ACCEPTING THE LOWEST AND BEST BID FOR THE SHIER RINGS ROAD, EITERMAN TO COSGRAY SHARED USE PATH PROJECT (23-008-CIP) WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter 37 of the Dublin Code, for the Shier Rings Road: Eiterman to Cosgray Shared Use Path Project, 23-008-CIP; and WHEREAS, Council has determined that the bid submitted by J & J Schlaegel, Inc. on May 7, 2026, constitutes the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, ]__ of the elected members concurring, that: Section 1. The bid submitted by ] & J Schlaegel, Inc. in the total amount of $467,884.53 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into a contract with J &J Schlaegel, Inc. for the performance and completion of the Shier Rings Road: Eiterman Road to Cosgray Road Shared Use Path Project, 23-008-CIP pursuant to the Advertisement, Proposal and Contract Documents for said Project on file in the office of the City Engineer. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the work for this Project. Section 4. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Dublin Charter. Groves, P.E., Civil Engineer II Re: Resolution 25-26 – Accepting the Lowest and Best Bid for the Shier Rings Road: Eiterman to Cosgray Shared Use Path Project, 23-008-CIP Summary On May 7, 2026, five (5) bids were received and publicly opened for the Shier Rings Road: Eiterman to Cosgray Shared Use Path Project, 23-008-CIP (Project). The Project includes the construction of a shared use path along the south side of Shier Rings Road, drainage improvements to accommodate the shared use path, and reconstruction of driveway aprons. The east limit of the Project connects to the existing shared use path east of Shier Lane and the west limit connects to existing shared use path east of Lockroy Drive constructed as part of the Ayrshire Farms residential development located at the southeast corner of the intersection of Shier Rings Road and Cosgray Road. The City of Dublin (City) and Washington Township (Township) are working cooperatively on this Project. Due to the collaborative nature of this Project, the City and Township entered into an Intergovernmental Agreement (Agreement) in 2024, as approved by Council Resolution 67-24. This Agreement outlines responsibilities and proportion of funding for the design, acquisition, construction, and maintenance of the shared use path for the Project. In 2025, the Township, in coordination with the City, submitted the Project for LinkUS funding and the Project was approved for $544,300 in 2026 grant funding from LinkUS. This grant funding will be applied and distributed in accordance with the Agreement, and the funds will be dispersed retroactively. The City, per the Agreement, is responsible for 30% of the costs associated with the construction of this Project. City staff is working with Township representatives to submit necessary documentation, including invoices and/or purchase agreements. Design was substantially complete for this Project in 2025, acquisitions completed in 2026 and extensive coordination with the Township and the affected residents has occurred. The 2026 budgeted funds for this Project in the 2026-2030 Capital Improvements Program (CIP) are $460,000 from account MB23C07, Shier Rings Road: Eiterman to Cosgray Shared-Use Path. The engineer’s estimate for this Project is $486,000. J & J Schlaegel, Inc. submitted the lowest and best bid of $467,884.53, which is 3.7% below the engineer’s estimate, and $7,884.53 more than the budgeted funds for construction. Engineering has consulted with Finance, and staff anticipates being able to cover the additional Project costs using other unencumbered budgeted funds in the CIP before the Project costs are reimbursed through LinkUS funding. Staff has reviewed all bids, and a summary of the bids received is listed below. The typical and customary communication methods will be used to convey construction information with the residents and impacted property owners throughout the duration of this work. The City will have a designated Engineering Project Inspector assigned to the work for this Project who will provide coordination, be available to answer questions and manage access needs at adjacent residences throughout the performance of the work. Recommendation Staff has thoroughly reviewed the bid submitted by J & J Schlaegel, Inc. J & J Schlaegel, Inc. has not previously performed work for the City of Dublin, and staff made inquiries to references provided by the contractor. This reference check was performed in March of this year as part of the bid acceptance for the Avery Road Sidewalk Connections project, for which J & J Schlaegel, Inc. was also the lowest and best bidder. Feedback on J & J Schlaegel, Inc.’s quality of work was positive, and each responding reference recommending to work with this contractor. Staff is confident J & J Schlaegel, Inc. has the capability and experience to perform well on this project. Staff recommends Council approve Resolution 25-26 accepting as lowest and best the bid of J & J Schlaegel, Inc. in the amount of $467,884.53 and authorizing the City Manager to enter into a contract with J & J Schlaegel, Inc. for this Project.
