ACCEPTING THE LOWEST AND BEST BID FOR THE
CONCRETE SEALING MAINTENANCE 2026 PROJECT
(26-009-CIP)
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter
37 of the Dublin Code, for the Concrete Sealing Maintenance 2026 Project, 26-
009-CIP; and
WHEREAS, Council has determined that the bid submitted by Martin Painting &
Coating Co. on June 17, 2026, constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, 7 ____ of the elected members concurring, that:
Section 1. The bid submitted by Martin Painting & Coating Co. in the total
amount of $105,629.00 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into a contract with
Martin Painting & Coating Co. for the performance and completion of the
Concrete Sealing Maintenance 2026 Project, 26-009-CIP, pursuant to the
Advertisement, Proposal and Contract Documents for said Project on file in the
office of the City Engineer.
Section 3. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to implement
this Resolution and complete the work for this Project.
Section 4. This Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised Dublin Charter.

Re: Resolution 31-26 – Accepting the Lowest and Best Bid for the Concrete
Sealing Maintenance 2026 Project, 26-009-CIP
Summary
On June 17, 2026, three (3) bids were received and publicly opened for the Concrete Sealing
Maintenance 2026 Project, 26-009-CIP (Project). The Project provides for the sealing of four
concrete pedestrian tunnels under Muirfield Drive using an epoxy urethane sealer. The Project will
also include concrete spot repairs and tunnel joint repairs. The four tunnels include Muirfield Drive
south of Tarton Drive (northbound and southbound) and Muirfield Drive south of Whittingham
Drive (northbound and southbound). A Location Map showing the four tunnel locations is attached
to this memo for reference. Additional concrete sealing work is being performed this year in
conjunction with the Annual Pedestrian Tunnel Maintenance program projects that are presently
under construction.
The 2026 budgeted funds for this Project in the 2026-2030 Capital Improvements Program (CIP)
are $300,000 from account BC26M06, Concrete Sealing Maintenance. The engineer’s estimate for
this Project is $115,000.
Martin Painting & Coating Co. submitted the lowest and best bid of $105,629.00, which is 8.1%
below the engineer’s estimate. Staff has reviewed all bids, and a summary of the bids received is
listed below.

The work for this Project is expected to commence in August and be complete in October.
The typical and customary communication methods will be used to convey construction
information with the residents and impacted property owners throughout the duration of this work.
The City will have a designated Engineering Project Inspector assigned to the work for this Project
who will provide coordination, be available to answer questions and manage access needs at
adjacent residences throughout the performance of the work.

The four Muirfield Drive pedestrian tunnels will be sealed using Federal Color 27769 (Parchment).
This seal color for interior pedestrian tunnel walls was standardized in August 2017. For reference,
Figures 1 and 2 show the existing color and condition at the Muirfield Drive tunnels. Figure 3
shows the Dublin Road Pedestrian Tunnel south of River Forest Road, which was recently sealed
using an epoxy urethane sealer with Federal Color 27769 (Parchment).

Recommendation
Staff has thoroughly reviewed the bid submitted by Martin Painting & Coating Co. Previous
experience with Martin Painting & Coating Co. has been favorable, including the 2025 Street Light
Poles and Bridge Rails Painting, the 2023 Concrete Sealing Maintenance, and the 2022 Guardrail
Replacement & Maintenance. Staff is confident Martin Painting & Coating Co. has the capacity,
capability and experience to perform well on this Project.
Staff recommends Council approve this Resolution accepting as lowest and best the bid of Martin
Painting & Coating Co. in the amount of $105,629.00 and authorizing the City Manager to enter
into a contract with Martin Painting & Coating Co. for this Project.
