Mr. Reiner was absent (excused). Staff members present were: Mr. Hansley, Mr. Ciarochi, Ms. Grigsby, Mr. Smith, Mr. Harding, Mr. McDaniel, Mr. Kindra, Ms. Clarke, Chief Geis, Mr. Stevens, and Mr. Hahn. Approval of Minutes of Au~ust 14. 2000 Meetin~ Mayor Kranstuber moved approval of the minutes as submitted. Mr. Peterson seconded the motion. Correspondence The Clerk reported that there was no correspondence requiring Council action. Staff Comments Mr. Hansley reported: 1. Welcome to Prank Ciarochi, new Assistant City Manager/Director of Development who began service with the City on August 21. - 2. The Innovation Groups has selected Embassy Suites, Dublin as the site of its June, 2001 national conference. Staff will be requesting Council's support in next year's budget for a ceremonial reception and miscellaneous support for the conference. Mr. Ciarochi commented that he is very happy to be in Dublin. Ms. Grigsby stated that on August 22, staff and Mayor Kranstuber met with representatives of Moody's Investor Services with regard to the fall bond issuance. The meeting went very well and Moody's was quite impressed with the projects they visited in the City. Mr. Harding reported that the City recently received the Governor's Excellence Award for its safety program and was one of four public entities in Ohio so honored. He thanked Ron Whittington, Safety Administrator and all employees who served on the Safety Committee for their efforts in this achievement. Mayor Kranstuber stated that this was featured as a headline article in The Daily Reporter. Comments from Citizens Mayor Kranstuber noted that 23 citizens have signed up to speak on the Wilcox Road - cui de sac project, and in view of this large number of speakers, the discussion will be postponed until the agenda is completed. He also suggested that spokespersons be selected for the groups. He noted that several people have signed up for the Rec Center parking lot expansion, but that item is on tonight's agenda under "Other." Wallace Maurer. 7351 Dublin Road asked if the rounds fees for the new golf course have been determined, in light of the fact that the memorandum of understanding describes the course as a public course to be owned by the City. Earlier, he did a poll ofthe municipal golf courses in the area and determined that the rounds fee ranged from $14 to $19. The Muirfield Village golf club fee for a guest is $150 per round. Council needs to reflect upon whom the course will serve and the level of the course in setting these fees. He read in the paper that an agreement is needed between the City and the Edwards Development Company now that the project has been rezoned. Mayor Kranstuber stated that the agreement with the golf course management firm is being negotiated. - Mr. Hansley clarified that the agreement is with the Tartan Fields Golf Company, the proposed firm to construct and operate the golf course. It is in negotiation at this time. When finalized, it will be forwarded to Council for approval and will at that time become a public document. Mayor Kranstuber asked if spokespersons have now been selected for the Wilcox Road cuI de sac issue. Brief discussion followed. The five residents who have concerns with the Wilcox Road cuI de sac indicated they would like to testify. Mayor Kranstuber indicated that if the discussion becomes too lengthy, he will place it on a future agenda for discussion. Karl Inman. 5429 Aubrey Loop noted that he is a resident of the Mews at Tuttle Crossing and has concerns about the cuI de sacs being constructed on Wilcox Road. He noted that he is an attorney, and has been approached by several people who have concerns about the road modifications underway. He has lived in Dublin for 1-112 years, but was not aware of the roadway modifications planned for this area. In researching this issue, he accessed Dublin's web site and reviewed the Community Plan adopted in November of 1997 where it calls for the City to discourage use of cuI de sac streets where possible; and that Wilcox Road should be maintained as a through north/south collector street. In November of 1999, Council approved a traffic calming policy city- --- wide, Resolution 42-99, which specifies percentages of area residents who must support traffic calming measures prior to implementation. In this case, he is not aware that such a process ever took place in regard to the cuI de sacs on Wilcox Road. Many residents who live south of the new cuI de sac being installed on Wilcox were left out of the process. He has learned that the fire department recommended against having additional cuI de sacs in the City, and Chief Geis indicated that the police department did not recommend this and that they were not involved in the process. He is concerned that these roadway changes will affect the safety of residents who live south of the cui de sac being constructed on Wilcox Road. It may still be a public issue which should be considered by the residents of the area in order to protect the children, the senior citizens and all residents of the City. Wendy Tullis. 5825 Locbury Lane. Village at Tuttle Crossing condominiums noted that Mr. Inman has summarized the key issues. The residents of their condo area believe that this was a unilateral decision. They were provided with some options, submitted feedback, and heard nothing until the measures were being implemented. This is not a temporary inconvenience for their condominium area - it adds 15 minutes to every trip they take to the north in Dublin. She wonders if anything can be done at this point, and for this reason, she has brought their concerns to Council. What is their recourse at this point? - Joel Karg. 5590 Wilcox Road stated that he believes the proper channels were used throughout this process. For the first time that they have lived in their home, they feel safe in allowing their children to play in their front yard. Traffic did not slow down in their area, despite lowered speed limits. For the first time, they have a sense of neighborhood in the area. He is in full support of the traffic calming measures currently underway and urges Council to continue with the program. Bill Yoder. 