ACCEPTING THE LOWEST AND BEST BID FOR THE COTA BUS STOP IMPROVEMENTS AND SAWMILL ROAD SIDEWALK CONNECTION PROJECT (24-024-CIP)
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter
37 of the Dublin Code, for the COTA Bus Stop Improvements and Sawmill
Sidewalk Connection Project (24-024-CIP); and
WHEREAS, Council has determined that the bid submitted by Strawser Paving
Company on October 15, 2025 constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, __[» _ of the elected members concurring, that:
Section 1. The bid submitted by Strawser Paving Company in the total amount
of $465,105.74 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into a contract with
Strawser Paving Company for the performance and completion of the COTA Bus
Stop Improvements Project and Sawmill Sidewalk Connection Project (24-024-
CIP) pursuant to the Advertisement, Proposal and Contract Documents for said
Project on file in the office of the City Engineer.
Section 3. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to implement
this Resolution and complete the work for this Project.
Section 4. This Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised Dublin Charter.

Improvements and Sawmill Road Sidewalk Connection Project (24-024-CIP)
Background
On October 15, 2025, two (2) bids were received and publicly opened for the COTA Bus Stop
Improvements and Sawmill Road Sidewalk Connection Project (24-024-CIP) (Project). The scope of
work for this Project includes the construction of five bus stops along with a new sidewalk. This
project was based on the discussions and direction from the February 8, 2023, Oct 11, 2023 and April
10, 2024 Public Services Committee meetings and the regular City Council meeting on August 26,
2024. At those meetings, the following bus stop locations were selected:
1. Sawmill and Bright Roads
2. Sawmill and Hard Roads
3. Sawmill and Snouffer Roads
4. Sawmill Road and E. Bridge Street
5. E. Bridge Street and Dale Drive
Consistent with the directions provided at the previous meetings, the improvement package for each
location includes a concrete pad, bench, trash and recycling receptacle, two bike racks, and a canopy
structure.
The budgeted funds for the COTA Bus Shelter Program were included in the 2023-2027 Capital
Improvement Program (CIP) are $400,000 (MB23C02). The subsequent 2024-2028 CIP removed the
canopy element and reduced the funding amount to $157,000 accordingly. However, following further
discussions between the Committee and Council, it was decided to include the canopy shelters in the
final design. Additionally, Council requested a sidewalk along the west side of Sawmill Road, between
Tuller Road and Bridge Park Avenue, to create a pedestrian connection from the Sawmill and Snouffer
Roads bus stop to the Dublin Food Pantry access drive.
The engineer’s estimate for the combined projects is $500,000. The unencumbered 2025 CIP fund
balance is sufficient to cover all project costs.
Strawser Paving Company submitted the lowest and best bid of $465,105.74, which is 7% below the
engineer’s estimate. Staff has reviewed all bids, and a summary of the bids received is listed on page
2.

The work for this Project is expected to commence upon acceptance of this bid and subsequent
contract execution and is scheduled to be completed by May 22, 2026. The material delivery for the
bus shelters is estimated to be approximately five months, resulting in the final project completion in
spring 2026.
Typical and customary communication methods will be used to convey construction information to
residents and the public throughout the project's duration. The city will have a designated
Engineering Project Inspector assigned to the work for the Program who will provide coordination, be
available to answer questions, and manage access needs at adjacent residences throughout the
performance of the work.
Recommendation
Staff has thoroughly reviewed the bid submitted by Strawser Paving Company. Previous experience
with Strawser Paving Company has been favorable, including these recent projects: Bright Road
Corridor Improvements and the Emerald Parkway and Mount Carmel Roundabout Projects, River
Forest Storm and Roadway Improvements Project, Riverside Drive East Shared Use Path - Section 1
from Emerald Parkway to Hanna Hills Drive, and many Street Maintenance Programs from previous
years. Staff is confident that Strawser Paving Company has the capacity, capability and experience to
perform well on the Project.
Staff recommends Council approve Resolution 53-25, accepting as lowest and best the bid of
Strawser Paving Company in the amount of $465,105.74 and authorizing the City Manager to enter
into a contract with Strawser Paving Company for this Project.
