ACCEPTING THE LOWEST AND BEST BID FOR THE
2026 FACILITIES LANDSCAPE MAINTENANCE
CONTRACT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter, for the 2026
Facilities Landscape Maintenance Contract
WHEREAS, Council has determined the base bid in the amount of
$138,875.00 submitted by Environmental Management Inc. to be the best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, ly of the elected members concurring, that:
Section 1. The base bid in the amount of $138,875.00 submitted by
Environmental Management Inc. is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into contracts
with Environmental Management Inc. for the performance and completion of
the 2026 Facilities Landscape Maintenance Contract pursuant to the
Advertisement, Proposal and Contract Documents for said Project on file in the
Department of Parks and Recreation.
Section 3. Acceptance of this bid will establish a contract for up to three
years, with annual renewal options subject to mutual agreement.
Section 4. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to
implement this Resolution and complete the work for this Project.
Section 5. This Resolution shall take effect and be in force upon passage in
accordance with Section 4.04(a) of the Revised Charter.

Landscape Maintenance Contract
Summary
On Tuesday, January 20, 2026 (7) seven bids were opened for the Facilities Landscape
Maintenance Contract. This contract provides mowing, planting bed maintenance weed control
and fertilization of specific areas around City of Dublin Facilities. Exhibit A shows the maintenance
areas that this contract will cover.
The bid requests also included unit pricing for landscape repairs and replacements outside of
routine maintenance to address damage from accidents or plant decline. Any such work would be
authorized by Dublin staff to maintain appropriate appearance levels. Acceptance of this bid would
establish a contract for up to three years, with annual renewal options subject to mutual
agreement.
Staff has reviewed the bids received and determined the best bid submitted was from
Environmental Management Inc. (EMI) in the amount of $138,875.00, which is 6% less than the
2026 budgeted amount of $149,000.00.

Pursuant to Charter Section 8.04(b), Contracting Procedures – Competitive Bidding, Council is
required to award contracts to the “lowest and best bidder.” The lowest bid submitted by Rosey’s
Home and Lawn Care LLC was determined non-responsive so the bid was rejected.

The second-lowest bid submitted by R & R Lawncare & Landscaping, LLC (“R & R”) was also
rejected. R & R currently holds another contract of similar scope with the City during the same
timeframe, and it was determined that the firm did not have the capacity to perform both
contracts without an increased risk of delay or performance issues.
The third-lowest bid submitted by Environmental Management Inc. was subsequently determined
to be the lowest and best bid. This determination was made following verification with the firm and
confirmation of its qualifications and capacity through successful performance of previous contracts
with the City.
Recommendation
Staff recommends the adoption of Resolution 07-26, accepting the lowest and best bid by
Environmental Management Inc. (EMI) in the amount of $138,875.00.
