A RESOLUTION EXTENDING IMPLEMENTATION
OF DEVELOPMENT CONTROLS IN THE NORTH-
EAST QUADRANT OF THE CITY OF DUBLIN,
AND TO DECLARE AN EMERGENCY
WHEREAS, Council has authorized the development and creation of a compre-
hensive Master Plan for the City of Dublin; and
WHEREAS, Staff is presently working to develop and implement said Master
Plan; and
WHEREAS, Council has also authorized Staff, pursuant to the master plan-
ning process, to develop and implement a Northeast Quadrant Study en-
compassing the area within the City of Dublin bounded on the east by the
Sawmill Road, on the north by the Delaware County line, on the west by the
Scioto River, and on the south by the Interstate 270; and
WHEREAS, the above referenced Northeast Quadrant is zoned predominantly
Restricted Suburban Residential (R-1) and is substantially undeveloped; an
WHEREAS, the Northeast Quadrant Study and Master Plan, when completed will
provide a comprehensive and systematic development plan addressing such
issues as Land use, infrastructure, public utilities, and transportation;

WHEREAS, development of a Master Plan and Northeast Quadrant study will
I require extensive research, study, and review by Staff, the Planning and
~, Zoning Commission and Council; and
WHEREAS, Council realizes that development of said Master Plan and North-
east Quadrant study is, by nature, a time consuming process; and
WHEREAS, it is Council's desire to protect the planning process during
this period, and prevent the creation of non-conforming uses which might
weaken the City's attempts to provide for orderly future development of
the Northeast Quadrant pursuant to a comprehensive plan; and
WHEREAS, Council recognized that due to the nature and complexity of
developing such a comprehensive plan, the original eight month zoning
limitation of Ordinance No. 39-87 may be extended for an additional four
month period, to complete the Master Plan and Northeast Quadrant Study.
NOW, THEREFORE BE IT RESOLVED by the Council of the City of Dublin, State
of Ohio, 7 of the elected members concurring that:
Section 1. No rezonings shall be formally acted upon by the Planning and
Zoning Commission or Council for property located within the Northeast
I, Quadrant as described in the preamble of this Resolution and incorporated
', herein as if fully rewritten until June 1, 1988, or until the Master Plan
and Northeast Study are completed and apprved by Council.
Section 2. This Resolution is hereby declared to be an emergency measure
necessary for the preservation of the public peace, health, safety,
morals and welfare of the citizens of the City of Dublin, Ohio; and, for
that reason, this Resolution shall take effect immediately upon its
adoption.

SUBJECT: Resolution No. OS-88
DATE: January 14, 1987
This Resolution extends the interim development control measure approved
last May for a period of four more months. The interim development control
measure postpones the acceptance of rezoning applications in an area of
Dublin referred to as the northeast planning area. The area is bounded by
the Delaware County Line cn the north, Sawmill Road on the east, I-270 on
the south and the Scioto River on the west.
As the Community Plan/Growth Statement is nearly complete it will be a much
easier task to prepare a northeast plan with regard to the goals, objectives
and principles of the larger community plan. It is my intention to meet with
the Land Use Committee in order to establish a planning process and a work
program for the four month extension period. The Committee coi11 determine
what Council's planning needs may be in addition to the planning informa-
tion contained in the Growth Statement. Planning consultant services have
been tentatively budgeted for 1988. In additior. to Dublin's planning
efforts in the northeast area, staff is aware that there has been an extensive
private planning effort as well. A11 these circumstances may be evaluated
by the Land Use Committee who will report and recommend to Council on the
appropriate process.
