TO SET FORTH A STATEMENT OF MUNICIPAL
SERVICES TO BE PROVIDED TO THE AREA IN
A PROPOSED ANNEXATION OF 109.27± ACRES
FROM WASHINGTON TOWNSHIP-FRANKLIN COUNTY
TO THE CITY OF DUBLIN, OHIO, AS REQUIRED
BY SECTION 709.031 OF THE OHIO REVISED
CODE
WHEREAS, a petition for the annexation of 109.27± acres from Washington
Township was duly filed by Harrison Smith, Jr., the Agent for the
petitioners; and
WHEREAS, a public hearing will be required before the Franklin County
Commissioners; and
WHEREAS, Section 709.031 of the Ohio Revised Code requires that, prior to
said hearing, the Municipal Authority shall adopt a statement indicating
what services, if any, the Municipal Corporation will provide to the
territory proposed for annexation.
NOW, THEREFORE BE IT RESOLVED by the Council of the City of Dublin, State
of Ohio, 7 of the elected members concurring that:
Section 1. The City of Dublin will provide the following municipal
services for the 109.27± acres in Washington Township-Franklin County
upon the annexation of said area to the City of Dublin, Ohio:
POLICE The City provides Police service on a full twenty-four hour basis
and communications are contracted from Perry Township. The City also
has mutual aid agreements with other municipalities.
FIRE Fire protection is currently provided by well-staffed departments
in Washington and Perry Townships in Franklin County and Concord Township
in Delaware County. They too have mutual aid agreements with other
municipalities.
SANITATION Residential refuse collection services are contracted by the
City and would be available.
STREET MAINTENANCE The City has a Street Maintenance Department which
provides excellent service in the area of street and road maintenance.
Section 2. The City has SEWER and WATER service area contracts with the
City of Columbus and the subject property is within said service areas,
and conditioned on the ability of the City of Columbus to provide WATER,
and to provide sufficient SEWERAGE disposal capacity, the City will have
the ability to service the area.
Section 3. That this Resolution shall take effect and be in force from
and after the earliest period allowed by law.

In accordance with the provisions of Section 709.03
of the Ohio Revised Code, you are hereby notified that,
on the 3rd day of December , 19 87 , the undersigned,
as Agent for the Petitioners, filed an Annexation Petition
in the office of the Board of County Commissioners of
Franklin County, Ohio.
Said Petition prays for annexation to the City of
Dublin , Ohio, of 109.27 acres, more or
less, in Washington Township.
A copy of said Petition, with description and plat, is
attached hereto and made a part hereof.

PETITION FOR ANNEXATION
TO THE CITY OF Dublin
OF 109.27 ACRES,
MORE OR LESS, IN THE
TOWNSHIP OF Washinqton
TO THE BOARD OF COUNTY COMMISSIONERS
OF FRANKLIN CUUNTY, OHIO:
The undersigned, petitioners in the premises, and being a
MAJORITY OF OWNERS OF REAL ESTATE in the territory hereinafter
described, consisting of 109.27 acres, more or less, in
the Township of Washinqton which area is contiguous
and adjacent to the City of Dublin do hereby pray that
said territory be annexed to the City of Dublin according
to the statutes of the State of Ohio.
A full and accurate description and a plat of said territory
so prayed to be annexed are attached hereto and made part hereof.
In support of said Petition, your petitioners state that there
are within the territory so prayed to be annexed 3 OWNERS
OF REAL ESTATE.
Harrison W. Smith, Jr., is hereby appointed Agent for the
undersigned Petitioners, as required by Section 709.02 of the
Revised Code of Ohio. Said Agent is hereby authorized to make any
amendment and/or deletion which in his absolute and conipiete discretion
is necessary or proper under the circumstances then existing, and
~.n particular to make such amendment in order to correct any dis-
:repancy or mistake noted by the Franklin County Engineer in his
examination of the Petition and Plat. Said amendment shall be made
by the presentation of an amended plat and description to the Board
of, County Commissioners on, before, or after the date set for hearing
on this Petition.