5661 Wilcox Road noted that he has a 15-minute presentation on this issue. Mayor Kranstuber indicated that he should limit his comments to five minutes in fairness to everyone. Mayor Kranstuber suggested that those who are opposed to the traffic calming be allowed to testify; after that, Mr. Yoder will be available as a resource for questions. ~ He added that Council has already taken action on this plan after months of meetings with a broad-based community group. He is not certain what the expectation is at this point. Discussion followed. Deanna Evans. 540 I Crossing Lane. Mews at Tuttle Crossing stated that she believes that use of taxpayer money for the proposed park is a misuse in view of the two existing parks located around the comer on Rings Road. Tamra Bailey. 5805 Locbmy Lane. Village at Tuttle Crossing stated that she was aware of a survey taken, but there was no follow-up with the residents. The first awareness she had of the road closing was when the sign went up. Her concern is that the Village at Tuttle Crossing is located right where the closing is taking place, and there has been an increased amount of turnaround traffic on their private roads, including trucks. There has been an increase in vagrancy in their neighborhood, and trash is being thrown on their property. As condominium owners, they are responsible for paying the maintenance costs associated with these items. They have been very negatively impacted by the traffic calming measures. Scott Wells. 5382 Aubrey Loop. Mews at Tuttle Crossing stated that his main point of contention is the information on the web site which indicates that two-thirds of the affected residents must concur with proposed traffic calming measures. He would like a - definition of the affected area for this project. He does not recall that anyone in his development was polled. Mayor Kranstuber stated that this is a different program than traffic calming. The only area where speed humps were installed for traffic calming was in Waterford Village. He then proceeded to describe the citizen input process and the work by the southwest neighborhoods to arrive at a comprehensive solution to the cut-through commercial traffic in the area. The concept was to push the traffic out to a square around the residential area, and one important component of that is the extension of Tuttle Crossing to A very which is not yet under construction. Mr. Wells indicated that the outcome has been to push their area out as well, and they have children who also need safe roads. He wonders if there is a better solution to address the issues without isolating residents on the south side of the cuI de sac from the rest of the City. Mayor Kranstuber indicated that at this point, Council has made their decision and funded this plan. Unless there is someone on Council who wants to reverse what has already been approved, the plan will stand. Lengthy discussion followed about the collaborative citizen/Council/ process used in the --- adoption of this Plan. At the conclusion of the discussion, Mayor Kranstuber proposed, and it was the consensus of Council that the Engineering division present the adopted traffic plan to the residents of the Mews and the Village at Tuttle Crossing and explain what will take place over the next few years. There may be some ways to mitigate some of their concerns about the plans. The meeting was set for Monday, September 25 at the Villages at Tuttle Crossing community center at 7 p.m. Mayor Kranstuber asked that Engineering, Planning, Police divisions and the Fire Department be represented at this public meeting. Ordinance 59-00 - An Ordinance Providing for a Change in Zoning for 22.462 Acres Located on the Southeast Corner of Metatec Boulevard and Post Road, From: PCD, Planned Commerce District, To: PUD, Planned Unit Development (Homestead Communities/Case File No. 00-030Z) (Applicant: Continental/NRI Office Ventures LTD., c/o Jonathan Kass, P.O. Box 712, Dublin, OH 43017; represented by Gary Gray, Homestead Communities, 150 E. Broad Street, Columbus, OH 43215) Mr. McCash indicated that he will abstain on this matter and left Council Chambers. Ms. Clarke noted that this is a rezoning for property currently zoned for office use on the south side of Post Road. The proposal is for a residential condominium development which would not be permitted under the currently zoned PCD district. This concept plan was favorably reviewed by Council in January. It includes 72 units on 22 acres. Ms. Clarke showed slides of the site and the surrounding area. Their plan has been amended slightly since the Planning Commission review - the one in the Council packet shows a broader setback from Metatec Drive and two units were dropped from a building. These are condominium homes with emphasis on a linear water feature to be - constructed along Post Road" with a bikepath connection from this new residential community, and access from two points on Wall Street and one on Metatec. The most contentious issue was whether this site should also have access from Post Road. The application before Council does not show access from Post Road, which was the recommendation from Planning Commission after several motions during the debate. The Commissioners were divided on this issue, but the prevailing vote was that the development should not have access to Post Road, a position the staff supported. The residents along Post Road endorsed an access on Post Road. This application does not conform with the land use recommended in the Community Plan. However, after design modifications over several months of meetings with the applicant, staff recommended approval. Planning Commission recommended approval as well, with 20 conditions as listed in the P&Z Record of Action of July 6, 2000. There was a split vote of 4-2. There was general agreement among the Commissioners that this did provide for an appropriate character on the south side of Post Road, with very attractive architecture, and substantiated a deviation from the Community Plan which recommended office use. Ms. Chinnici-Zuercher asked why staff recommended that there be no curb cuts on Post Road? Ms. Clarke stated that under the Perimeter Center text, all of the land being developed there, with the exception of a couple of single-family houses, is oriented toward the new internal road system, so that new trips are not generated onto Post Road. Over the last r-. 