RECORD OF RESOLUTIONS BARRETT BROTHERS - DAYTON, OHIO Form 6301 02-26 Resolution No. Passed z ACCEPTING THE LOWEST AND BEST BID FOR THE HEIGHTENED AWARENESS CROSSWALK - HYLAND-CROY ROAD AND TULLYMORE DRIVE PROJECT(25-026-CIP) WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter 37 of the Dublin Code, for the Heightened Awareness Crosswalk-Hyland-Croy Road and Tullymore Drive (25-026-CIP) and WHEREAS, Council has determined that the bid submitted by Complete General Construction on December 9, 2025 constitutes the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, __! i of the elected members concurring, that: Section 1. The bid submitted by Complete General Construction in the total amount of $367,679.94 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into a contract with Complete General Construction for the performance and completion of the Heightened Awareness Crosswalk-Hyland-Croy Road and Tullymore Drive (25-026- CIP) pursuant to the Advertisement, Proposal and Contract Documents for said Project on file in the office of the City Engineer. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the work for this Project. Section 4. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Dublin Charter. Passed this 20" day of January, 2026. O’Callaghan, P.E., City Manager Date: January 13, 2026 Initiated By: Jean-Ellen Willis, P.E., Director of Transportation and Mobility Marc Dilsaver, Transportation Program Manager Re: Resolution 02-26 – Accepting the Lowest and Best Bid for the Heightened Awareness Crosswalk-Hyland-Croy Road and Tullymore Drive (25-026-CIP) Background On December 9, 2025, three (3) bids were received and publicly opened for the Heightened Awareness Crosswalk-Hyland-Croy Road and Tullymore Drive (25-026-CIP) (Project). The scope of work for this Project includes the installation of a pedestrian hybrid beacon at the intersection of Hyland-Croy Road and Tullymore Drive, curb ramp modifications and a temporary pedestrian hybrid beacon. A pedestrian hybrid beacon is a type of traffic signal that remains dark until activated, then briefly stops traffic with a red signal to provide pedestrians a clearly protected and highly visible crossing. This location was identified in the Heightened Awareness Crosswalk Study to provide residents an improved crossing on Hyland-Croy Road at Tullymore Drive, a relatively high-speed, high-volume route with access to the Glacier Ridge Metro Park. The engineer’s estimate for the project is $325,000. Complete General Construction submitted the lowest and best bid of $367,679.94, which is 13% above the engineer’s estimate. Staff has reviewed all bids, and a summary of the bids received is listed below. All bids received were closely aligned, indicating strong competition and reinforcing that the bids reflect the true market cost of the project. Staff therefore believes the bids received are reasonable and representative of current construction costs. The work for this Project is expected to commence upon acceptance of this bid and subsequent contract execution and is scheduled to be completed late 2026. Typical and customary communication methods will be used to convey construction information to residents and the public throughout the project's duration. The city will have a designated Engineering Project Inspector assigned to the work who will provide coordination and be available to answer questions. Recommendation Staff has thoroughly reviewed the bid submitted by Complete General Construction. Previous experience with Complete General Construction has been favorable, including these recent projects: Frantz Road at Metro Place South Traffic Signal/Electrical Infrastructure Improvements and Franklin Street Extension. Staff is confident that Complete General Construction has the capacity, capability and experience to perform well on the Project. Staff recommends Council approve Resolution 02-26, accepting as lowest and best the bid of Complete General Construction in the amount of $367,679.94 and authorizing the City Manager to enter into a contract with Complete General Construction for this Project.
