AMENDING THE A\TNUAL APPROPRIATIONS ORDINANCE
FOR THE FISCAL YEAR ENDING DECEMBER 31, 2009

WHEREAS, the Ohio Revised Code requires, when necessary, amendments to the annual
appropriations ordinance be made in order that appropriations are not over expended; and
WHEREAS, it is necessary to amend the annual appropriations ordinance to provide
funding authorization in certain budget accounts; and
WHEREAS, it is necessary to appropriate estimated resources identified in various
capital project funds for project-related expenditures; and
WHEREAS, at the beginning of each year it is necessary to appropriate unencumbered
balances in various capital project funds to authorize those funds for project-related
expenditures.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State
of Ohio, of the elected members concurring, that:
Section 1. There be appropriated from the unappropriated balance in the General Fund
the amount of $209,657 to account 101-1620-740-2421 for the purpose of planting of
trees on public property.
Section 2. There be appropriated from the unappropriated balance in the
Thomas/Kohler TIF Fund the amount of $483,245. Of the total, $317,745 is to be
appropriated to account 419-0314-780-2349 for design fees related to the widening of
Emerald Parkway from Rings Road to Tuttle Crossing Boulevard and for intersection
improvements at Emerald Parkway and Innovation Drive, and $16S,S00 to account 419-
0314-810-2790 to transfer funds to the General Obligation Debt Service Fund for the 2009
debt service obligations on the debt issued for the Emerald Parkway Phase 7A (Shier
Rings to Innovation) project.
Section 3. There be appropriated from the unappropriated balance in the McKitrick TIF
Fund the amount of S69S,8S0 to account 421-0314-810-2790 to transfer funds to the
General Obligation Debt Service Fund for the 2009 debt service obligations due on the
debt issued for Emerald Parkway Phase 2.
Section 4. There be appropriated from the unappropriated balance in the Rings Road
TIF Fund the amount of $286,400 to account 426-0314-810-2790 to transfer funds to the
General Obligation Debt Service Fund for the 2009 debt service obligations on the debt
issued for the Rings Road widening project.
Section S. There be appropriated from the unappropriated balance in the Perimeter
West TIF Fund the amount of $322,100 to account 431-0314-810-2790 to transfer funds
to the General Obligation Debt Service Fund for the 2009 debt service obligations on the
debt issued for the Perimeter Drive extension (Avery-Muirfield to Post Road) project.
Section 6. This ordinance shall take effect and be in force in accordance with Section
4.04(a) of the Dublin City Charter.

Re: Ordinance ?vo. 11-09, Amending the Annual Appropriations for Fiscal
Year Ending December 31, 2009
Summary
Each year an ordinance is prepared appropriating funding in various capital project funds and the
unencumbered fiords from tree replacement fees. Ordinance No. 11-09 provides for these
appropriations.
Section 1 appropriates available tree replacement fees as of December 31, 2008. The funds are
generated from pa}anents in lieu of tree replacement and will be used to plant trees on public
property.
The remaining sections appropriate funding for the Tax Increment Financing (TIF) Funds
identified. The majority of the requests relate to the debt service obligations due on debt issued
for the identified projects. Additional appropriations will be requested throughout the year as the
various public infrastructure improvement projects identified in the TIF agreements are initiated.
Section 2 provides additional appropriations for identified design fees related to the Emerald
Parkway widening project from Rings Road to Tuttle Crossing Boulevard. In a cooperative
effort with the City of Columbus, the City of Dublin will manage the construction of this project
and Columbus will reimburse Dublin for their portion of the costs. Section 2 also provides
additional appropriations for design fees related to the Emerald Parkway/ Innovation Drive
project for the construction of a left hand turn lane and traffic signal. This project is necessitated
by the Economic Development Agreement with IGS Energy.
Recommendation
It is recommended that Council dispense with the second reading/public hearing and adopt
Ordinance No. 1 I-09 at the March 16, 2009 City Council meeting.
