HomeMy WebLinkAbout13-86 ResolutionRECORD OF RESOLUTIONS National Graphics Corp., Cols., O. ~'~'..;. ~~p~ j~(,~$ Form No. 6233-A Resolution 1Vo. 13-86 (Revised) Passed A RESOLUTION TO AUTHORIZE THE CONSTRUCTION OF A "T-TURNAROUND" AT THE TERMINUS OF MACBETH DRIVE. -----------------19-------- WHEREAS, property owners along Macbeth Drive have expressed a desire for a "T-turnaround"; and, WHEREAS, contiguous property owners are willing to dedicate portions of their property for the necessary right-of-way and also assist in construction; NOW, THEREFORE, BE IT RESOLVED by the Council of the Vil.l.age of Dublin, State of Ohio, 7 of the elected members concurring: Section 1. That the Vil.l.age Engineer be authorized to prepare the necessary construction plans in order to construct a "T-turnaround" at the terminus of Macbeth Drive and to prepare the required ordinance for vacation at the end of Macbeth Drive per letter on file. (See attachments.) Section 2. That this Resolution shall. take effect and be in force from and after the earliest period allowed by law. Passed this 15th day of September 1986. High St. July 23, 1986 Mr. Dave Amorose 4200 Macduff Way Dublin, Ohio 43017 Re: Macbeth Drive Dear Dave: Worthington, Ohio 43085 Enclosed for your review are two (2) copies each of proposed plans "A" and "B" to permanently "dead end" Macbeth Drive. As you will notice, Plan "A" utilizes the existing drives (widened if necessary) to form a "T-Turnaround" as is done in Columbus, whereas Plan "B" provides a full cul-de-sac. An approximate cost for each Plan is as follows: Plan "A" Plan "B" Engineering, Surveying, $ 1,200 $_:6,000 and Staking Construction ~ 1.50-Q ~ ~-4-9-Q Total: $ 2,700 $ 21,000 "= In our opinion, Plan "A" will adequately serve the intended purpose at a substantially lower cost to all parties involved,_ and that the "T-Turnarounds" will function adequately. ~1s I -= mentioned to you, these types of turnarounds are used in Columbus as permanent cul-de-sacs (see enclosed plan for Jay Place; recently constructed in Christopher Woods). Plan "B" would not only be more costly and take more time, but several large trees would need to be removed and a considerable amount of earthwork would be required within Lot 11. We propose that a small vacation plat be drawn up to vacate the four (4} feet of Macbeth Drive as shown, and. that this four foot strip be vacated by Village Council after any alterations necessary to widen/repave the drive are accomplished. The existing one (1) foot reserve would remain under private ownership since it has not been dedicated and since the owner has previously shown to be "uncooperative". Page 2 Macbeth Drive In order to assure that Macbeth Drive could not later be extended, we suggest that wording be included in the ordinance indicating the intent of the Village of Dublin never to reaquire the vacated four foot strip by eminent domain, or any other means. This wording of course, would need to be drawn up by the Village Law Director, etc. In conclusion, we ask for your support of Plan "A" and would be glad to meet with you and any other appropriate officials to discuss and expedite this matter.
