R & R currently holds another contract of similar scope with the City during the same timeframe, and it was determined that the firm did not have the capacity to perform both contracts without an increased risk of delay or performance issues. The third-lowest bid submitted by Environmental Management Inc. was subsequently determined to be the lowest and best bid. This determination was made following verification with the firm and confirmation of its qualifications and capacity through successful performance of previous contracts with the City. Recommendation Staff recommends the adoption of Resolution 07-26, accepting the lowest and best bid by Environmental Management Inc. (EMI) in the amount of $138,875.00.
