ACCEPTING THE LOWEST AND BEST BID FOR THE
PEDESTRIAN TUNNEL MAINTENANCE 2026 PROJECT
(25-008-CIP)
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter
37 of the Dublin Code, for the Pedestrian Tunnel Maintenance 2026 Project
(25-008-CIP); and
WHEREAS, Council has determined that the bid submitted by Pummell
Construction Services on December 17, 2025, constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, __(y of the elected members concurring, that:
Section 1. The bid submitted by Pummell Construction Services in the total
amount of $516,453.47 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into a contract with
Pummell Construction Services for the performance and completion of the
Pedestrian Tunnel Maintenance 2026 Project (25-008-CIP) pursuant to the
Advertisement, Proposal and Contract Documents for said Project on file in the
office of the City Engineer.
Section 3. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to implement
this Resolution and complete the work for this Project.
Section 4. This Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised Dublin Charter.

Summary
On December 17, 2025, two (2) bids were received and publicly opened for the Pedestrian Tunnel
Maintenance 2026 Project, 25-008-CIP (Project). This Project performs maintenance at two
pedestrian tunnels. These tunnels are located under Emerald Parkway just west of Dublin Road and
under Dublin Road just south of River Forest Road as shown on the Location Map at the end of this
memo. The scope of work involves the replacement of the deteriorating stone veneer and caps,
repairs to the metal fencing, replacement of tunnel joints and concrete repairs.
The 2026 budgeted funds for this Project in the 2026-2030 Capital Improvements Program (CIP),
are $602,000 from account BC26M04. The engineer’s estimate for this Project is $600,000. This
current bid is the second occurrence bidding this Project. Previously, the bids received were 45%
over the estimated amount, which did not represent a reasonable and acceptable difference
between the submitted bid and the estimated cost for the Project.
Pummell Construction Services submitted the lowest and best bid of $516,453.47, which is 13.9%
below the engineer’s estimate. Staff has reviewed all bids, and a summary of the bids received is
listed below.

The work for this Project is expected to commence in March 2026 and be substantially complete by
May 20, 2026, with the tunnels open to pedestrians prior to the 2026 Memorial Tournament. During
the Memorial Tournament, no construction will occur at either Project site. The final completion date
for the Project is July 24, 2026.
The shared use path through the tunnel under Emerald Parkway will be closed for the duration of
construction, except during the Memorial Tournament. Furthermore, the tunnel under Emerald
Parkway will be completed and open to the public by July 2, 2026, in advance of the July Fourth
celebration. The shared use path through the tunnel under Dublin Road will be closed for a
maximum of three weeks with appropriate barricades for the duration of the construction period,
except during the Memorial Tournament. At all other times, passage through the tunnel will be
maintained by partial width construction with protection for pedestrians during the construction
activities. Emerald Parkway and Dublin Road will remain open to traffic during construction.

The typical and customary communication methods will be used to convey construction information
to adjacent property owners, residents and motorists throughout the duration of this work. The
contractor will provide notification to the City a minimum of 14 (fourteen) calendar days prior to the
work being performed. Portable changeable message signs will be used to notify the public of the
upcoming work and any associated lane or road closures. The City will have a designated
Engineering Project Inspector assigned to this Project, who will be available to answer questions,
manage access, and monitor the maintenance of traffic operations throughout the Project duration.
Recommendation
Staff has thoroughly reviewed the bid submitted by Pummell Construction Services. Pummell
Construction Services has not previously performed work for the City of Dublin, and staff made
inquiries to references provided by the contractor. Feedback on Pummell Construction Services
quality of work was positive, and each responding reference recommended working with this
contractor. Staff is confident Pummell Construction Services has the capacity, capability and
experience to perform well on this Project.
Staff recommends Council approve Resolution 04-26 accepting as lowest and best the bid of
Pummell Construction Services in the amount of $516,453.47 and authorizing the City Manager to
enter into a contract with Pummell Construction Services for this Project.