15-20 years, the speed and amount oftraffic on Post Road has been an issue. To take the densest housing in the area and provide access onto Post Road was counterproductive. The density for the project is at 3.2 units per acre. Mrs. Boring noted that at the concept plan stage, Council recommended lowering the density, but this has not happened. Council had previously expressed concern about the approximately 30 percent of multi-family zoned property in the development pipeline, and this may impact that percentage. Ms. Clarke stated that what she heard during the Community Plan process was the desire to reinforce single-family neighborhoods and to assure long-term stability in the community. Post Road is still a single-family neighborhood and there are virtually no architectural controls for this land. She noted that, subsequent to the last hearing, staff determined that dollars programmed for an ODOT overlay project for SR ~ 161 are not needed and can be reallocated to another project. Therefore, there is $200,000 available for another project. Mayor Kranstuber stated that these dollars could then be used to fund the Hawk's Nest park as previously scheduled. Mr. Mc.Cash moved that project 01-01, Transportation Major Projects, be eliminated and that $250,000 be allocated for the 00-01, 2001, Parks and Rec Major Projects, Hawk's Nest Park. Mayor Kranstuber summarized that the Hawk's Nest Park would be programmed for 2001 at $250,000, as originally scheduled. SECOND READING/PUBLIC HEARING - ORDINANCES Ordinance 68-99(Amended) - An Ordinance Amending Portions of the Zoning Code to Establish Outdoor Service and Auto-Oriented Commercial Facilities as Conditional Uses in [All] Commercial Districts. Ms. Clarke stated that this Code change came about as a result of the discussions ,~ regarding the Mary Kelley's application. The Law Director determined that Dublin's current Code does not adequately define these terms, and upon examination, it was found that the auto-oriented commercial definition was lacking as well. This Code change eliminates drive-ins and drive-throughs and includes more generic definitions. Auto-oriented would mean a facility where one would be in their car while the service is rendered or the service is rendered to their car; outdoor service facilities would include restaurant service, garden stores, outdoor display of merchandise - those things which are not housed in completely enclosed buildings. These definitions are added to the Code, and will be conditional uses in all commercial districts; auto-oriented will not be added to the list of conditional uses for Old Dublin because of the problems associated with stacking, etc. She pointed out that auto repair and gas stations were added to auto- oriented commercial, based on the characteristics of both. This was reviewed by Planning Commission on August 10,2000 and they recommended approval. Staff believes this amendment addresses the issues. Mr. McCash noted that in the outdoor service facility definition, it denotes stand alone parking lots. Doesn't the exceptional use district already include stand alone parking lots? Wouldn't someone have to rezone a property to do a stand alone parking lot? Ms. Clarke stated that the current exceptional use district is used very infrequently, and includes peculiar uses. There is only one ED in the City. This ordinance adds stand - alone parking as a conditional use in other districts. Mr. McCash wondered whether or not the City wants to have a stand alone parking lot as a conditional use rather than as a true rezoning. If it is a conditional use, it in essence becomes a permitted use. Ms. Clarke stated that a conditional use requires Planning Commission discretionary reVIew. Mr. McCash stated that it would then require an administrative review, versus a legislative review. Wouldn't the City rather keep stand alone parking lots at a rezoning level versus. a conditional use level? Ms. Clarke responded that there are a couple stand alone parking lots in Old Dublin, and it is assumed that it is a use that has an appropriate place. As Dublin continues to experience traffic problems, this becomes an important consideration. - Mrs. Boring asked if Dublin has used curb cuts to lower the speed of traffic. Riverside Drive has many curb cuts, but it does not seem to lower the speed. Ms. Clarke responded stated that highway engineers indicate curb cuts generally slow traffic, but turning movement increases accidents. It has not been the City policy to use curb cuts to slow traffic. Mayor Kranstuber asked for clarification about the number of votes needed for approval of the rezoning, in view of Mr. Reiner's absence and Mr. McCash's abstention, and how many votes would be needed to add the curb cut amendment for Post Road. Mr. Smith responded that the rezoning ordinance requires four votes of Council to approve, and an amendment would require a simply majority ofthose present. Gary Gray. Homestead Communities stated that they have met with the neighbors in the area, and have submitted letters of support from several corporate employers supporting the diversity of housing offered. The immediate commercial neighbors have also submitted letters of support. They have worked with the neighboring properties regarding land use, buffering and traffic patterns. Their target market is the over 55 group who is looking for diversified housing options, and these 70 units constitute less than five percent of the potential market in this area. He noted that the Indian Ridge rezoning for multi-family was removed last year and rezoned for the Cardinal Health project, so there actually has been a reduction in approved multi-family projects in - Dublin. These units are totally detached units with full basements and attached garages which will cost between $270,000 to $280,000. There are 10 live/work units designed for an office space and living quarters above; the rest are detached units of approximately 2,000 plus square feet. They are grouped around village greens which feed into the linear water feature along Post Road. The plan was enhanced subsequent to the Planning Commission review as Ms. Clarke has described. The exposure and visibility along Post Road were increased. He clarified that the applicant desires a curb cut on Post Road, but the Engineering staffhas indicated that it would require a turn lane. That turn lane would be detrimental to the Post Road water feature, so they have redesigned their project to have the entrance at another location. He then described other features of the plan. Edith Driscoll. 