THE PUBLIC PURPOSE OF CARRYING OUT THE WATERWAYS
MAINTENANCE PROGRAM 2025 PROJECT (24-016-CIP)
WHEREAS, the City of Dublin ("City') is preparing to construct a wat(
maintenance project along various watercourses within the City, known
Waterways Maintenance Program 2025 Project (24-016-CIP) ("Project' }; and
WHEREAS, the Project requires that the City obtain the following property rights from
the parcel identified as Franklin County Parcel Number 273-010826-00, owned by Mark
Gregory Stolze and Julie A. Stolze ("Property Owner" }, as described in the attached
Exhibit A and depicted in the attached Exhibit B:
■ A 0.058-acre temporary easement for construction operations; and
WHEREAS, the City and Property Owner participated in good faith discussions and
have come to mutually agreeable terms for the acquisition of the necessary property
rights for the sum of $2,730.00; and
WHEREAS, the City desires to execute and accept necessary conveyance documents
and contracts to complete the transaction between the City and Property Owner.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of
Ohio, �J_ of the elected members concurring that:
Section 1. The City Manager is hereby authorized to execute and accept all
necessary conveyance documents and contracts to acquire the easement from the
property located at 7772 Boylston Court, identified as Franklin County Parcel Number
273-010826-00, from Mark Gregory Stolze and Julie A. Stolze, for $2,730.00.
Section 2. Council further hereby authorizes and directs the City Manager, the
Director of Law, the Director of Finance, the Clerk of Council, or other appropriate
officers of the City to take any other actions as may be appropriate to implement this
Ordinance without further legislation being required.
Section 3. This Ordinance shall take effect upon passage in accordance with
Section 4.04(b) of the Dublin Revised Charter.

Update
At the first reading of Ordinances 24-25 through 27-25 on June 23, 2025, City Council members
requested a cost comparison of the proposed stream stabilization treatment measures and
additional information regarding the duration and repeatability of temporary easements for the
Waterways Maintenance Program 2025 Project (Project).
Stream Stabilization Treatment Measures
The Project utilizes rock armoring, anchor logs, slope erosion protection matting, and a
composition of naturalized material as stream stabilization treatment measures. The naturalized
material includes the following composition:
• 50% four (4) to six (6)-inch minimum diameter brush (harvested on -site or imported)
• 20% gravel (harvested on -site)
• 20% four (4) to six (6)-inch stone (imported)
10% soil (harvested on -site)
In determining the type of stream stabilization treatment measure(s) utilized for each site, Staff
carefully considered the severity and extent of erosion, access to the sites, long term maintenance
operations, cost, and benchmarking with other communities. An installation cost comparison of the
proposed stream stabilization treatment measures is depicted in the following table and is based
on the engineer's opinion of probable construction cost:

Temporary Easement Duration and Repeatability
The four (4) temporary easements for the Project are needed for access and construction
operations. The temporary easements will be in effect for one (1)-year from the start of
construction. Staff conservatively anticipates the Project improvements will provide stream
stabilization at each site for over thirty (30)-years. Given the dynamic nature of waterways, access
locations to perform stream stabilization improvements may change over time. As a result, in
addition to the anticipated lifespan of the Project improvements, future temporary easement needs
for access and construction operations will be evaluated and acquired at the time waterway
improvements are deemed necessary.
Recommendation
Staff recommends adoption of Ordinances 24-25 through 27-25 at the second reading/public
hearing on July 1, 2025.

Background
The Waterways Maintenance Program (Program) provides for the maintenance of waterways, open
channels, and streams located within City of Dublin (City) -owned properties or properties where
the City has maintenance responsibility through an established easement. The Program preserves
and improves the stability and flood carrying capacity of the waterways, addresses areas of
erosion, and protects riparian corridors and infrastructure. The proper operation of waterways is
critical to ensuring the conveyance of stormwater runoff and reducing the occurrence of flooding
and damage to infrastructure due to channel erosion. Reducing areas of erosion will decrease the
sediment loading on a waterway, improve the aquatic habitat and reduce turbidity in the water.
Summary
The projects identified within the Program include improving bank stabilization for the following
eight (8) stream sites across the City, as shown on the Project Location Maps at the end of this
memo:
• Site 3: Located along Tamarisk Creek, north of Tonti Drive, east of Red Bay Court
• Site 18: Located along South Fork Indian Run, within Darree Fields
• Site 22: Located along South Fork Indian Run, north of Post Road, east of Avery-Muirfield
Drive
• Site 24: Located along Bait Shop Creek, south of Tonti Drive
• Site 25, 27, and 28: Located along Tonti Creek, south of Wyandotte Woods Boulevard,
west of Lanham Court
• Site 44: Located along North Fork Indian Run, north of Brand Road, west of Shannon Glen
Boulevard
The stream sites included in the Program were prioritized based on the severity of erosion and
other relevant factors. The Program consists of clearing and grading activities, stream bank
reshaping and stabilization, and riprap, native material, and erosion protection matting installation.
The Program also includes the installation of temporary sediment controls, permanent stabilization
of disturbed areas, and riparian buffer zone plantings to enhance channel stability. Presently, the
Project is planned to be advertised for bids in July 2025, with construction planned to commence
in Fall 2025 and be complete by Spring 2026.

The Program requires the acquisition of a temporary easement from four (4) properties for
construction operations: 6810 Avery-Muirfield Drive, 7777 Lanham Court, 7771 Boylston Court, and
7772 Boylston Court.
The City engaged West Erie Realty Solutions, Ltd. as the acquisition agent for the Project. In that
role, West Erie Realty Solutions, Ltd. has been the point of contact, in addition to City staff, with
the property owners in the Project area. The City has participated in good faith discussions with
the property owners of the affected parcels and has come to mutually agreeable terms with the
property owners. After Council's adoption of these four ordinances, the City will have completed all
necessary acquisitions for the Project.
Acquisitions
The Good Faith Offer Letter, the appraisal report and associated information was provided to the
property owners for the affected parcels in May 2025. The property acquisition consists of the
following property rights from the named property owners listed below and as depicted in the
exhibits attached hereto:

Township 2, Township 2, Range 19, United States Military District, being on, over, and across
Lot 55 of that subdivision titled "Wyandotte Woods Section 2 Phase 1", of record in Plat Book
98, Page 91 (all references are to the records of the Recorder's Office, Franklin County, Ohio)
