Re: Resolution 49-25 – Accepting the Lowest and Best Bid for the Annual Storm
Structure Maintenance Program 2025 (24-013-CIP)
Summary
On September 3, 2025, two (2) bids were received and publicly opened for the Annual Storm
Structure Maintenance Program 2025 (24-013-CIP) (Program). The Program provides maintenance,
rehabilitation, and repair of storm structures associated with the public storm sewer system, which
includes curb and gutter inlets, catch basins and manholes throughout the City. The Program includes
labor and materials for the repair of twenty-eight (28) deficient storm structures identified during
routine inspections. Maintenance of the storm structures helps route stormwater runoff to the storm
sewer system as intended and reduces the occurrence of flooding. The Program is a critical
component of the City’s ongoing efforts to maintain the public storm sewer system and meet the
National Pollutant Discharge Elimination System (NPDES) Phase II regulations established by the Ohio
Environmental Protection Agency (OEPA).
The budgeted funds for the Program in the 2025-2029 Capital Improvements Program (CIP) are
$170,000.00 from the Annual Storm Structure Maintenance Program (SW25M01). The engineer’s
estimate for the Program in 2025 is $160,000.00.
Strawser Paving Company submitted the lowest and best bid of $127,587.25, which is 20.26% below
the engineer’s estimate. Staff has reviewed all bids, and a summary of the bids received is listed
