Re: Resolution No. 51-25 – Requesting the Delaware, Franklin and Union County
Auditors to Draw Money that May be in the County Treasuries and to Issue a
Draft to the Chief Financial Officer/Director of Finance of the City of Dublin for
any Money that May be in the Accounts for the City of Dublin
Summary
Resolution 51-25 allows the City the opportunity to submit requests to the counties for advances of
property tax collections during calendar year 2026 (Tax Year 2025). This allows the City to receive
funds prior to the established distribution dates, which is of benefit to the City’s Treasury.
The proposed legislation is a request for the County Auditors to make periodic advance payments
to the City of property tax receipts as the taxes are collected by the County. The advances of
property tax collections improve the City’s cash flow by providing quicker access to revenue.
Without this request, the County would remit the revenue only twice per year. Participation in this
program will provide the City with approximately three property tax advances spread throughout
the 2026 collection year in addition to the two half-year settlements.
An annual approval from City Council is required to submit to the respective County Auditors to
receive property tax advances.

Staff recommends the adoption of Resolution 51-25 at the October 20,2025 City Council meeting.
