HomeMy WebLinkAboutResolution 16-26RECORD OF RESOLUTIONS BARRETT BROTHERS - DAYTON, OHIO Form 6301 Resolution No.16-26 Passed ; ACCEPTING THE LOWEST AND BEST BID FOR THE AVERY ROAD SIDEWALK CONNECTIONS PROJECT (24-017-CIP) WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter 37 of the Dublin Code, for the Avery Road Sidewalk Connections Project, 24-017-CIP; and WHEREAS, Council has determined that the bid submitted by J & J Schlaegel, Inc. on March 26, 2026, constitutes the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, “T__ of the elected members concurring, that: Section 1. The bid submitted by J & J Schlaegel, Inc. in the total amount of $256,264.97 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into a contract with J & J Schlaegel, Inc. for the performance and completion of the Avery Road Sidewalk Connections Project, 24-017-CIP pursuant to the Advertisement, Proposal and Contract Documents for said Project on file in the office of the City Engineer. | Section 3. This Council further hereby authorizes and directs the City | Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the work for this Project. Section 4. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Dublin Charter. Miller, P.E., Senior Civil Engineer Re: Resolution 16-26 – Accepting the Lowest and Best Bid for the Avery Road Sidewalk Connections Project, 24-017-CIP Summary On March 26, 2026, five (5) bids were received and publicly opened for the Avery Road Sidewalk Connections Project, 24-017-CIP (Project). The Project provides for approximately 1,000 feet of sidewalk in two separate locations along the east side of Avery Road. The first section will extend approximately 600 feet from Tara Hill Drive to the existing sidewalk near 7136 Avery Road. The second section will extend approximately 400 feet from the existing path south of 7400 Avery Road to the existing sidewalk across from the Avery Park south drive access. The Project also includes associated American with Disabilities Act (ADA) compliant ramps and drainage improvements. Additionally, sanitary sewer will be extended to complete Utility Extension Area 14B. A Location Map showing the construction area for this Project is attached to this memo for reference. This Project, as defined in the 2026-2030 Capital Improvements Program (CIP), includes Phases 2 and 3 of the overall Avery Road Sidewalk Connections program. Phase 1 of this program constructed a shared use path in 2021 between Hyland Drive and Tara Hill Drive. This Project will provide a vital safety connection to nearby schools and complete the sidewalk connections along the east side of Avery Road improving the overall area’s pedestrian connectivity. The properties at 7050, 7070, 7100, and 7136 Avery Road (Area 14) were previously identified in the Public Water and Sanitary Sewer Extension Policy as an area in need of sanitary sewer service. Construction of the sanitary sewer to 7100 and 7136 Avery Road, (noted as Area 14A), was completed in 2017. This current sanitary sewer extension, (noted as Area 14B), provides the final upstream extension needed to complete utility extensions to the overall Area 14. The City initiated design for the sanitary sewer construction in conjunction with the Avery Road Sidewalk Connections project as the required construction limits largely overlapped. The 2026 budgeted funds for this Project in the 2026-2030 Capital Improvements Program (CIP) are $270,000 from account MB23C01, Avery Road Sidewalk Connections - Hyland Drive to Avery Park South Lot. The engineer’s estimate for this Project is $260,000. J & J Schlaegel, Inc. submitted the lowest and best bid of $256,264.97, which is 1.4% below the engineer’s estimate. Staff has reviewed all bids, and a summary of the bids received is listed below. The typical and customary communication methods will be used to convey construction information with the residents and impacted property owners throughout the duration of this work. The City will have a designated Engineering Project Inspector assigned to the work for this Project who will provide coordination, be available to answer questions and manage access needs at adjacent residences throughout the performance of the work. Recommendation Staff has thoroughly reviewed the bid submitted by J & J Schlaegel, Inc. J & J Schlaegel, Inc. has not previously performed work for the City of Dublin, and staff made inquiries to references provided by the contractor. Feedback on J & J Schlaegel, Inc.’s quality of work was positive, and each responding reference recommended working with this contractor. Staff feels confident that J & J Schlaegel, Inc. has the capability and experience to perform well on this project. Staff recommends Council approve Resolution 16-26 accepting as lowest and best the bid of J & J Schlaegel, Inc. in the amount of $256,264.97 and authorizing the City Manager to enter into a contract with J & J Schlaegel, Inc. for this Project.
