FORM NO. 10148 Held November 24, 1997 19 I Mayor Kranstuber called the Special Meeting of Dublin City Council to order at 6:30 p.m. Council Members present were: Mayor Kranstuber, Vice Mayor Stillwell, Mr. Campbell, Ms. Hide Pittaluga, Mr. McCash, Mr. Reiner, and Mrs. Boring. Staff members present were: Mr. Hansley, Mr. Smith and Ms. Grigsby. Mayor Kranstuber stated that the purpose of this special meeting is to consider Ordinance 154- 97 calling for a special election in the City on February 3, 1998 for the referendum issue. Introduction & Fir t Reading. Ordinance 154-97 - An Ordinance Calling for a Special Election in the City of Dublin on February 3, 1998 Pursuant to the Referendum Petition Filed by the Electors. Mayor Kranstuber introduced the ordinance. Mr. Smith stated that staff is requesting that Council dispense with the public hearing of this ordinance so that he can present the ordinance to the Board of Elections tomorrow. He noted that an issue has been raised by the County Prosecutor regarding the 75 day time period specified in the Ohio Revised Code relating to setting of election dates. Dublin's Charter provision, however, allows Council to set a special election at any time, and he is of the opinion that the home rule takes precedence over the state law on this matter. Mr. Campbell suggested adding a clause to the ordinance to allow for a special election at the earliest date that the Board will allow, in the event that they will not agree to the February 3 date. Brief discussion followed. . Smith recommended that the ordinance be approved as it is presently drafted. ayor Kranstuber moved to dispense with the second reading. . Campbell seconded the motion.