6230 Post Road stated that she represents the residents of Post Road. Council has received a copy of their petition which supports this rezoning. The issue is with the curb cut on Post Road and the related left turn lane. She reviewed the rear-end collision records from 1991 through 1998 between Emerald Parkway and Avery Road along Post Road. There were four such incidents during that period of time. This indicates that not adding a left turn lane at this curb cut would not result in a safety issue. Residents of Post Road support this development as an asset to the residential nature of Post Road. The residents support access along Post Road, and believe that the accident ~ records do not justify adding a left turn lane at this location. Chris Cline. 6060 Post Road stated that the applicant had previously indicated to them that the curb cut on Post Road was an important factor to the viability and quality of the project. That curb cut was included in the concept plan which was approved by Council. The residents are concerned with traffic on Post Road, and the density of this project is actually lower than portions of Water ford Village. It is not fair to call this a multi- family project on that basis. This kind of project produces a low traffic load and at off- peak times. With all of the entrances to the project, the Post Road curb cut would not be significant. The applicant had a traffic study done and the applicant also applied the ODOT standard related to a requirement for a left turn lane - all of the formulas indicated there is no reason for this. The Post Road entrance will make this development more a part of the existing neighborhood. This rezoning makes sense as a transitional site to the residential neighborhood. This development with low density residential is compatible with their neighborhood. It is the right land use for this site. r-- Mr. Peterson stated that, in reading P&Z minutes, it seems the plan as proposed did not include a Post Road curb cut. Then the Commission entertained a number of motions and conditions, all of which were agreed to, except that there would be no Post Road curb cut. He asked for clarification of whether the applicant is requesting the curb cut. Mr. Gray stated that they now agree with all of the conditions, including no Post Road curb cut. However, ifthere were a way that a Post Road access could be obtained without a left hand turn lane, they would agree to that as well. Mr. Cline stated that the applicant wanted a curb cut on Post Road at the outset, but they could not obtain staff approval without removing that curb cut from the plan. For this reason, the applicant is willing to accept no curb cut on Post Road. Mayor Kranstuber stated that there are three scenarios: a curb cut with a turn lane on Post Road, a curb cut without a left turn lane, or no curb cut on Post Road. He asked the applicant to affirm that he does not have a problem with including a curb cut on Post Road, but objects to the requirement of a left turn lane which impacts the water feature. Mr. Gray confirmed that this is correct. Ms. Chinnici-Zuercher asked where the curb cut along Post would be. Ms. Clarke responded that it would be at the pedestrian bridge location. "".--.. Mr. Peterson confirmed that the bikepaths and sidewalks are connected to the water feature even without a curb cut. Mr. Gray confirmed this. Mayor Kranstuber stated that the minutes reflect that P&Z grappled with this issue and finally endorsed the no access on Post Road version of the Plan. Ms. Clarke stated that the Engineering division cannot support Post Road access without a left turn lane, as Post is considered a substandard road with ditches on both sides. This recommendation is consistent with what has been done in other developments. Mr. Hansley asked why the neighbors support the curb cut on Post Road. Ms. Clarke responded that they believe it reinforces Post Road as a viable residential neighborhood. Mrs. Boring noted that she has had several phone conversations with Mr. Gray. The policy of the City has been that a developer pays the cost of a left turn lane needed to serve a development. She cannot support the project with a curb cut on Post Road. The connectivity to the Post Road neighborhoods is provided via the bikepaths. Mr. Adamek asked for clarification from the applicant about the enhancement of the Metatec entrance. - Mr. Gray clarified that the intent of enhancing the Metatec entrance was to provide more visibility to Post Road by removing two houses at that end of the site. They have added more water at this end of the site as well. Mr. Cline noted that the residents do not want a curb cut on Post Road if a turn lane is required. Ms. Chinnici-Zuercher asked Engineering to explain their justification for this recommendation. Mr. Kindra stated that the site already has three other curb cuts and typically, this type of site would be allowed two curb cuts. While there have been few accidents along this stretch of roadway, the risk will increase with the higher traffic volumes. Mrs. Boring noted that she had grappled with the land use change, but believes this creates a nice area along Post Road with a good buffer between the newer and the older areas. She will support this rezoning. Mr. Adamek stated that this is a quality product, and he has no concern with the land use change. He believes that Council needs to abide by the recommendation of the professional staff in regard to the left hand turn lane for the curb cut. The applicant was prudent in beautifying the Metatec