WASHINGTON TOWNSHIP, FRANKLIN COUNTY, OHIO
WEST OF FRANTZ ROAD, NORTH OF TUTTLE ROAD
TO BE ANNEXED TO THE CITY OF DUBLIN, OHIO
Situated in the State of Ohio, County of Franklin, Township of
Washington, part of Virginia Military Survey No. 2419, being 109.27 acres for
annexation to the City of Dublin, Ohio, comprised of part of that 42.373 acre
tract, part of that 43.459 acre tract and part of that 13.00 acre tract as
;described in a deed to Tuttle Road Limited Partnership, of record in Official
Record Volume 08958H11, part of that 40.311 acre tract as described in a deed
to lee R, and Barbara Headlee, of record in Deed Book 2842, Page 83, and part
of that 4.515 acre tract as described in a deed to Lee R. and Barbara Headlee,
or record in Deed Book 2869, Page 594, (all references being to records in the
Recorder's Office, Franklin County, Ohio), said 109,27 acres being more
particularly described as follows:
Beginning at the northeasterly corner of said 43.373 acre tract of
land, at the northwesterly corner of the existing City of Dublin Corporation
line as established by Ordinance No. 49A-80, of record in Official Record
Volume 00505C10;
Thence South 12° 07' 10" East, along the easterly line of said 42.373
acre tract, the westerly line of said Dublin Corporation line, a distance of
1243.07 feet to a point of curvature at the northeasterly corner of that 7.208
acre tract as described in a deed to The Borror Corporation, of record in
Official Record Volume 08984D04 and the northeasterly corner of the existing
City of Dublin Corporation line as established by Ordinance No. 34-87;
Thence along the arc of a non-tangent curve to the right, having a
radius of 1,250.00 feet, a central angle of 21° 09' S8", an arc distance of
461.77 feet to a point of tangency at the northwesterly corner of said 7.208
acre tract and said corporation line, said arc being subtended by a chord
bearing South 89° 21' 12" West, a chord distance of 459.15 feet;
Thence South 12° 07' 10" East, along the westerly line of said 7.208
acre tract and said corporation line, a distance of 703.16 feet to a point;
Thence South 78° 55' 46" West, crossing said 42.373 acre tract, into
said 43.459 acre tract, being parallel to and 50.00 feet from (measured at
right angle) the centerline of Tuttle Road, 60.00 feet in width, a distance of
739,70 feet to an angle point;
Thence South 79° 25' 29" West, continuing being parallel to and 50.00
feet from (measured at right angle) the centerline of said Tuttle Road,
crossing said 43.459 acre tract, into said 13.00 acre tract, a distance of
762,80 feet to a point of curvature;
Thence along the westerly right-of-way line of proposed Parkcenter
Drive, 100.00 feet in width, the following four (4) courses and distances:
1) Along the arc of a non-tangent curve turn out to the left, having a
radius of 35.00 feet, a central angle of 90° 00' 00", an arc distance
of 54.98 feet to a point of tangency, said arc being subtended by a
chord bearing iuoi-ih 34° 25' 29" East; a chord distance of 49.50 feet;
2) North 10° 34' 31" West, a distance of 95.00 feet to a point of
curvature;
3) Along the arc of a curve to the left, having a radius of 500.00 feet,
a central angle of 20° 44' 34", an arc distance of 181.02 feet to a
point of reverse curvature, said arc being subtended by a chord
bearing North 20° 56' 48" West, a chord distance of 180.03 feet;

4) Along the arc of a curve to the right, having a radius of 600.00
feet, a central angle of 51° 16' 44", an arc distance of 536.99 feet
to a point, said arc being subtended by a chord bearing North
5° 40' 43" West, a chord distance of 519.25 feet;
Thence South 86° 15' 30" West, crossing said 13.00 acre tract, into
said 40.311 acre tract, a distance of 848.50 feet to an angle point;
Thence South 77° 07' 11" West, crossing said 40.311 acre tract and
said 4.515 acre tract, a distance of 401.57 feet to a point in the westerly
line of said 4.515 acre tract, in the easterly limited access right-of-way line
of Interstate Route 270, in an easterly existing City of Columbus Corporation
line as established by Ordinance No. 1958-87;
Thence North 12° 46' 42" West, along said corporation line and said
limited access right-of-way line, a distance of 1131.33 feet to a point at the
northwesterly corner of said 4.515 acre tract;
Thence North 82° 41' 22" East, along the northerly line of said 4.515
acre tract and said 40.311 acre tract a distance of 995.41 feet to an angle
point;
Thence North 82° 21' 53" East, along the northerly line of said 13.00
acre tract, said 43.459 and said 42.373 acre tract, a distance of 2151.64 feet
to the point of beginning and containing 109.27 acres of land to be annexed to
the City of Dublin, Ohio.
