ACCEPTING THE LOWEST AND BEST BID FOR THE SHARED
USE PATH AND PARKING LOT MAINTENANCE 2026 PROJECT, (26-003-CIP)
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter
37 of the Dublin Code, for the Shared Use Path and Parking Lot Maintenance
2026 Project (26-003-CIP); and
WHEREAS, Council has determined that the bid submitted by Breck’s Paving on
February 11, 2026 constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, __“/__ of the elected members concurring, that:
Section 1. The bid submitted by Breck’s Paving in the total amount of
$530,634.37 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into contracts with
Breck’s Paving for performance and completion of the Shared Use Path and
Parking Lot Maintenance 2026 Project (26-003-CIP) pursuant to the
Advertisement, Proposal and Contract Documents for said Project on file in the
office of the City Engineer.
Section 3. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to implement
this Resolution and complete the work for this Project.
Section 4. This Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised Dublin Charter.

Summary
On February 11, 2026, seven (7) bids were received and publicly opened for the Shared Use Path and
Parking Lot Maintenance 2026 Project, 26-003-CIP (Project). The scope of work for this Project
provides annual maintenance in various locations on the shared use path network and City parking
lots. Please see the attached exhibit for general work locations. For Council’s reference, a copy of the
construction drawings for this Project can be provided upon request.
The 2026 budgeted funds for this Project in the 2026-2030 Capital Improvements Program (CIP) are
$530,000 from accounts MB26M01, Annual Shared Use Path Maintenance ($369,000) and ST26M02,
Annual Parking Lot Maintenance ($161,000). The engineer’s estimate for this Project is $670,000.
Breck’s Paving submitted the lowest and best bid of $530,634.37. By fund account, the bid is
$366,876.10 for MB26M01, Annual Shared Use Path Maintenance and $163,758.27 for ST26M02,
Annual Parking Lot Maintenance. The low bid received is 20.80% below the engineer’s estimate and
$634.37 greater than the budgeted funds. Engineering has consulted with Finance, and staff anticipates
being able to cover the additional Project costs using other unencumbered budgeted funds in the CIP.
Staff has reviewed all bids, and a summary of the bids received is listed below.

The bid submitted by Premier Asphalt and Paving missed several key components
(bid/performance/payment bond, addendum acknowledgement, etc.) and as a result was considered
a non-responsive bid.

The work for this Project is expected to commence in May 2026 and be completed by October 2026.
Engineering staff has coordinated with Parks and Events staff to verify that work on the Project will
not interfere with major City events, park related events, or holidays throughout the year.
The typical and customary communication methods will be used to convey construction information to
residents and any impacted property owners throughout the duration of this work. The City will have
a designated Engineering Project Inspector assigned to the work for this Project who will provide
coordination, be available to answer any questions, and manage access needs throughout the
performance of the work.
Recommendation
Staff has thoroughly reviewed the bid submitted by Breck’s Paving. Previous experience with Breck’s
Paving has been favorable and includes previous work on the South High Utility Burial Project – Phase
2 as an asphalt paving subcontractor. Staff is confident Breck’s Paving has the capacity, capability and
experience to perform well on this Project.
Staff recommends Council approve Resolution 10-26 accepting as lowest and best the bid of Breck’s
Paving in the amount of $530,634.37 and authorizing the City Manager to enter into a contract with
Breck’s Paving for this Project.