entrance in order to enhance the neighborhood feel. He compliments the developer for integrating the neighborhoods into this plan. Mayor Kranstuber stated to the residents should be aware that the change by Council from income tax producing land use to residential is an extraordinary one, and does not conform to what was recommended in the Community Plan. He believes in supporting P&Z and staff in their recommendations. OTHER Discussion re plan for parking lot expansion to serve the Dublin Community Recreation Center and Dublin Community Relations Center Mayor Kranstuber stated that residents of Post Road who have concerns about the parking lot expansion have contacted most Council members. In the normal course of things, after approval by P&Z, Council would appropriate funds to award the contract. But due to the issues raised about the various components of this plan, he has placed this on Council's agenda for discussion. Mayor Kranstuber invited the residents present to testify. Valerie Costello. 5886 Post Road stated that she represents the Post Road neighbors who adjoin the Ferrell property. Staff has worked with them to help resolve the issues during ~ the P&Z review process. The residents presented a petition to P&Z outlining three critical issues for Council to discuss tonight. (1) Phase in for the parking lot expansion for the Rec Center. If the need is demonstrated, residents would support phasing, as the 88 spaces proposed eliminates much of the green space in the field. This parking expansion is also located far from the entrance to the Rec Center, and may not be utilized. (2) Eliminate the lit drive to the Ferrell house. There is a driveway which has been in use for over a year which is capable of accommodating emergency vehicles and the vehicles for the 10 employees housed there. The additional drive is unnecessary and would be disruptive to the neighborhood. (3) Reconsider the parking lot expansion on the Ferrell property. There is a 20 space, lit area being proposed, primarily for City staffwho meets in the conference room in that building. If parking were to be added for the Community RelationsCenter, they would recommend it be added on the ,-. west side where existing parking is located to eliminate the impact on the residential neighborhood. Bruce Johnson. 5648 Tara Hill Drive stated that he has an insurance business in Dublin and is a member of the Rec Center. He uses the park facilities, bikepaths, and attends the festivals. His property is on the north side of Tara Hill. If Council wants to add parking, he suggests that 40 spaces could be added closer to the Nyrop property horse barn, and 40 spots adjacent to the existing parking. He objects to the addition of parking at the northern end of the property line, close to the private property owners. To serve the Community Relations Center, access already exists from Post Road. The second access, with lighting, is not needed, especially in view ofthe future City Hall location. Spending money on a temporary basis for this access road and for additional parking at Community Relations is unnecessary. In addition, there are ecology issues related to the open space, and if the City does expand parking, it should be smaller and located close to the horse barn. He would also ask that the lighting for this Center be adjusted to reduce the impact on the neighborhood. In terms of the adequacy of the parking, the only parking crunch seems to be in the January time frame when the Center is heavily used. He is hoping for a compromise on this issue. Mayor Kranstuber asked staff for the justification for the expansion of the parking for Community Relations. Mr. Hahn responded that the current staff at that building consists of 10-12 people, and ~ their operation includes meetings for special event functions and for City management staff. The current parking accommodates only the in-house staff, and to utilize that building for what it was designed to do, more parking is needed. Mrs. Boring suggested that such meetings be programmed for other locations in the City. Mr. McDaniel stated that it is difficult to schedule a meeting in other City facilities due to the demand. Mr. Hansley added that the 5800 Building meeting space was converted to office space for the one stop development permit unit. The Rec Center meeting space is rented out and staff hesitates to use this fee-based space. Mr. McCash asked about the conference rooms on the second floor of Phase 2. Mr. McDaniel stated that those rooms are also fee-based, but they could certainly be used for meetings. Mayor Kranstuber suggested that a compromise be reached on the parking for the Community Relations Center. When he visited the Costello home and viewed the site, he wondered why parking could not be added on the other side of the building - to the west. It seems overkill to build an additional 20 spaces to the east. The road seems unnecessary. Mr. Hansley stated that adding parking to the existing lot would likely encroach more closely on the adjacent properties. - Mrs. Boring suggested that the number of additional parking spaces be cut from 20 to 10. There was a 3-2 split vote at P&Z on the parking expansion with a lot of discussion. She asked staff for the justification of the number of spaces. Mr. McDaniel stated that the numbers were based on staff's observations. The goal of tying the parking to the Rec Center lot was to minimize the use of the bridge and to minimize traffic accessing Post Road. Mr. Hansley stated that staff made a commitment to the neighboring property owners on Post Road at the time of the Ferrell property purchase that the entrance off of Post Road would be eliminated as soon as feasible. There have been issues raised by neighbors related to delivery truck traffic on the narrow, residential driveway. Mr. McCash asked if the Post Road access would be cut off as part of this proposal. Mr. McCash stated that if four parking spaces are needed per thousand square feet, and ".