A special meeting of the Dublin City Council was called to order by Mayor Tan Rozanski
at 7:00 p.m. on Monday, December 14, 1992 and Mr. Strip led the Pledge of Allegiance.
Members of Council present for roll call were: Mr. Sutphen, Mayor Rozanski, Mr.
Amorose, Mr. Campbell, and Mr. Strip. Mrs. King arrived at 7:05 p. m. Mr. Kranstuber
was absent.
Mr. Hansley, City Manager, Ms. Grigsby, Finance Director, and Mr. Harding, Director
of Personnel and Purchasing were also present.
Legislation
Ordinance 130-92 - An Ordinance Authorizing the Purchase of Income Tax Forms in
an Amount Exceeding $10,000, Without Formal Competitive Bidding, and Declaring
an Emergency. (First Reading)
Mr. Amorose introduced the ordinance.
Mr. Harding stated that staff has requested this special meeting to approve the purchase of
income tax forms for mailing the first week of January, 1993. Due to timing constraints,
staff would like Council to waive the formal advertising and competitive bidding procedures
for these forms, the cost of which will exceed $10,000. At Mr. Amorose's request, Mr.
Thurman, Income Tax Administrator, has obtained some competitive quotations; the
recommended vendor's price is not the lowest bid.
Mr. Thurman emphasized that it is critical to obtain the forms in the time frames described
by Mr. Harding. He is recommending Buckeye Printing as a vendor because of their
reliability and quality of past work for the City. There is a volume discount which the City
can obtain by ordering the entire year's supply at one time. Because of the large number
of forms, the purchase price will exceed $10,0000 and thus will require Council's waiving
of the bidding process.
Mr. Amorose moved to waive the three-time reading rule and pass as emergency legislation.
Mr. Sutphen seconded the motion.

Amorose, yes; Mr. Campbell, yes; Mr. Strip, yes.
Vote on the Ordinance - Mr. Amorose, yes; Mr. Campbell, yes; Mr. Strip, yes; Mayor
Rozanski, yes; Mr. Sutphen, yes; Mrs. King, yes.
Other
Mayor Rozanski noted that a proposed schedule of Council meeting dates for 1993 was
included in packets. He asked members to review this schedule for discussion at the
December 21 Council meeting.
There being no further business, Mayor Rozanski announced that the meeting is adjourned.
The meeting was adjourned at 7:10 p.m.
