meeting with representativ~s of the non-uniformed personnel to discuss personnel matters with them. ! ! Mr. Jankowski 1. Mr. Jankowski said that he had had a number of complaints from residen~s concerning the excessive speed of vehicles traveling down Tara Hill Drive. The distance between where the stop sign is at Roscommon and then to Tara Hill is great enough that one can accelerate and develop a great deal of speed, creating a safety problem. Mr. Jankowski wondered about the feasibility of putting in an addition~l stop sign on Tara Hill Drive. 2. Mr. Jankowski inquired as to the status of the bikeway along Coffman Road. Mr. Bowman said that they have been working with Weiler and Kelley and said that he would be willing to discuss the matter further with Mr. Jankowski. Mayor Close 1. Contrary to rumor, the bridge should open on October 15, 1986 as was originally scheduled. 2. Should the trash service not improve the Village can let an emergency contract out for the trash service and discontinue the service with the present company.