-... this is a 3,000 square foot building, then 13 parking spaces are adequate. Mr. Adamek noted that his experience has shown that the parking space there is inadequate. Mr. Hahn stated that the meeting room has an occupancy of 27 persons, and the formal offices house another 8 persons plus a reception area and work space. By use, the parking space is not adequate, as the occupancy sometimes approaches 50 persons. Mr. Adamek noted that there is asphalt behind the building and to the north which is part of the ADA ramping system. What if this path was to be expanded to give access to the barn to allow for front-end in or angled parking along that path? That would eliminate the 20 spaces to the east. Residents in the audience from Tara Hill responded that this would be in their back yards. They added that the parking lot at Community Relations is not full at all times, contrary to what has been reported by staff. A resident stated that they were told it would be a temporary building for City use. Mr. Hansley responded that a new City Hall is not programmed in the 5-year CIP at this time. At the time the Ferrell property was purchased, the intent was that in the future it would revert to a retreat center or something similar. ........., Another resident stated that she does not understand why the existing parking lot for the Community Relations cannot be expanded to the west. Mr. Hansley stated that he believes that the residents adjacent to the western side of the property would be opposed to that. Mrs. Boring noted that her understanding is that mounding would be included for this project to help with buffering. Ms. Clarke added that staff walked the property and looked at a possible expansion of the lot due west. A formal design has not been done at this point. Ms. Costello stated that the topography of that land to the west is much lower than the land to the east, so any parking there would direct lights down. Those on the other side of that tree line have a large mound to prevent overflow flooding. This would be a nice option to explore. Mayor Kranstuber asked that discussion focus on the Rec Center parking expansion. Ms. Chinnici-Zuercher proposed phasing of the parking expansion. She is not convinced of the need for all which has been proposed. The amount of asphalt being added will accommodate exceptional events versus everyday use. ..- Mr. Hansley stated that during the winter peak season, the parking is totally full for many events. Staffhas been reluctant to book all of the rooms at the building because of the parking problems which would result. However, Council can modify this plan if they don't believe there is a demonstrated need. Ms. Chinnici-Zuercher noted that another factor affecting this issue is the City's inability to take care of the property effectively at the current time. In the area of lots 241 and 242, there is material dumped where weeds are g rowing. The screening at the original parking lot has not been completed, so now that an enormous expansion is being proposed, there is limited citizen confidence that it will be screened sufficiently from residential invasion. Mr. Hahn explained that this material was dumped there in the spring or 1999 to be used as a base for the mounding for the expanded parking lot last year. The parking lot was then not expanded. "...... Mr. McDaniel encouraged residents to contact him when they are aware of such problems that the City has not addressed. Mr. Peterson stated that Council should either endorse P&Z's action or have a new proposal drawn up. He feels that Council is trying to address this without a full understanding of the issues. Mr. Hansley stated that if the plan were modified dramatically, it would likely require review again by P&Z. Mayor Kranstuber stated that he does not support phasing or adjusting the Rec Center parking expansion. The need has been established; he has observed the parking needs first hand. His issue is with the Community Relations parking portion of this plan and the connecting roadway. Mr. Adamek questioned why a road was proposed along the stream corridor and not from the big square to the west, directly near the barn area. It could instead have fence post lighting, 4 feet high, for roadway illumination only. When the driveway or path is expanded behind the existing Community Relations Center, additional parking could be added and the 20-space lot eliminated. This accomplishes expansion ofthe parking, provides some access to the Community Relations Center, and minimizes impact to the neighborhood and on the green space corridor. ......- Ms. Costello brought forward an alternative plan to share with Council which she indicated would preserve the greenspace and provide 84 parking spaces. (She shared this plan with Council who proceeded to examine it.) Mayor Kranstuber asked if Mr. Hahn wanted to comment. Mr. Hahn stated that the revised design submitted to Council takes into consideration the existing fence rows with vegetation. The placement of the access drive in the middle of this site is based on traffic flows at the existing Rec Center. When the original lot was done for the Rec Center, the stormwater was stubbed off, and this design ~llows for tie in to the existing plumbing system in the Rec Center which drains into the stormwater detention ponds in the front of the Rec Center. Discussion followed. Mr. McCash suggested that 8 to 10 parking spaces could be added west of the existing tree row at the Community Relations Center. Mrs. Boring agreed that this possibility should be investigated. Mr. Peterson stated that he does not understand the purpose of the road connection to the Community Relations Center. ~ Mayor Kranstuber stated that he does not know where this was generated from - Council did not request a road connection or parking expansion for the Community Relations Center. Mr. Hahn clarified that last year's submittal did not include the parking expansion for the Community Relations Center; at that time, a bikepath connection was shown to the Ferrell property. Mr. Hansley noted that the commitment was made to the neighbors to take the driveway access off of Post Road, that the building was to serve as a community building into the future, and that access was to come from the Rec Center parking lot. The bridge is serviceable, but is very narrow. The house on the site was a bonus and