ACCEPTING THE LOWEST AND BEST BID FOR THE ANNUAL STORM STRUCTURE MAINTENANCE PROGRAM 2025 (24-013-CIP) WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter 37 of the Dublin Code, for the Annual Storm Structure Maintenance Program 2025 (24-013-CIP); and WHEREAS, Council has determined that the bid submitted by Strawser Paving Company on September 3, 2025 constitutes the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, ‘1 __ of the elected members concurring, that: Section 1. The bid submitted by Strawser Paving Company in the total amount of $127,587.25 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into a contract with Strawser Paving Company for the performance and completion of the Annual Storm Structure Maintenance Program 2025 (24-013-CIP) pursuant to the Advertisement, Proposal and Contract Documents for said work on file in the office of the City Engineer. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the work for this Program. Section 4. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Dublin Charter. Passed this 22"! day of September, 2025. Fuqua, Civil Engineer I Re: Resolution 49-25 – Accepting the Lowest and Best Bid for the Annual Storm Structure Maintenance Program 2025 (24-013-CIP) Summary On September 3, 2025, two (2) bids were received and publicly opened for the Annual Storm Structure Maintenance Program 2025 (24-013-CIP) (Program). The Program provides maintenance, rehabilitation, and repair of storm structures associated with the public storm sewer system, which includes curb and gutter inlets, catch basins and manholes throughout the City. The Program includes labor and materials for the repair of twenty-eight (28) deficient storm structures identified during routine inspections. Maintenance of the storm structures helps route stormwater runoff to the storm sewer system as intended and reduces the occurrence of flooding. The Program is a critical component of the City’s ongoing efforts to maintain the public storm sewer system and meet the National Pollutant Discharge Elimination System (NPDES) Phase II regulations established by the Ohio Environmental Protection Agency (OEPA). The budgeted funds for the Program in the 2025-2029 Capital Improvements Program (CIP) are $170,000.00 from the Annual Storm Structure Maintenance Program (SW25M01). The engineer’s estimate for the Program in 2025 is $160,000.00. Strawser Paving Company submitted the lowest and best bid of $127,587.25, which is 20.26% below the engineer’s estimate. Staff has reviewed all bids, and a summary of the bids received is listed below. Bidder Bid as Read Bid as Read Responsive? The exhibit “Storm Structure Maintenance Program 2025 Overview” attached to this memo shows the storm structure repair locations throughout the City for this Program. The typical and customary communication methods will be used to convey construction information with the residents and impacted property owners throughout the duration of the Program. Recommendation Staff has thoroughly reviewed the bid submitted by Strawser Paving Company. Previous experience with Strawser Paving Company has been favorable, including these projects that include storm structure work: Street Maintenance Program 2025 – Phase 2, Street Maintenance Program 2024 – Phases 1 and 2, Street Maintenance Program 2023 – Phase 1, River Forest Storm and Roadway Improvements, and Annual Storm Structure Maintenance Program 2021. Staff is confident Strawser Paving Company has the capacity, capability and experience to perform well on this Program. Staff recommends Council approve Resolution 49-25 accepting as lowest and best the bid of Strawser Paving Company in the amount of $127,587.25 and authorizing the City Manager to enter into a contract with Strawser Paving Company for this Program.
