HomeMy WebLinkAboutOrdinance 21-26RECORD OF ORDINANCES BARRETT BROTHERS - DAYTON, OHIO Form 6220S 21-26 Ordinance No, ———__ Passed. 5 AUTHORIZING THE CITY MANAGER TO EXECUTE AND ACCEPT NECESSARY CONVEYANCE DOCUMENTS AND CONTRACTS TO ACQUIRE A 0.010-ACRE FEE SIMPLE WARRANTY DEED FOR RIGHT-OF-WAY; AND A 0.051-ACRE FEE SIMPLE WARRANTY DEED FOR RIGHT-OF-WAY, WITH RESERVATION OF EXISTING ACCESS RIGHTS, FROM DUBLIN WEST D, LLC, AN OHIO LIMITED LIABILITY COMPANY, FROM THE PROPERTY LOCATED AT 86-88 NORTH HIGH STREET FOR THE PUBLIC PURPOSE OF CONSTRUCTING AND IMPROVING ROADWAY INFRASTRUCTURE, WHICH SHALL BE OPEN TO THE PUBLIC WITHOUT CHARGE WHEREAS, the City of Dublin (the “City”) is preparing to construct the Northern Historic District Infrastructure Improvements, 25-029-CIP (the “Project”); and WHEREAS, the Project requires that the City obtain the following property interests (‘Property Interests”) from the parcel identified as Franklin County Parcel Number 273- 012984-00, owned by Dublin West D, LLC (“Grantor”), an Ohio limited liability company, as described in the attached Exhibit A and depicted in the attached Exhibit B: e 0.010-acre Warranty Deed (WD) e 0.051-acre Warranty Deed (LS) WHEREAS, the City and the Grantor participated in good faith discussions and have come to mutually agreeable terms for the acquisition of the necessary property interest, which the Grantor is donating to the City as part of a good faith effort to move the Project forward by working in close collaboration with the City; and WHEREAS, the City desires to execute and accept necessary conveyance documents and contracts to complete the transaction between the City and the Grantor. NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, __“7___ of its elected members concurring, that: Section 1. The City Manager is hereby authorized to execute and accept all necessary conveyance documents and contracts to acquire the above referenced property interests from the property located at 86-88 North High Street, identified as Franklin County Parcel Number 273-012984-00, which are being donated to the City by Dublin West D, LLC. Section 2. The Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to take any other actions as may be appropriate to implement this Ordinance without further legislation being required. Section 3. The Ordinance shall take effect at the earliest date allowed by law. O’Callaghan, P.E., City Manager Date: March 17, 2026 Initiated By: Jean-Ellen Willis, P.E., Director of Transportation & Mobility Bassem Bitar, AICP, Deputy Director of Planning Mitchell Ament, Management Analyst Re: Ordinances 19-26 through 22-26 – Acquisition of Property Interests for the Northern Historic District Infrastructure Improvements (25-029-CIP) Background The Northern Historic Dublin Area Infrastructure Improvements project (Project) is focused on revitalizing the North Riverview Street corridor within the Historic District. The goal is to create a pedestrian-oriented environment that enhances connectivity, stimulates economic development, and links key destinations such as The Dublin Link pedestrian bridge, Riverside Crossing Park, and Historic Dublin. To achieve this, the City is implementing a series of public infrastructure upgrades designed to improve streetscapes, pedestrian access, and multimodal connectivity. Planned improvements include improved intersections, new sidewalks and plazas, upgraded lighting, ADA-accessible features, burial of overhead utilities and the use of historically appropriate materials such as brick paver sidewalks and granite curbs to preserve the district’s character. The project aims to establish a pedestrian-first environment that discourages through vehicular traffic east of North High Street, improves safety, and supports alternative transportation modes. These enhancements were informed by extensive planning efforts, traffic and parking studies, and community engagement. Feedback from residents, particularly regarding traffic flow, parking, and visual impacts, led to design refinements such as reduced on-street parking and the inclusion of visual breaks to preserve park views. This initiative aligns with the Envision Dublin Community Plan and the Historic District Area Plan, both of which emphasize walkability, shared public spaces, and enhanced streetscapes. Construction is scheduled to begin in early 2026, with completion anticipated in 2027. Summary The City is directly managing negotiations with two (2) of the affected property owners: Community Space Development LLC/CSD Dublin LLC (COhatch) and Dublin West D LLC (Crawford Hoying). The City has engaged in good-faith discussions with these property owners, who are donating their property interests to the City to advance the Project by working closely with the City. The City has retained West Erie Realty Solutions, Ltd (West Erie) to serve as the acquisition agent for this project for the additional six (6) property owners. West Erie served as the primary point of contact for these owners, working closely with City staff members to facilitate the acquisition process. The City has participated in good-faith discussions with the property owners of the affected parcels and had previously reached mutually agreeable terms with two (2) of the property owners, as per Ordinances 02-26 and 03-26. A Good Faith Offer Letter, the appraisal report, and associated information were provided by West Erie to the remaining one (1) property owner in November 2025.