is now being used to house City staff prior to the time a new - City Hall is built. Ifthe City had not purchased the property, it would have been developed as multi or single-family housing. The property was needed for expansion of the parking to serve the Rec Center. Last year, Council made a determination to wait until a need was demonstrated for additional parking, in response to the neighborhood concerns. That demonstrated need has now been met. Council made a commitment to the community to expand the parking to meet the needs of the Center. Mayor Kranstuber stated that Council has purchased a number of other properties along the stream corridor for open space. He had always anticipated that the Ferrell property building would remain, but would become a nature center or something similar. At this time, however, the parking needs must be addressed. Mayor Kranstuber asked if any Council members would support exploring the possibility of eliminating the connecting road and reconfiguring the parking for the Community Relations Center. Mr. McCash, Ms. Chinnici-Zuercher, Mr. Peterson and Mayor Kranstuber indicated that they support this. Mrs. Boring stated that documentation is needed before this decision is made. She is uncomfortable with eliminating the road connection which ties this building to the other City facilities. She would consider modification, but not eliminating the roadway connection. r Mr. Adamek stated he favors modifying the road connection. Mayor Kranstuber clarified that this could be looked at in the future, but for now, four members have indicated their support of removing it from what is being proposed and modifying the parking expansion for the Community Relations Center. Mr. Adamek stated that he would support a separate consideration of the Community Relations Center parking expansion and roadway connection. Discussion followed. Mayor Kranstuber stated that in view of the adjacent residents, Council should be sensitive to this commercial uSe on park property. Mr. Adamek asked about the timing of the bid. Mr. Hahn responded that the project would be bid in the spring of 2001. Mr. Adamek stated that, based on tonight's input, staff could bring another alternative for the Community Relations Center parking expansion with a driveway to the north. Mr. Hansley added that ifit were dramatically changed, it would require review by P&Z. Mr. Adamek stated that he believes Council has the discretion to waive this. Ms. Costello stated that the Post Road Association met in regard to the Homestead I""""- Communities rezoning and this item was brought up. The residents unanimously support maintaining an entrance off of Post Road for the Community Relations Center and elimination of the driveway to the Rec Center, as it would allow cut-through traffic. She proposed that a meeting room at the Rec Center be used for staff meetings, as discussed. Parking is available there to accommodate the meetings. Mr. McCash responded that it could be referred to P&Z, or if Council decides this is the best compromise plan for all the residents, Council can waive this rule. Mr. Hansley stated that the downside of the residents' plan is that it eliminates the tree row. Mr. Hahn stated that the residents' plan is similar to the old plan, however the old plan did not eliminate the tree row. He would not be in favor oftaking this plan to P&Z. Discussion followed. Mr. McCash proposed that Mr. Hahn meet with the residents on the compromise plan to see if it can be tweaked to be acceptable. Mr. Hahn stated that ifhis goal is to arrive at a compromise between staff and the residents, that could be done. But to arrive at a compromise acceptable to all ofthe entities involved is not feasible. Robert Rowe. lot 241. 5647 Tara Hill Drive stated that he would like mounding to screen the headlights from the residential property. The proposal by the residents is a good alternative to the original plan. If the section of parking lot farthest to the north could be relocated to the south, that would be preferable. Keep the tree line on the western side of the parking lot as it exists, and move the farthest parking lot down to - where the barn is located. Scott Timmerman. lot 246.5705 Tara Hill Drive stated that those present tonight are the same people who expressed concern last year at P&Z. The issue has always remained one of accommodating the needs of the Rec Center and the concerns of the neighborhood. Tonight's discussion seems to have focused on the Community Relations Center and the access road. The parking for the Rec Center needs to be accessible to the patrons ofthe Center. There are issues with employee parking and City vehicle parking, and both of these groups could relocate to the remote parking areas. This would ease the parking congestion. Mayor Kranstuber called the question regarding the Rec Center parking lot expansion as approved by P&Z. Mr. Peterson, Mrs. Boring, Mr. Adamek and Mayor Kranstuber indicated that they support the Rec Center parking expansion as proposed by P&Z. Ms. Chinnici-Zuercher indicated that she believes all of these issues should have been considered during the past year. Her desire would be to assume the need is there, to reduce the invasion on the private residents behind the Rec Center in terms of lighting, and add mounding and trees as much as possible. -. Mayor Kranstuber summarized that four members of Council support proceeding with the Rec Center parking expansion as approved by P&Z. Mayor Kranstuber asked for Council's input regarding the parking expansion and road connection to serve the Community Relations Center. Mr. Peterson stated that he would support looking at an option that does not include the road connection and which includes parking expansion on the west side of Community Relations so that it is not so intrusive. If that option is determined not to be good, Council can revisit this proposal. Mrs. Boring stated that she supports looking at this option. Mayor Kranstuber stated he supports eliminating the road and having a smaller parking lot located to the west. Ms. Chinnici-Zuercher stated that there are two different goals which require clarification. At some