HomeMy WebLinkAbout33-09 ResolutionRECORD OF RESOLUTIONS Form No. 30045 33-09 Resolution No. Passed . 20 A RESOLUTION ESTABLISHING THE DUBLIN BICYCLE ADVISORY TASK FORCE AND DEFINING THE DUTIES AND FUNCTIONS OF THE TASK FORCE WHEREAS, the Dublin Community Plan and the Parks and Recreation Master Plan identify the need to examine our current bikeway system and consider on-street alternatives to enhance bicycle transportation; and WHEREAS, the City recognizes the potential benefits of abike-accessible community to the health, transportation and environmental needs of our citizens, businesses and visitors; and WHEREAS, the City is initiating amulti-modal study that will include a comprehensive bikeway plan; and WHEREAS, the City desires to continue to link and expand our existing multi-use path system; and WHEREAS, the City also desires to explore the opportunities for other types of bikeway facilities to accommodate bikeway transportation; and WHEREAS, the City desires to have a bikeway system that connects to adjacent jurisdictional bikeways to assist in the establishment of a regional bikeway system; and WHEREAS, the City desires to examine and identify needs related to bicycle parking, bicycle safety education, bikeway system promotion and traffic laws and enforcement of such laws as they relate to biking. 1~HEREFORE, BE IT RESOLVED by the Council of the City of Dublin, of the elected members concurring, that: Section 1. Establishment. A Dublin Bicycle Advisory Task Force shall be established consisting of at least nine individuals who shall be appointed by Council. The Task Force shall be established as follows: a. The Task Force shall at a minimum be comprised of one member of City Council, three residents (two adult residents and one teen resident), two City business representatives who are also City residents, one Dublin City Schools representative, one Mid-Ohio Regional Planning Commission staff representative, and one Consider Biking representative. b. The Task Force shall be in existence for eighteen months from the time of its first meeting. c. The Task Force shall meet regularly to complete its work during this eighteen- month period. d. City Council shall appoint a member of the Task Force to serve as Chair and a member of the Task Force to serve as Vice-Chair. e. The City Manager shall appoint a staff liaison. Section 2. Duties and Functions. The Task Force is exploratory in nature, and is being implemented to assist City Council in indentifying potential bike-oriented programs and facilities to consider as part of future City initiatives. The Task Force duties shall be: a. Developing a complete understanding of the current status of facilities, plans and programs which relate to, or impact the community's bike accessibility. b. Preliminarily identifying the key issues which need to be further explored in order for the Task Force to identify potential projects and initiatives which could improve Dublin's transportation facilities and programs for bike users; c. Preparing a work program within the first four months of the Task Force that clearly identifies the issues that will be addressed by the Task Force, the process the Task Force will use to address those issues, and any proposed resources that may be required by the task force to implement its proposed work program over the remaining 14 months of its existence; e. Implementing the work program, as approved by City Council; £ Providing a final report with recommendations regarding the issues addressed by the Task Force. Section 3. Reporting. a. The Task Force shall report to Council after the first four months regarding its progress toward complete its duties and functions. b. After City Council direction on the proposed work program, the Task Force shall report at least quarterly on its progress and activities. c. As anytime during its existence, the Task Force may report to Council more frequently if the Task Force or City Council deem such action necessary or appropriate. Section 4. Review of Recommendations. Once the Task Force has completed the assignment(s) of Council, the Task Force shall forward final recommendations to Council. At this time, Council will have the option of referring the recommendations to the Community Services Advisory Commission for review and recommendation. Section 5. This Resolution shall take effect upon adoption in accordance with Section 4.04(a) of the Revised Charter. Crandall, Director of Administrative Services Re: Resolution 33-09 -Establishing the Dublin Bicycle Advisory Task Force Summary In response to Council's request at the June 15, 2009 Council meeting, attached is a resolution establishing the Dublin Bicycle Advisory Task Force. Per Council's discussion, the resolution provides for the following: • The advisory group will be established as a "Task Force" as opposed to a "Commission." • The Task Force will be established for an eighteen (18) month period for the completion of its duties. • The two appointed Dublin business representatives will also be Dublin residents. • The City Council may elect to refer the Task Force's recommendations to the Community Services Advisory Commission for review and comment. • The Task Force will act in an exploratory capacity and bring its initial findings and a proposed work program to Council at the conclusion of the first four months. Council will then provide further direction to the Task Force on how it should proceed. • The Task Force will report to Council at least every three months thereafter. Regarding selection and appointment of members to this Task Force, staff will soon be prepared to propose to Council a list of possible appointees that would meet the criteria established for composition of the Task Force. Staff has been in preliminary discussions with the Dublin City Schools, the Mid-Ohio Regional Planning Commission and Consider Biking to inform each entity that formation of this Task Force is being considered by Council. All three organizations have expressed an interest in the opportunity of proposing a representative to serve as a member of the Task Force. Recommendation Staff is recommending passage of Resolution 33-09 and requests Council's direction regarding the process for appointments to the Task Force.
