HomeMy WebLinkAboutResolution 03-26RECORD OF RESOLUTIONS BARRETT BROTHERS - DAYTON, OHIO Form 6301 Resolution No.93-26 Passed : ACCEPTING THE LOWEST AND BEST BID FOR THE PAVEMENT MARKING SERVICES 2026-2028 PROJECT (26-006-CIP) WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter 37 of the Dublin Code, for the Pavement Marking Services 2026-2028 Project (26- 006-CIP):; and WHEREAS, Council has determined that the bid submitted by Griffin Pavement Striping, Inc. on December 18, 2025, constitutes the lowest and best bid. NOW, ‘Chet , BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, of its elected members concurring, that: Section 1. The bid submitted by Griffin Pavement Striping, Inc. in the total amount of $235,429.35 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into a contract with Griffin Pavement Striping, Inc. for the performance and completion of the Pavement Marking Services 2026-2028 Project (26-006-CIP) pursuant to the Advertisement, Proposal and Contract Documents for said work on file in the office of the City Engineer. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the work for this Project. Section 4. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Dublin Charter. Gable, P.E., Director – Capital Projects Jason Webster, Construction Manager Re: Resolution 03-26 – Accepting the Lowest and Best Bid for the Pavement Marking Services 2026-2028 (26-006-CIP) Summary On December 18, 2025, one (1) bid was received and publicly opened for the Pavement Marking Services 2026-2028 Project, 26-006-CIP (Project). This Project provides for the annual maintenance of long-line pavement markings on public roadways within Dublin which typically include lane lines, edge lines, centerlines, lane arrows, stop bars, and any other pavement markings needing to be refreshed annually. This is a one-year contract with an optional renewal period for two additional years. Extension of the contract is based on the satisfaction of the City Engineer with the service provided by the contractor. The 2026 budgeted funds for this Project are $175,000 and are included in the approved 2026 Operating Budget. The original engineer’s estimate for these services was $175,000. After opening bids, staff found an error in the engineer’s estimate that did not include the cost of contingency items within the estimate. This results in a revised engineer’s estimate of $233,000. Griffin Pavement Striping, Inc. submitted the lowest and best bid of $235,429.35. The low bid received is 1.0% more than the engineer’s estimate and $60,429.35 greater than the budgeted funds. Staff anticipates covering the additional Project costs using other unencumbered budgeted funds in the 2026 Operating Budget. Staff has reviewed the bid and a summary is listed below. Engineer’s Estimate Griffin Pavement Striping, Inc. $235,429.35 +1.0 % Yes Since the Project advertisement resulted in receiving only one bid, staff contacted other plan holders for the Project that chose not to bid to determine their reasoning. The provided reasons were; contractor was not local and would have difficultly offering a lower cost than a local bidder, work for the project was not in close proximity of other contractor work this year and would therefore not be feasible for them, Contractor did not have proper equipment to meet the specifications required by the bid. This Project is a specialized service that few contractors in the state offer, the majority of these contractors were not local to Dublin. The work for this Project in 2026 is expected to be complete by October 15, 2026. Staff will non- perform contingency quantities that are not utilized. Previous experience with Griffin Pavement Striping, Inc. has been favorable and includes the previous 2023- 2025 Pavement Marking Services contract in addition to working as a subcontractor on many of the City’s past transportation projects. Staff is confident that Griffin Pavement Striping, Inc. will do well performing the work for this Project. Staff recommends Council approve Resolution 03-26 accepting as lowest and best the bid of Griffin Pavement Striping, Inc. in the amount of $235,429.35 and authorizing the City Manager to enter into a contract with Griffin Pavement Striping, Inc. for this Project.
