ACCEPTING THE LOWEST AND BEST BID FOR THE
COFFMAN PARK STONE WALLS PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter, for the Coffman
Park Stone Walls Project
WHEREAS, Council has determined the base bid in the amount of
$624,000.00 submitted by Quality Masonry Company, Inc. to be the lowest and
best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, 71__ of the elected members concurring, that:
Section 1. The base bid in the amount of $624,000.00 submitted by Quality
Masonry Company, Inc. is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into contracts
with Quality Masonry Company, Inc. for the performance and completion of
the Coffman Park Stone Walls Project pursuant to the Advertisement, Proposal
and Contract Documents for said Project on file in the Department of Parks and
Recreation.
Section 3. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to
implement this Resolution and complete the work for this Project.
Section 4. This Resolution shall take effect and be in force upon passage in
accordance with Section 4.04(a) of the Revised Charter.

Stone Walls Project
Summary
The Coffman Park Safety Infrastructure Improvements is a coordinated initiative intended to
replace the temporary concrete barrier wall system installed annually for the Dublin Irish Festival
with permanent infrastructure that enhances public safety, supports event operations, and
improves the overall character of the park frontage along Emerald Parkway.
The project is being planned and delivered as a unified strategy but implemented through three
separate components:
1. Permanent Stone Walls – construction of reinforced limestone-clad safety walls along
Emerald Parkway.
2. Trees and Boulders Installation – strategically placed landscape and natural barrier
elements between wall segments to strengthen the overall protective perimeter.
3. Park Entry Improvements – future enhancements to the primary Coffman Park entrance
intended to improve site definition, operational flexibility, and address ongoing parking
concerns.
This resolution pertains only to the Stone Walls Contract. The tree plantings and boulder
installations are being procured separately and will be completed in advance of the 2026 Dublin
Irish Festival. Construction of the permanent stone walls is anticipated to begin following the
festival based on contractor availability. As a result, the 2026 festival will utilize a combination of
newly installed permanent improvements and temporary concrete barriers to maintain the required
level of vehicular protection. The temporary concrete barriers will be reduced where feasible but
will remain necessary until the permanent stone wall system is completed.
On June 3, 2026, one (1) bid was received and opened for the Coffman Park Stone Walls Contract.
The project includes furnishing all labor, materials, and equipment necessary to construct
approximately 740 linear feet of steel-reinforced walls in four sections along Emerald Parkway. The
walls will be clad in “Dublin Style” limestone and include the installation of vertical capstones.
As part of the project, the existing wall at the corner of Emerald Parkway and Perimeter Drive will
be reconstructed to meet current traffic-rated standards and provide enhanced screening of
adjacent utility infrastructure. The project also includes bid alternates with unit pricing to allow
staff to adjust wall lengths as needed based on field conditions while maintaining appropriate

spacing and safety performance. The four wall segments will extend from the intersection of
Emerald Parkway and Perimeter Drive north to the intersection of Emerald Parkway and Post Road.
Staff reviewed the bid and determined that the lowest and best bid was submitted by Quality
Masonry Company, Inc. in the amount of $624,000.00, approximately 11 percent below the
engineer's estimate of $700,000.00.

The trees and boulders installation will be implemented as a complementary component of the
overall safety strategy. These improvements will be located at intermittent areas between the wall
segments along Emerald Parkway and are designed to function cohesively with the permanent
walls to provide passive vehicle mitigation, reinforce the protective perimeter, and enhance the
visual character of the corridor. This work is scheduled for completion prior to this year's Dublin
Irish Festival.
Staff is also advancing concepts for future improvements to the primary Coffman Park entrance
along Emerald Parkway. These concepts are intended to strengthen the park access, improve site
definition, and address illegal parking concerns during non-event conditions while maintaining
operational flexibility for major events. Implementation is anticipated to align with the planned
repaving of Emerald Parkway following the 2026 Dublin Irish Festival.
The total estimated cost for all three components of the Coffman Park Safety Infrastructure
Improvements remains within the approved 2026 Capital Improvement Program budget of
$909,400. Based on the bid results and current cost projections, staff anticipates completing the
overall project within the approved funding allocation.
Recommendation
Quality Masonry Company, Inc. has successfully completed similar projects for the City and has
demonstrated a high level of craftsmanship and reliability, particularly in the construction of
"Dublin Style" limestone walls. Based on the firm's experience and past performance, staff is
confident in the contractor's ability to complete the project in accordance with the project
specifications and the City's quality standards.
Staff recommends adoption of Resolution 29-26, accepting the lowest and best bid submitted by
Quality Masonry Company, Inc. in the amount of $624,000.00 for construction of the Coffman Park
Stone Walls Project.
