ACCEPTING THE LOWEST AND BEST BID FOR THE STREET LIGHT & TRAFFIC CONTROL UTILITY PAINTING PROJECT (26-015-CIP)
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter 37
of the Dublin Code, for the 2026 Street Light & Traffic Control Utility Painting
Project, (26-015-CIP); and
WHEREAS, Council has determined that the bid submitted by Public Works Painting
on April 22, 2026 constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State
of Ohio, "7? _ of the elected members concurring, that:
Section 1. The bid submitted by Public Works Painting in the total amount of
| $109,044.04 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into a contract with
Public Works Painting for the performance and completion of the 2026 Street Light
& Traffic Control Utility Painting Project, (26-015-CIP) pursuant to the
Advertisement, Proposal and Contract Documents for said work on file in the office
of the City Engineer.
Section 3. This Council further hereby authorizes and directs the City Manager,
the Director of Law, the Director of Finance, the Clerk of Council, or appropriate
officers of the City to prepare and sign all other agreements and instruments and
to take any other actions as may be necessary to implement this Resolution and
complete the work for this Project.
Section 4. This Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised Dublin Charter.

Background
On April 22, 2026, three (3) bids were received and publicly opened for the 2026 Street Light & Traffic
Control Utility Painting Project, (26-015-CIP). The scope of work for this project provides the painting
of various types of street light poles as well as lighting and traffic control cabinets at various locations
throughout the city. Please see the included exhibit for general work locations. For Council’s reference,
a copy of the scope of services for this project can be provided upon request.
The budgeted funds for this Project in the 2026-2030 Capital Improvements Program (CIP) total
$200,000. All three bids came in below the engineer’s estimate as well as the budgeted funds for this
project. The engineer’s estimate for this project was $175,000.
Public Works Painting submitted the lowest bid of $109,044.04, which is 37.7% below the engineer’s
estimate and $65,955.96 less than the budgeted funds. Staff has reviewed all bids, and a summary of
the bids received is listed below.

The work for this Project is expected to commence in May 2026 and be completed by October 2026.
Staff has coordinated with Parks and Events staff to verify that the work will not interfere with major
City events or holidays throughout the year.
The typical and customary communication methods will be used to convey construction information to
residents and any impacted property owners throughout the duration of this work. The City will have a
designated inspector assigned to the work for this Project who will provide coordination, be available
to answer any questions, and manage access needs throughout the performance of the work.
Recommendation
Staff have thoroughly reviewed the bid submitted by Public Works Painting. Given that Public Works
Painting has not previously performed work for the City of Dublin, Staff made inquiries to references
provided by the contractor and received favorable feedback including the City of Upper Arlington. Staff
is confident that Public Works Painting has the capability and experience to perform well on this project.

Staff recommend City Council approve Resolution 24-26 accepting as lowest and best the bid of Public
Works Painting in the amount of $109,044.04 and authorizing the City Manager to enter into a contract
with Public Works Painting for this Project.
