AN ORDINANCE AMENDING SECTION 32.63 OF THE
CODIFIED ORDINANCES OF THE CITY OF DUBLIN
REGARDING THE COMMUNITY SERVICES ADVISORY
COMMISSION, AND DECLARING AN EMERGENCY.

WHEREAS, City Council has reviewed the duties, function, structure and
assignments of the Community Services Advisory Commission; and
WHEREAS, City Council has determined that the demands made upon the
Community Services Advisory Commission necessitate an increase in the membership
composition of the Community Services Advisory Commission; and
WHEREAS, City Council desires to amend Chapter 32 of the Codified Ordinances in
order to increase the number of residents serving on the Community Services
Advisory Commission.
NOW, THEREFORE, BE IT ORDAINED by the Council, of the City of Dublin, State
of Ohio, ~ of the elected members concumng that:
Section 1. Section 32.63 (Membership) of the Codified Ordinances of the City of
Dublin is amended to read:
"The Community Services Advisory Commission shall be
comprised of as many resident members as Council deems
necessary to fulfill the duties of the Commission, except that at no
time shall the Commission have less than three members as
required by Section 7.02 of the Revised Charter of Dublin, Ohio.
All members shall be appointed by Council and shall serve three
year terms, subject to alteration as Council deems necessary to
accomplish a staggering of the expiration of terms. Terms shall
commence upon appointment and end on March 31 in the year of
the completed term. Members shall serve in accordance with
Section 7.02 of the Revised Charter of Dublin, Ohio. Members
shall not be appointed from specific organizations or groups;
however, Council shall endeavor to appoint persons with
expertise in the areas of community services."
Section 2. This ordinance is hereby declared to be an emergency necessary for the
immediate preservation of the public health, safety and welfare. The reason for such
necessity is that the increased demand upon the resources and time of the Community
Services Advisory Commission requires an immediate increase in members to properly
address the needs of the citizens of Dublin. Therefore, this ordinance shall go into
immediate effect.

RE: Ordinance 15-48 -Code Section 32.63 Amendment re Community
Services Advisory Commission
BACKGROUND:
At the direction of CitSr Council, this Ordinance was prepared to address the increased demand
on the Community Services Advisory Commission {"Commission"}. As such, the Ordinance
proposes to amend the language of the City of Dublin Code to permit City Council to determine
the appropriate number of members for the Commission. The Ordinance is presented as an
emergency measure in an effort to immediately address the problem and to allow the
Commission to effectivel}T address the needs of the citizens of the City of Dublin.
LEGISLATION:
The Ordinance proposes a change in the number of members from seven to a number that City
Council determines is appropriate in its own discretion. This is a redline version of the amended
section of the City of Dublin Code, Section 32.63:
"The Community Services Advisory Conunission shall be comprised of ~ as

RECOMMENDATION:
The Law Department recommends approval of Ordinance 15-48 by emergency.
