This special meeting of the Dublin City Council was called to order by Mayor Joel Campbell at 6:40
p.m. on Monday, January 24, 1994.
Members of Council present for roll call were: Mr. Strip, Mr. Zawaly, Mrs. Boring, Mr.
Kranstuber, Mr. Campbell, Mrs. King, and Mrs. Stillwell.
Mr. Hansley was also present.
Mayor Campbell announced that discussion took place at the goal setting session on Saturday,
January 22 regarding consideration of a resolution of support for the upcoming Dublin Schools levy
election of February 8, 1994. A verbal motion was made by Mr. Kranstuber, seconded by Mr.
Zawaly regarding approval of a resolution of support. Discussion followed, and the matter was
tabled until a special meeting tonight to allow for preparation of the resolution and any necessary
discussion.
Mayor Campbell then requested the clerk to read the drafted resolution 02-94.
Legislation
Resolution 02-94 - A Resolution of Support for the Dublin City Schools Levy Election of
February 8, 1994, and Declaring an Emergency. (First Reading)
Mr. Kranstuber introduced the resolution, and moved that the three-time reading rule be waived and
that it be treated as an emergency.
Mrs. Stillwell seconded the motion.
Vote on the motion - Mr. Zawaly, yes; Mrs. Boring, yes; Mr. Kranstuber, yes; Mayor Campbell,
yes; Mrs. King, yes; Mrs. Stillwell, yes; Mr. Strip, yes.
Mayor Campbell pointed out that the reason for the emergency action is that the next Council
meeting is not scheduled until February 7, the night before the special election. Council is
considering the resolution tonight to allow for publication of the resolution prior to the election.
Mr. Strip noted that school district representatives are present this evening and may want to
comment about the resolution.
Dr. John Fink Superintendent of Dublin City Schools stated that the school district would be very
pleased to receive the support of the Council. The funds are very much needed by the schools to
continue their work, and he is appreciative of Council's consideration.
Dr. Fink introduced Thalia Johansen, Board of Education President.
Thalia Johansen President of the Board of Education stated that she is joined this evening by Lou
Staffilino, Communications Director; Bill Lavelle, Vice President and School Board City Council
Liaison; and Mrs. Deborah Sullivan, Co-Chair of the Levy Campaign.
Ms. Johansen added that she has enjoyed a good working relationship with the City through the
Child Care Task Force, and is looking forward to serving on the Parks and Recreation Committee.
She noted that she values the relationship established between the Dublin Schools and the City of
Dublin. The Schools are very grateful for City Council's support of the levy campaign - it is
important to the students in the District.
Mrs_Boring thanked all of the School representatives who are in attendance this evening. She
agrees that the new schools cannot be opened without additional funding, but as a citizen, she does
have concerns about the timely and accurate collection of taxes.
Mr. Lavelle responded that Chris Mohr, Treasurer will work to ensure that this occurs. Mr. Mohr
is doing an excellent job.
Mr. Kranstuber stated that he is supportive of the levy for the Dublin Schools which will enable
them to achieve an even higher level of quality education for the students. Good schools are
important to the city in terms of economic development goals. He, too, believes that this marks a
new era of cooperation between the city and the schools. He thanked Mrs. Sullivan and Robert
Dudgeon, Co-Chair as well as the Board of Education for their efforts on the campaign.

Z_ awaly commented that he ran for Council on the basis of building a relationship with the
school system. He has studied all facets of the levy issue, and urges his Ward 3 constituents to
study the issues, and to then vote for the levy on February 8.
Mrs. Stillwell added that she, too, is hopeful of working to strengthen the relationship with the
schools as evidenced in this resolution of support. Strong schools are very important to the Dublin
community.

Mrs.
King urged everyone to vote for the resolution tonight and for the levy on February 8.
Mr, ri commented that while he has no children enrolled in the schools, he reminded everyone
that a city is no better than its school system. To preserve the city, a strong school system is
necessary. He further commented that this meeting is an extraordinary event that he does not recall
4, taking place in all of his years on Council, and signifies the importance Council attaches to the
resolution, to the levy, and to the school district and its leadership under Dr. Fink.
Mr. Campbell agreed that this is an exceptional action being taken this evening. He is pleased that
representatives of the schools are in attendance tonight to indicate their support of Council's action.
The levy election is a very important issue to the City of Dublin, as the schools and city share a
common need for economic development in the community. The health and strength of the school
system is crucial to attracting businesses to the community. It is appropriate for the city to make
a strong, public endorsement of the levy.
Vote on the Resolution -Mrs. Stillwell, yes; Mr. Strip, yes; Mrs. King, yes; Mr. Campbell, yes;
Mrs. Boring, yes; Mr. Kranstuber, yes; Mr. Zawaly, yes.
The meeting was adjourned at 7:00 p.m.
