HomeMy WebLinkAbout16-88 ResolutionRECORD OF RESOLUTIONS National Graphics Corp., Cols., O. ~`-~ nati~ ~ Form No. 6233-A 9 FX!!a - --- Resolution ~~o. 16-88 P~rssed. - - -------- -- - --...-- -- -19------ A RESOLUTION DECLARING PARTICIPA- TION BY THE CITY OF DUBLIN IN PRO- VIDING VOTER REGISTRATION SERVICES TO THE PUBLIC, AND DECLARING AND EMERGENCY WHEREAS, the City of Dublin encourages the participation of all its citizens in civic and public affairs; and WHEREAS, the City recognizes that the full participation of its citizens is necessary for the effective governance and the civic health of the com- munity; and WHEREAS, there remain numerous citizens who are disqualified from full participation in community life because they are not registered to vote; and WHEREAS, in a governmental system that derives its powers from the consent of the governed, full participation in civic affairs is a worthwhile goal; and WHEREAS, city governmental agencies provide vital services and strive to maintain personal contact with the citizens; and WHEREAS, Ohio law already provides for voter registration to be provided in public high schools, through State of Ohio motor vehicle registrars, through the Secretary of State and members of the General Assembly, and that Ohio law is nonpartisan in recording voter information on the State or city registration forms; and WHEREAS, the Governor and Secretary of State have recognized the problem of nonparticipation in elections and encouraged city governments in Ohio to "deputize city employees who come into frequent contact with the public"; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, Statel of Ohio, 5 of the elected members concurring: Section 1. That the City of Dublin will work with the Ohio Secretary of State to develop procedures to implement a voter registration program in concert with the City's service to the public. Section 2. That the City shall coordinate, with and through the Secretary of State and the Franklin County Board of Elections, appropriate procedures for training City employees in the voter registration process. Section 3. That the City shall coordinate with the Secretary of State and the Franklin County Board of elections, the process of deputizing employees and obtaining registration materials. Section 4. That this Resolution be, and hereby is, declared to be an emergency measure for the reason that City employees need to be trained in the voter registration process and deputized as soon as possible in order to begin the actual registration process and, therefore, this I Resolution shall take effect and be in force immediately upon its passage.
