HomeMy WebLinkAboutResolution 17-26RECORD OF RESOLUTIONS BARRETT BROTHERS - DAYTON, OHIO Form 6301 Resolution No.17-26 Passed ACCEPTING THE LOWEST AND BEST BID FOR THE NORTHERN HISTORIC DUBLIN INFRASTRUCTURE IMPROVEMENTS PROJECT (RIVERVIEW VILLAGE), (25- 029-CIP) WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter 37 of the Dublin Code, for the Northern Historic Dublin Infrastructure Improvements Project (Riverview Village), (25-029-CIP); and WHEREAS, Council has determined that the bid submitted by Complete General Construction Company, Inc. on March 25, 2026, constitutes the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, ]__ of the elected members concurring, that: Section 1. The bid submitted by Complete General Construction Company, Inc. in the total amount of $9,802,387.56 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into a contract with J & J Schlaegel, Inc. for the performance and completion of the Northern Historic Dublin Infrastructure Improvements Project (Riverview Village), (25-029-CIP), pursuant to the Advertisement, Proposal and Contract Documents for said Project on file in the office of the City Engineer. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the work for this Project. Section 4. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Dublin Charter. Passed this 13" day of April, 2026. Gable, P.E., Director – Capital Projects Re: Resolution 17-26 – Accepting the Lowest and Best Bid for the Northern Historic Dublin Infrastructure Improvements (Riverview Village) Project (25-029-CIP) Summary On March 25, 2025, three (3) bids were received and publicly opened for the Northern Historic Dublin Infrastructure Improvements (Riverview Village) Project, 25-029-CIP (Project). This Project includes approximately 2,100 feet of road reconstruction and adds pedestrian facilities. The work includes installing asphalt pavement, on-street parking, brick sidewalks and crosswalks, granite curbs, curb ramps, storm sewer improvements, street lighting and landscaping. The project area is shown on the Location Map at the end of this memo. The 2026 budgeted funds for this Project in the 2026-2030 Capital Improvements Program (CIP), are $9,700,000 from finance project number ST24C02, Northern Historic Dublin Area Infrastructure Improvements (Riverview Village). The engineer’s estimate for this Project is $8,600,000. Complete General Construction submitted the lowest and best bid in the amount of $9,802,387.56, which is approximately 14% higher than the engineer’s estimate. An internal review of the bid items indicates that the increase is likely attributable to several factors, including the project site’s proximity to bedrock, the relatively constrained project area and workspace, the use of high-quality aesthetic materials and finishes, and ongoing uncertainty in fuel costs. Given the close alignment among the bids received, staff believes the submitted pricing reflects current market conditions and the true cost of construction. Based on these factors, it is not anticipated that re-bidding the project would yield significantly lower pricing and impact the Project’s timeline considerably. Additionally, there is a risk that some or all of the current bidders may elect not to participate in re-bidding of the Project, which could further reduce competition and potentially result in higher costs. Each project will interface differently based on construction timing and the contractor’s sequencing of work. Accordingly, the Contractor will be required to maintain daily communication with the City to ensure that any changes to planned activities are promptly conveyed, using the best available information, to all contractors and stakeholders with a vested interest in the project. The typical and customary communication methods will be used to convey construction information to adjacent property owners, residents and motorists throughout the duration of this work. The contractor will provide notification to the City a minimum of 14 (fourteen) calendar days prior to the work being performed. Portable changeable message signs will be used to notify the public of the upcoming work and any associated lane or road closures. The City has a Consultant (Quality Control performing the construction administration and inspection of the Project who will work closely with the City in coordinating and communicating the work on the Project. This Consultant will be available to answer questions, manage access, and monitor the maintenance of traffic operations throughout the Project duration. Recommendation Staff has thoroughly reviewed the bid submitted by Complete General Construction Company. Previous experience with Complete General Construction Company has been favorable including their work on the Hyland Croy Road Improvements Project (22-029-CIP), Muirfield Drive at Sells Mill Drive Pedestrian Crossing Improvements (22-021-CIP) and Franklin Street Extension Project (21- 012-CIP). Staff recommends Council approve Resolution 17-26 accepting as lowest and best the bid of Complete General Construction Company in the amount of $9,802,387.56 and authorizing the City Manager to enter into a contract with Complete General Construction for this Project.
