A RESOLUTION ACCEPTING THE LOWEST AND
BEST BID FOR THE AVERY ROAD WIDENING
PROJECT (IRELAN PLACE TO SHIER-RINGS ROAD)
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the
Dublin Code, for the Avery Road Widening Project (Irelan Place to Shier-Rings
Road); and
WHEREAS, Council has determined that the bid submitted by The Shelly Company
constitutes the lowest and best bid; and
WHEREAS, Council has determined that there may be a legitimate need to declare
the relocation of the utilities in connection with the above-referenced project as a
"single source" procurement, for reason that the company owning the utilities in
question has the exclusive rights to relocate such utilities.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, ~ of the elected members concurring:
Section 1. That the bid submitted by The Shelly Company in the total amount of
$484,454.00 is hereby accepted.
Section 2. That the City Manager is hereby authorized to enter into contracts with
The Shelly Company for performance and completion of the Avery Road Widening
Project (Irelan Place to Shier-Rings Road), pursuant to the Advertisement, Proposal
and Contract Documents for said project on file in the office of the City Engineer.
Section 3. That this Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised Charter.

Resolution No. 24-09 -Bid Acceptance for Avery Road Widening Project
(Irelan Place to Shier-Rings Road)
On May 19, 2009, nine (9) bids were received, publicly opened and read for the Avery Road
Widening Project (Irelan Place to Shier-Rings Road). Staff has reviewed all bids. The Engineer's
estimate was $630,000. Funding for this project is provided by the Dublin Methodist Hospital TIF
and was identified in the 2009-2013 CIP. The Shelly Company submitted the lowest and best bid of
5484,454.00. A summary of the bids is listed below:

The Avery Road Widening Project (Irelan Place to Shier-Rings Road) will provide afour-lane
boulevard section from Irelan Place to Shier-Rings Road, including street lights, bikepath and
sidewalk. The movement of traffic through the Shier-Rings Road/Avery Road intersection will be
improved by eliminating the need to merge from afour-lane section to a two-lane section and back to
a four-lane section. Traffic on Avery Road will be maintained during construction. The project
completion date is scheduled for October 15, 2009.
A copy of the Avery Road Widening Project construction drawings has been placed in the Council
conference room for reference and review.
Staff has thorouglrly reviewed The Shelly Company bid. Previous experience with The Shelly
Company has been favorable, including the 2007 Eiterman Road Extension Project.

Recommendation
Staff recommends approval of Resolution 24-09, accepting the bid of The Shelly Company in the
amount of $484,454.00 as the lowest and best bid, and authorizing the City Manager to enter into a
conh~act with The Shelly Company for this project.