point in time, there was apparently a desire to have a connection from the western to the eastern side ()fthe property. This connection would require some type of road, the location of which can be adjusted. So, does the goal still stand to have this connection or not, as it will dictate how this moves forward? Mayor Kranstuber stated that he does not recall that Council ever asked for a connection. Mr. Hansley stated that if the residents tonight are representing everyone on Post Road and are testifying that they have no objection to truck traffic and vehicles on the one-lane bridge to the Ferrell property, and ifthey do not want the entrance on Post Road eliminated, the connection to the Rec Center can then be eliminated. Mayor Kranstuber responded that Council is trying to do what is appropriate for this commercial use property on the City parkland. It is a balance issue. He also believes that the parking for the Community Relations Center and access should be treated as a - separate issue. Mayor Kranstuber, Mr. Peterson, and Mr. McCash confirmed that they do not believe a road connection is needed. Ms. Chinnici-Zuercher noted that she does not believe a road connection is needed, but a pedestrian connection instead. Mr. Hansley summarized that staff will take the design drawings for the Rec Center parking lot as approved by P&Z, eliminate the roadway connection to the Community Relations Center, and bring back a modified parking plan located on the western side of the Community Relations Center, based upon tonight's direction. Staffwill then likely take the modified plan to P&Z for their approval. Mayor Kranstuber asked for confirmation from Mr. Hahn that the plan for the Rec Center expansion as discussed tonight will go forward on its own track. Mr. Hahn responded that it will. Ms. Costello requested that Council once again consider the residents' compromise plan. Mayor Kranstuber responded that the decision has been made to go forward with the Rec Center parking expansion portion of the P&Z approved plan. Discussion continued of the various alternatives. ~ Ms. Clarke stated that any revision in regard to the Community Relations Center parking would likely not require review by P&Z, as their direction was to work the details out with the neighbors, being sensitive to their concerns. She would not want to propose a plan which takes out a tree row to the Planning Commission. Mayor Kranstuber summarized that Council has endorsed the concept of adding 8 to 10 parking spaces to the existing parking lot west of the CRC; that access to the CRC is to remain off of Post Road; and that staffwill bring this portion to Council for further consideration. She represented the City at the Single Point Urban Interchange (Sawmill/I-270 ,~ interchange) opening on Monday, August 28. The ceremonies went very well, except for the fact that the podium was constructed at a height to accommodate former Mayor Lashutka! 2. She served as a judge last week for Plan-It Columbus - an awards program sponsored by the City of Columbus Planning Department. She has brought back some of the materials and shared them with staff. They relate to historic code revision, watershed parks and watershed materials created by MORPC and a special environmental landscaping committee. They have actually been implemented in some surrounding communities. 3. As a follow-up on the Shoppes at Athenry matter, the Law Director's letter of August 9 indicated a court hearing was scheduled on September 12. What is the .",,'- status? ,,,,,,,is;,- ",,:l-~:.."; Mr. Smith stated that one hearing was held, they entered a plea of not guilty, and the cases are set for September 12 at this time. He is not certain if they will go forward on that date, but will keep Council apprised. 4. She noted that she has a conflict with the budget hearing scheduled for November 1st and possibly the one on November 8th, and asked if they could be adjusted. Following discussion, it was the consensus of Council to adjust the budget hearings to Wednesday, November 8; Monday, November 13; and Wednesday, November 15. Mr. Peterson: --- 1. Thanked staff for the information regarding the advertisement for bid for the odor control facility. 2. In regard to the progress report on Old Dublin, he suggested that staff communicate this information to the Old Dublin residents and business owners. Ms. Chinnici-Zuercher added that the Historic Dublin Revitalization Task Force meeting is set for tomorrow evening at 7 p.m., and the zoning code consultants will meet with Council at 5:30 p.m. Mrs. Boring noted that the water tower on Summitview has recently been repainted, and in years past, the City had some input on the color selection process. She asked that Council try to have input prior to the next time it is repainted. Mr. Hansley stated that had the City been aware this was planned, Dublin would have tried to work with them on aesthetics. Mrs. Boring asked that the City write a letter asking that Columbus contact Dublin in the future regarding any water tower repainting. Mr. Hansley agreed to put this request in writing to Mr. Doutt. Mr. Adamek reported: 1. The grand opening of the Dublin Health Center is scheduled on Thursday evening from 5 to 7 p.m. He will attend, and any other Council members are certainly welcome to attend as well. "........ 2. Ameritech has invited Council to a symposium on Wednesday, September 20 and asked that someone from staff attend. Mr. Smith responded that Greg Dunn oftheir office would attend. 3. An invitation was sent to Council regarding "Smart Growth Public Policies That Build Sustainable and Civil Communities" sponsored by Ohio State. If anyone is interested in attending, he has a copy of the information. Mayor Kranstuber reported that he has observed speeding traffic on numerous occasions on Tara Hill Drive and on Dublinshire Drive in the vicinity of Wyandot School. He suggested that speed trailers be used in these locations to help slow the traffic. He would also support running radar on residential streets versus concentrating on roads such as Emerald Parkway. Brief discussion followed about speed policy enforcement and traffic calming policies.
