Re: Resolution 42-26 – Accepting the Lowest and Best Bid for the Annual
Stormwater Management Basin Maintenance Program 2026 Project, 25-024-CIP
Background
The Annual Stormwater Management Basin Maintenance Program (Program), as defined in the
2026-2030 Capital Improvements Program (CIP), provides for the maintenance of City of Dublin
(City)-owned and maintained stormwater management basins, as identified in the Stormwater
Master Plan. Maintenance activities include basin dredging and other necessary repairs to ensure
continued functionality of the stormwater management system. Project locations are determined
based on stormwater management basin inspections. These improvements preserve basin storage
capacity, maintain effective stormwater control, and reduce the risk of localized flooding. The
Program also supports the City’s compliance with National Pollutant Discharge Elimination System
(NPDES) Phase II requirements by ensuring the stormwater management system remains in
proper working condition and continues to support overall water quality objectives.
The Annual Stormwater Management Basin Maintenance Program 2026 Project (Project) was
identified as part of the Program and includes improvements to two (2) dry detention basins at the
following locations and as shown on the Location Maps at the end of this memo:
• City reserve area in the Riverside Woods neighborhood
• 4410 May Apple Court within the City drainage easement in the Woodlands neighborhood
The Project includes regrading, installation of storm sewer, placement of rock with underdrain,
installation of an outlet control structure, and construction of a berm and emergency spillway to
improve basin functionality and performance.
Summary
On September 11, 2026, one (1) bid was received and publicly opened for the Project. The 2026
budgeted funds for this Project in the 2026-2030 Capital Improvements Program (CIP) are
$500,000 from account SW26M02, Annual Stormwater Management Basin Maintenance Program.
The engineer’s estimate for this Project is $465,960.
V3 Construction Group, Ltd submitted the lowest and best bid of $558,670.00, which is 19.9%
above the engineer’s estimate. Staff has reviewed all bids, and a summary of the bids received is

Engineer’s Estimate
V3 Construction Group, Ltd $558,670.00 +19.9% Yes
Upon review of the bid, staff determined that the unit prices for mobilization and excavation
(hauled offsite) were significantly higher than estimated. Staff believes these increases are largely
attributable to rising fuel costs and the resulting impacts on equipment operation. In addition, the
unit prices for the outlet control structures were notably higher than anticipated due to the
specialized nature of these structures and the complexity of the installation. Based on these
market conditions and project specific factors, staff believes the submitted bid accurately reflects
current construction costs and does not anticipate that re-bidding the Project would result in more
favorable pricing.
Staff anticipates being able to cover the additional Project cost using unencumbered funds from
the Capital Improvements Tax Fund. The Project is expected to commence upon this bid
acceptance and subsequent contract execution, and is scheduled to be completed by May 2027.
The typical and customary communication methods will be used to convey construction
information with the residents and impacted property owners throughout the duration of this
Project. The City will assign a designated Engineering Project Inspector to the Project to provide
coordination, answer questions, and manage access needs for adjacent residences throughout
construction.
Recommendation
Staff has thoroughly reviewed the bid submitted by V3 Construction Group, Ltd. Previous
experience with V3 Construction Group, Ltd has been favorable, including the recent Park Place
Stormwater Basin Improvements Project and Waterways Maintenance Program 2025 Project. Staff
is confident V3 Construction Group, Ltd has the capacity, capability and experience to perform well
on this Project.
Staff recommends Council approve this Resolution accepting as lowest and best the bid of V3
Construction Group, Ltd in the amount of $558,670.00 and authorizing the City Manager to enter
into a contract with V3 Construction Group, Ltd for this Project.
