FORM NO. 10148 Held June 27, 1994 19 This special meeting of the Dublin City Council was called to order by Mayor Joel Campbell at 7:30 p.m. on Monday, June 27, 1994. Members of Council present for roll call were: Mrs. Stillwell, Mr. Zawaly, Mr. Kranstuber, Mr. Strip, and Mayor Campbell. Mrs. King and Mrs. Boring were absent (excused). Staff members present included Mr. Hansley, Mr. Foegler, Mr. Smith, and Ms. Grigsby. Legislation Ordinance No. 62-94 (E) - An Ordinance Amending Ordinance No. 57-94 Passed June 20,1994 Declaring Improvements to a Certain Parcel of Real Property a Public Purpose to Adjust the Description of the Public Infrastructure Improvements to be Made by the City to Benefit that parcel, and Declaring an Emergency. (First Reading) Mr. Strip introduced the ordinance. Mr. Foegler explained that this is a slight modification to the ordinance acted on at the last Council meeting relating to the improvements for what was referred to as the "McKitrick Office Building." The public improvements essentially describe about 3,000 feet of road improvement with some related utility improvements of what is the Dublin Road/Coffman Road connector -the maximum to be funded with the building previously discussed. The tenant, however, is also contemplating a Phase II 125,000 square foot building which therefore could leverage twice as many public improvements. The ordinance thus describes the public improvements more broadly to include the entire road from Coffman Road to Dublin Road so that the ultimate public improvement is not too narrowly defined. Staff recommends Council act favorably on this legislation. There is a need for emergency action due to the change in the state statute on July 1. Mr. Zawaly moved to waive the three-time reading rule and treat this as emergency legislation. Mr. Strip seconded the motion. Vote on the motion - Mr. Strip, yes; Mayor Campbell, yes; Mr. Kranstuber, yes; Mrs. Stillwell, yes; Mr. Zawaly, yes. Vote on the ordinance - Mr. Kranstuber, yes; Mayor Campbell, yes; Mrs. Stillwell, yes; Mr. Zawaly, yes; Mr. Strip, yes. Other Mayor Campbell noted that he attended a conference of the Ohio Mayors' Association this weekend. The Association is seeking future sites for the conference, and he suggested that Mr. Hansley contact the Ohio Municipal League to pursue having the conference in Dublin. Ms. Stillwell commented that she has distributed a draft of a letter to civic association presidents for Council's review. I i Mr. Strip indicated his approval of the form of the letter. Mr. Zawaly stated that he has some serious concerns, and he will send a memorandum to Council about this matter. Brief discussion followed.
