ACCEPTING THE LOWEST AND BEST BID FOR THE PEDESTRIAN TUNNEL MAINTENANCE 2025 PROJECT (22-012-CIP)
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter
37 of the Dublin Code, for the Pedestrian Tunnel Maintenance 2025 Project
(22-012-CIP); and
WHEREAS, Council has determined that the bid submitted by The Righter Co.,
Inc. on October 8, 2025, constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, __(y ___ of the elected members concurring, that:
Section 1. The bid submitted by The Righter Co., Inc. in the total amount of
$762,174.00 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into a contract with
The Righter Co., Inc. for the performance and completion of the Pedestrian
Tunnel Maintenance 2025 Project (22-012-CIP) pursuant to the Advertisement,
Proposal and Contract Documents for said Project on file in the office of the City
Engineer.
Section 3. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to implement
this Resolution and complete the work for this Project.
Section 4. This Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised Dublin Charter.

Maintenance 2025 Project (22-012-CIP)
Summary
On October 8, 2025, two (2) bids were received and publicly opened for the Pedestrian Tunnel
Maintenance 2025 Project, 22-012-CIP (Project). This Project is located on Memorial Drive
southwest of Berkshire Court as shown on the Location Map at the end of this memo. The scope of
work involves the removal of the deteriorating stone clad slopes at each tunnel entrance located at
the ends (north and south) of the existing 108-inch diameter concrete pedestrian tunnel, the
extension of the existing tunnel by six feet on each end, and the installation of cast-in-place
concrete retaining walls with stone veneer at each tunnel entrance.
The budgeted funds for the Pedestrian Tunnel Maintenance 2025 Project in the 2025-2029 Capital
Improvements Program (CIP), as modified by Ordinance 05-25, are $1,200,000 from account
BC25M04. The Engineer’s estimate for this Project is $950,000. This current bid is the third
occurrence bidding this Project. Previously, the bids received did not represent a reasonable and
acceptable difference between the submitted bid and the estimated cost for the Project.
The Righter Co., Inc. submitted the lowest and best bid of $762,174.00, which is 19.8% below the
engineer’s estimate. Staff has reviewed all bids, and a summary of the bids received is listed below.

The work for this Project is expected to commence in March 2026 and be substantially complete by
May 16, 2026, with the tunnel open to pedestrians prior to the 2026 Memorial Tournament. During
the Memorial Tournament, no construction will occur at the Project site. The final completion date
for the Project is July 2, 2026.
The existing Muirfield Association path through the tunnel will be closed with appropriate barricades
for the duration of the construction period, except during the Memorial Tournament. Memorial Drive
will remain open to traffic during majority of the construction period. Daytime closures of Memorial
Drive are permitted between 7 AM and 7 PM for the following activities: install temporary shoring,
set the new concrete pipe sections and placement of concrete. During these closures a detour route
will be posted.

The typical and customary communication methods will be used to convey construction information
to adjacent property owners, residents and motorists throughout the duration of this work. The
contractor will provide notification to the City a minimum of 14 (fourteen) calendar days prior to the
work being performed. Portable changeable message signs will be used to notify the public of the
upcoming work and any associated lane or road closures. The City will have a designated
Engineering Project Inspector assigned to this Project, who will be available to answer questions,
manage access, and monitor the maintenance of traffic operations throughout the Project duration.
Recommendation
Staff has thoroughly reviewed the bid submitted by The Righter Co., Inc. Previous experience with
The Righter Co., Inc. has been favorable, including these past projects: 2017 Tunnel Improvements
Project and 2019 Tunnel Maintenance Project. Staff is confident The Righter Co., Inc. has the
capacity, capability and experience to perform well on this Project.
Staff recommends Council approve Resolution 52-25 accepting as lowest and best the bid of The
Righter Co., Inc. in the amount of $762,174.00 and authorizing the City Manager to enter into a
contract with The Righter Co., Inc. for this Project.
