HomeMy WebLinkAboutResolution 46-25BARRETT BROTHERS - DAYTON, OHIO RECORD OF RESOLUTIONS Form 6301 Resolution No._46-25 Passed. ‘ ACCEPTING THE LOWEST AND BEST BID FOR THE EARLINGTON PARK DRAINAGE BASIN IMPROVEMENTS PROJECT (24-023-CIP) WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter 37 of the Dublin Code, for the Earlington Park Drainage Basin Improvements Project (24-023-CIP); and WHEREAS, Council has determined that the bid submitted by Mr. Excavator on August 6, 2025 constitutes the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, 5 _ of the elected members concurring, that: Section 1. The bid submitted by Mr. Excavator in the total amount of $594,911.50 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into a contract with Mr. Excavator for the performance and completion of the Earlington Park Drainage Basin Improvements Project (24-023-CIP) pursuant to the Advertisement, Proposal and Contract Documents for said work on file in the office of the City Engineer. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the work for this Project. Section 4. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Dublin Charter. Fuqua, Civil Engineer I Re: Resolution 46-25 – Accepting the Lowest and Best Bid for the Earlington Park Drainage Basin Improvements Project (24-023-CIP) Background The Brand Road pedestrian tunnel, located east of the Brand Road and Bristol Parkway intersection, has experienced repeated stormwater flooding over the past several years. The City of Dublin (City) has concerns with this frequent flooding condition and its impacts on public health and safety. In 2023, the City contracted with EMH&T to perform an investigation and determine the cause of this frequent flooding condition. As a result of this investigation, the City identified the Earlington Park Drainage Basin Improvements Project (Project) to improve public health and safety by decreasing the frequency with which the Brand Road pedestrian tunnel floods. In 2024, the City of Dublin was awarded $468,000 in grant funding for the Project through the One Time Strategic Community Investment Fund from the State of Ohio. On July 1, 2025, City Council adopted Ordinances 28-25 and 29-25, authorizing the City Manager to execute and accept necessary conveyance documents and contracts to acquire a permanent drainage easement from the property at 5584 Brand Road for the construction, operation, and maintenance of public utilities and to acquire a temporary easement from the property at 5584 Brand Road for construction operations for the Project. Summary On August 6, 2025, five (5) bids were received and publicly opened for the Earlington Park Drainage Basin Improvements Project (24-023-CIP). The Earlington Park drainage basin was constructed in 1987 as a stormwater detention basin for Earlington Park and the surrounding watershed tributary area. This Project will adjust the flood routing of the drainage basin in Earlington Park, located south of the Brand Road pedestrian tunnel and shown on the Project Location Map at the end of this memo, away from the pedestrian tunnel. It will also raise the embankment on the north end of the basin to provide more storage capacity, which will increase the threshold at which the basin overtops from a 2-year storm event to a 100-year storm event. A 2-year storm event is a storm event when there is a 50% chance of a storm event of equal or greater magnitude happening in any given year. A 100-year storm event is a storm event when there is a 1% chance of a storm event of equal or greater magnitude happening in any given year. The Project will also reconstruct the pedestrian trail in the immediate Project area and increase the storm pipe outlet for the basin from a 24-inch to 36-inch pipe. Additionally, the Project will create a berm on the north side of Brand Road to reduce the frequency the Brand Road pedestrian tunnel floods from North Fork Indian Run. The engineer’s estimate for the Project is $595,000.00. Staff anticipates being able to cover the additional Project cost using other unencumbered budgeted funds in the CIP. Mr. Excavator submitted the lowest and best bid of $594,911.50, which is 0.01% below the engineer’s estimate. Staff has reviewed all bids, and a summary of the bids received is listed below. Igel & Co., Inc. $874,367.00 +46.95% Yes The Project is expected to commence upon this bid acceptance and subsequent contract execution, and is scheduled to be complete by the end of April 2026. The typical and customary communication methods will be used to convey construction information with the residents and impacted property owners throughout the duration of this Project. The City will have a designated Engineering Project Inspector assigned to the work for this Project who will provide coordination, be available to answer questions, and manage access needs at adjacent residences throughout the performance of the work. Recommendation Staff has thoroughly reviewed the bid submitted by Mr. Excavator. This contractor has not previously performed work for the City of Dublin; therefore, Staff made inquiries with references of Mr. Excavator and received positive feedback regarding their work with owners of projects involving drainage basin improvements. Staff is confident Mr. Excavator has the capacity, capability and experience to perform well on this Project. Staff recommends Council approve Resolution 46-25 accepting as lowest and best the bid of Mr. Excavator in the amount of $594,911.50 and authorizing the City Manager to enter into a contract with Mr. Excavator for this Project.
