WAIVING COMPETITIVE BIDDING REQUIREMENTS PURSUANT TO SECTION 8.04 (“CONTRACTING PROCEDURES”), PARAGRAPH (C) (“WAIVER OF COMPETITIVE BIDDING”), OF THE REVISED CHARTER FOR THE PURCHASE OF BEER FOR THE 2026 DUBLIN IRISH FESTIVAL
WHEREAS, Section 8.04(c) of the Revised Dublin Charter authorizes Council, by a
vote in favor of no less than five (5) members, to waive competitive bidding
requirements if Council determines that it is in the best interest of the City to do so;
and
WHEREAS, Coors Light has served as sponsor for the Dublin Irish Festival for over 29
years, and Guinness Irish Stout returns as a sponsor for the ninth year, both
contributing a substantial amount of financial and promotional support to the Festival;
and
WHEREAS, Superior Beverage Group of Columbus is the sole distributor for the
sponsored products; and
WHEREAS, it is in the City’s best interest to waive competitive bidding requirements
and to designate the Superior Beverage Group as the provider of beer at the 2026
Dublin Irish Festival due to the financial and marketing benefits this sponsorship
provides to the Festival and the City.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of
Ohio, ] of the elected members concurring, that:
Section 1. Superior Beverage Group of Columbus is hereby designated as the provider
for beer products for the 2026 Dublin Irish Festival.
Section 2. Competitive bidding requirements are hereby waived for these purchases,
as it has been determined to be in the City’s best interest to do so.
Section 3. This Resolution shall take effect upon passage in accordance with Section
4.04(a) of the Revised Charter.

Purchase of Beer for 2026 Dublin Irish Festival
Background
Attached for your consideration is Resolution 21-26, waiving competitive bidding requirements for
the procurement of beer for the Dublin Irish Festival. Section 8.04 (c) of the Revised Charter
authorizes Council, by a vote in favor of no less than five (5) members, to waive the competitive
bidding requirement if it determines that such waiver is in the best interest of the City.
Summary
This year, the beer sponsors of the Dublin Irish Festival are Guinness and Coors Light. Both of
their parent companies, Diageo and Molson Coors Beverage Company will pay a sponsorship fee to
the City of Dublin. Their total sponsorship for each of the past few years has remained consistent
at $45,000. In that same time beer as a total percentage of the alcohol sales has been decreasing
compared to other alcohol products. The chart below shows the overall kegs used per year and the
total beverage sale trend.
The following beer products will be sold at the Festival: Guinness, Guinness NA, Coors Light,
Coors, Leinenkugel Summer Shandy, Harp, Smithwick’s and Blue Moon. Superior Beverage Group
of Columbus is the sole distributor for these Diageo and Molson Coors products in Central Ohio.
The estimated cost of purchasing beer for the 2026 Festival is $135,000. Council authorized
appropriate funding for this purchase in the 2026 operating budget.
Recommendation
Staff recommends approval of Resolution 21-26, waiving competitive bidding for the purchase of
beer for the 2026 Dublin Irish Festival.
