ACCEPTING THE LOWEST AND BEST BID FOR THE PARK PLACE STORMWATER BASIN IMPROVEMENTS PROJECT
(25-023-CIP)
WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter 37 of the Dublin Code, for the Park Place Stormwater Basin Improvements Project (25-023-CIP); and
WHEREAS, Council has determined that the bid submitted by V3 Construction Group, Ltd. on November 19, 2025 constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, of the elected members concurring, that:
Section 1. The bid submitted by V3 Construction Group, Ltd. in the total amount of $456,456.00 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into a contract with V3 Construction Group, Ltd. for the performance and completion of the Park Place Stormwater Basin Improvements Project (25-023-CIP) pursuant to the Advertisement, Proposal and Contract Documents for said work on file in the office of the City Engineer.
Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the work for this Project.
Section 4. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Dublin Charter.

Stormwater Basin Improvements Project (25-023-CIP)
Background
The Park Place Stormwater Basin Improvements Project (Project) consists of basin edge treatment to
address the areas of erosion around the Park Place stormwater management basin located within the
Park Place subdivision, north of Monticello Lane and south of Park Mill Drive, as shown on the Project
Location Map at the end of this memo. The Project will re-establish the aquatic bench along the
perimeter of the basin and improve the basin edge treatment aesthetic that resulted for the normal
pool being lowered by 19-inches to alleviate an upstream stormwater management deficiency.
Summary
On November 19, 2025, two (2) bids were received and publicly opened for the Project. The
budgeted funds for this Project in the 2025-2029 Capital Improvements Program (CIP) are
$790,000.00 from the Annual Stormwater Improvements Program (SW25C01). The engineer’s
estimate for the Project is $473,000.00.
V3 Construction Group, Ltd. submitted the lowest and best bid of $456,456.00, which is 3.50% below
the engineer’s estimate. Staff has reviewed all bids, and a summary of the bids received is listed
below.

The Project is expected to commence upon this bid acceptance and subsequent contract execution,
and is scheduled to be complete by July 2026.
The typical and customary communication methods will be used to convey construction information
with the residents and impacted property owners throughout the duration of this Project. The City will
have a designated Engineering Project Inspector assigned to the work for this Project who will
provide coordination, be available to answer questions, and manage access needs at adjacent
residences throughout the performance of the work.

Recommendation
Staff has thoroughly reviewed the bid submitted by V3 Construction Group, Ltd.. Previous experience
with V3 Construction Group, Ltd. has been favorable, including these recent projects: Waterways
Maintenance Program 2023 Project and Riverside Drive West Shared Use Path Project. Staff is
confident V3 Construction Group, Ltd. has the capacity, capability and experience to perform well on
this Project.
Staff recommends Council approve Resolution 67-25 accepting as lowest and best the bid of V3
Construction Group, Ltd. in the amount of $456,456.00 and authorizing the City Manager to enter into
a contract with V3 Construction Group, Ltd. for this Project.
