AUTHORIZING THE CITY MANAGER TO EXECUTE
NECESSARY CONVEYANCE DOCUMENTATION TO ACCEPT
THE DEDICATION OF A 0.197 ACRE, MORE OR LESS,
EASEMENT: AND A 0.145 ACRE, MORE OR LESS,
TEMPORARY EASEMENT, FROM THE DUBLIN CITY SCHOOL
DISTRICT FOR THE MUIRFIELD DRIVE AT SELLS MILL
DRIVE PEDESTRIAN CROSSING IMPROVEMENTS
(22-021-CIP)
WHEREAS, the City of Dublin (the “City”) is preparing to construct the Muirfield
Drive at Sells Mill Drive Pedestrian Crossing Improvements (the “Project”) near
Scottish Corners Elementary School; and
WHEREAS, said Project requires that the City obtain certain property interests
from Franklin County parcel No. 273-003597-00, owned by the Dublin City School
District (the “Grantor”); and
WHEREAS, the Grantor is willing to dedicate as a donation the necessary
property interests to the City as set forth in the legal descriptions attached
hereto, and the City is willing to accept said dedication.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin,
State of Ohio, "1 of the elected members concurring that:
Section 1. The City Manager is hereby authorized to execute all necessary
conveyance documentation to accept the dedication of a 0.197 acre, more or less,
Easement; and a 0.145 acre, more or less, Temporary Easement, located within
Franklin County Parcel No. 273-003597-00, from the Dublin City School District.
Section 2. Council further hereby authorizes and directs the City Manager, the
Director of Law, the Director of Finance, the Clerk of Council, or other appropriate
officers of the City to take any other actions as may be appropriate to implement
this Ordinance without further legislation being required.
Section 3. This Ordinance shall take effect in accordance with 4.04(b) of the
Dublin Revised Charter.

Re: Ordinance 10-25 – Donation of Permanent and Temporary Easements for the
Muirfield Drive at Sells Mill Drive Pedestrian Crossing Improvements (22-021-CIP)
Summary
Dublin City School District is dedicating to the City the following property interests located within
Franklin County parcel No. 273-003597-00, as depicted on the attached exhibit, as follows:
• Parcel No. 273-003597-00:
o 0.197 acre Easement (12-SH)
o 0.145 acre Temporary Easement (12-T)
This ordinance allows the City Manager to execute all necessary conveyance documentation to
formally accept the dedication as a donation of the aforementioned property interests in the forms of
permanent and temporary easements.
Background
The City of Dublin (the "City") is preparing to construct pedestrian crossing improvements for
Muirfield Drive at Sells Mill Drive (the “Project”). The Project is being funded by the Safe Routes to
School (SRTS) program through the Ohio Department of Transportation (ODOT). The crossing
improvements will include a High Intensity Activated Crosswalk (HAWK), new curb ramps, street
lighting, pavement resurfacing, signs, pavement markings, and a new sidewalk connection between
the existing path and Scottish Corners Elementary School.
The Project is located on a parcel owned by Dublin City Schools and requires easements from this
property. A temporary construction easement is needed to build the project. A permanent easement
is needed for the long-term operation and maintenance of the HAWK system and to update an
easement from the 88-003-CIP record plan. After engaging in very amicable and supportive
discussions, the School District has agreed to dedicate, as a donation to the City, the necessary
easements to construct and maintain the proposed crossing improvements.
The construction of the Project is expected to commence this summer and is scheduled for
completion in spring 2026.
Recommendation
Staff recommends adoption of Ordinance 10-25 at the second reading/public hearing on May 5, 2025,
as this ordinance authorizes the City Manager to execute all necessary conveyance and contract
documents to formally accept the donation of the necessary property interests described above.
