OHIO DIRECTOR OF TRANSPORTATION LOWER THE SPEED LIMIT ON WEST DUBLIN-GRANVILLE ROAD BETWEEN SAWMILL ROAD AND RIVERSIDE DRIVE. WHEREAS, a request has been made to this Council that the statutory vehicular speed limit established by Section 4511.21, Revised Code of Ohio less than that considered reasonable and safe on West Dublin- Granville Road between Sawmill Road and Riverside Drive. WHEREAS, this Council has caused to be made an engineering and traffic investigation upon the section of road described above, and WHEREAS, it is the belief of this Board that such investigation confirms the allegation that the statutory speed limit of 50 mph is unrealistic. NOW, THEREFORE, BE IT RESOLVED by the Council of the Village of Dublin, State of Ohio, 5 of the elected members concurring: Section 1. By virtue of the provisions of Section 4511.21, Revised Code of Ohio the Director of Transportation is hereby requested to review the engineering and traffic investigation and to determine and declare a reasonable and safe prima facie speed limit on West Dublin-Granville Road between Sawmill Road and Riverside Drive in Franklin County, Ohio. Section 2. That when this Council is advised that the Director of Transportation has determined and declared a reasonable and safe speed Limit on the section of road described in Section 1 hereof, standard signs, properly posted and giving notice thereof will be erected. Bowman SUBJECT: S.R. 161 Speed Study DATE: January 6, 7.987 Please find attached the results of a speed study on S.R. 167 between Sawmill. Road and P.i verside Drive. The study was performed by Gerald ]dilcox of Traffic Engineering Services. The study has determined that the speed limit on this portion of S.R. 161 should be reduced from 50 mph to 45 mph. Despite the fact that the traffic volume at peak times effectively reduces the speed limit much below 45 mph, ODOT still classifies S.R. 161 as a rural highway. It is anticipated that with more development and the installation of signals, that we will. re-eva]uate the speed limitation within the next three (3) years. Mr. Wilcox has informed me that ODOT has requested that the Dublin Council pass a resolution requesting the State to change the speed limit. Dear Norm: (614) 882-2554 The Village of Dublin has retained me to perform a speedGs, j~ "" study on S.R. 161 between Sawmill Road and U.S. 33. Thep~~ would like. to reduce the speed limit. The existing speed:' limit is 50 m.p.h. The results of the study are attached and should be self -' _ explanatory except for two items. First, since I did not; - have a set of roadway plans, I had to estimate the bertical - grades. Although the alignment is adequate for 60 m p.h=:-- __ speeds, this is not possible under normal conditions due ao heavy traffic and interference from vehicles entering the.~;;~,:.:.. .highway or slowing to leave the highway. ..The accident data is based on an average of the years - -y - 1983-1984 and 1984-1985 which was obtained from the Department':` of Highway Safety. ,_, This area is undergoing rapid growth. A large shopping -- center is under construction on Sawmill Road which will have a public street connection to S.R. 161 in the vicinity of Log Point .75. It is believed that this intersection --_ will warrant a signal installation. If you have any questions about this material or need additional information, please call me.
