OHIO Form 6301 Resolution No. 27-26 Passed. ’ ACCEPTING THE LOWEST AND BEST BID FOR THE MOBILITY INFRASTRUCTURE IMPROVEMENTS PROGRAM, AVERY ROAD SHARED USE PATH, CRAMERS CROSSING TO WOERNER TEMPLE PROJECT (24-018- CIP) WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter 37 of the Dublin Code, for the Mobility Infrastructure Improvements Program: Avery Road Shared Use Path: Cramers Crossing to Woerner Temple Project, 24- 018-CIP; and WHEREAS, Council has determined that the bid submitted by CAP-STONE & Associates, Inc. on May 7, 2026, constitutes the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, (» _ of the elected members concurring, that: Section 1. The bid submitted by CAP-STONE & Associates, Inc. in the total | amount of $282,391.25 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into a contract with CAP-STONE & Associates, Inc. for the performance and completion of the Mobility Infrastructure Improvements Program: Avery Road Shared Use Path: Cramers Crossing to Woerner Temple Project, 24-018-CIP pursuant to the Advertisement, Proposal and Contract Documents for said Project on file in the office of the City Engineer. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the work for this Project. Section 4. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Dublin Charter. Passed this 8" day of June, 2026. Groves, P.E., Civil Engineer II Re: Resolution 27-26 – Accepting the Lowest and Best Bid for the Mobility Infrastructure Improvements Program: Avery Road Shared Use Path: Cramers Crossing to Woerner Temple Project, 24-018-CIP Summary On May 7, 2026, four (4) bids were received and publicly opened for the Mobility Infrastructure Improvements Program: Avery Road Shared Use Path: Cramers Crossing to Woerner Temple Project, 24-018-CIP (Project). This Project provides for approximately 1,300 feet of shared use path along the west side of Avery Road from Cramers Crossing Drive to the existing path at 5745 Avery Road, approximately 460 feet south of Woerner Temple Road, including associated American with Disabilities Act (ADA) compliant ramps, drainage improvements, and lighting for the crossing of Corporate Center Drive. A Location Map showing the Project area, including existing path connections, is attached to this memo for reference. This Project, as defined and funded in the 2026-2030 Capital Improvements Program (CIP), is part of the Mobility Infrastructure Improvements Program (MIIP). The MIIP plans and implements mobility connections throughout the City. These improvements are reviewed, scored, and prioritized by a staff-led committee. This Project, within the MIIP, provides a vital safety connection to the shared use path network along Avery Road, filling in one of the last shared use path gaps along Avery Road. The 2026 budgeted funds for this Project in the 2026-2030 CIP are $350,000 from account MB23C03, Mobility Infrastructure Improvements Program. The engineer’s estimate for this Project is $335,000. CAP-STONE & Associates, Inc. submitted the lowest and best bid of $282,391.25, which is 15.7% below the engineer’s estimate. The typical and customary communication methods will be used to convey construction information with the residents and impacted property owners throughout the duration of this work. The City will have a designated Engineering Project Inspector assigned to the work for this Project who will provide coordination, be available to answer questions and manage access needs at adjacent residences throughout the performance of the work. Recommendation Staff has thoroughly reviewed the bid submitted by CAP-STONE & Associates, Inc. While CAP- STONE & Associates, Inc. has not previously performed work for the City of Dublin as the prime contractor, they have performed work as a subcontractor on the Park Place Stormwater Basin Improvements Project (25-023-CIP). Regardless, staff made inquiries to references provided by the contractor. Feedback on the quality of work performed by CAP-STONE & Associates, Inc. was positive, and the responding reference recommended working with this contractor. Staff feels confident that CAP-STONE & Associates, Inc., has the capability and experience to perform well on this Project. Staff recommends Council approve this Resolution 27-26 accepting as lowest and best the bid of CAP-STONE & Associates, Inc. in the amount of $282,391.25 and authorizing the City Manager to enter into a contract with CAP-STONE & Associates, Inc. for this Project.
