Re: Resolution 36-26 – Accepting the Lowest and Best Bid for the 2026 Hyland Glen
Park Construction Project
Summary
On Monday, August 10, 2026, three bids were opened for the Hyland Glen Park construction
project. The project includes the construction of an asphalt shared use path, concrete walks,
pavers, stacked and mortared stone walls, landscape beds, and tree plantings.
The work included in this contract represents the next phase of the City’s broader investment in
Hyland Glen Park. Prior to bidding the park improvements, the City completed restoration and
preservation work on the historic barn and granary located on the site at the corner of Hyland-
Croy Road and Post Road. This work was completed as an early phase of the overall park project
to preserve the historically significant structures and enhance their appearance as prominent
features within the park.
Improvements to the barn and granary included replacing deteriorated wood and siding, repairing
and replacing the roof, painting the exterior, installing new gutters and drainage improvements,
and other repairs intended to support the long-term preservation of the structures. The restoration
of the barn and granary is now complete. These improvements are separate from, and not
included in, the construction contract being considered under Resolution 36-26.
The restored structures will remain prominent features in Hyland Glen Park, preserving elements of
the site’s agricultural heritage and serving as visual focal points at the neighborhood gateway park.
With this restoration work complete, the improvements included in the current contract will
advance construction of the surrounding park amenities.
Staff reviewed the bids received and determined that the lowest and best bid was submitted by
Builderscape Inc. in the amount of $598,813. This bid is $285,702.88, or approximately 32.3%,
below the engineer’s estimate of $884,515.88 for the project. The total budgeted amount for this
phase of the project is $995,000.
