A RESOLUTION AUTHORIZING THE REGULATION OF
TRAFFIC ON MUIRFIELD DRIVE AND OTHER ROADS IN
MUIRFIELD VILLAGE AND WAIVING CERTAIN PROVISIONS
OF THE DUBLIN SIGN CODE AND NOISE ORDINANCE IN
CONJUNCTION WITH THE ANNUAL MEMORIAL TOURNAMENT

WHEREAS, the Annual Memorial Tournament is scheduled at the Muirfield Village Golf
Club from Monday, June 1, 2009 through Sunday, June 7, 2009 (or through Monday, June
8, 2009 if delayed by inclement weather) and
WHEREAS, it has been determined by Dublin City Council that traffic would be better
controlled by regulating traffic on Muirfield Drive and other roads in Muirfield, thereby
ensuring the health, safety and welfare of City residents; and
WHEREAS, Dublin City Council also desires to waive certain provisions of the sign code in
order to facilitate traffic movement and to provide directional signage regarding the
Memorial Tournament; and
WHEREAS, Dublin City Council further desires to waive the restrictions regarding the
loading and/or unloading of commercial waste receptacles within 500 yards of any
residentially zoned property between the hours of 7 a.m. to 11 p.m. in order to ensure the
public health, safety and welfare, and in order to facilitate prompt collection of commercial
waste generated from the Muirfield Corporate Hospitality Village, 8715 Muirfield Drive; one
receptacle located in the southwest corner of Memorial Tournament Sixth Tee parking
Iot,10573 Dublin Road; one receptacle located at 5602 Crossgate Drive; and one
compactor located at the Muirfield Clubhouse at 5750 Memorial Drive.
NOW, TH EFORE, BE IT RESOLVED, by the Council of the City of Dublin, State of
Ohio, of the members concurring that:
Section 1. Muirfield Drive and all other roads in Muirfield are to be closed to all traffic
except as authorized by the City Manager and Chief of Police from the hours of 7 a.m. to 9
p.m., Monday, June 1, 2009 through Sunday, June 7, 2009 (or through Monday, June 8,
2009 if delayed by inclement weather).
Section 2. In the further interest of the public health, safety and welfare, there shall be no
parking by Tournament attendees and others associated with these events on any street or
cul-de-sac in Muirfield Village except those streets designated as approved parking areas
by the City Manager, Chief of Police or their designee.
Section 3. Applicable provisions of the Dublin sign code are hereby waived in order to
facilitate traffic movement and direct out-of-town visitors to these events.
Section 4. In the interest of the public health, safety and welfare, Council hereby waives
the provisions of Section 132.03(6)(b)(4) of the Dublin Codified Ordinances for the time
period of Wednesday, May 27, 2009 through Monday, June 8, 2009 to extend the hours for
loading and/or unloading of commercial waste receptacles specifically designated herein to
the hours of 7 a.m. to 11 p.m. The receptacles and locations are identified as follows: two
dumpsters located in Muirfield Corporate Hospitality Village, 8715 Muirfield Drive; one
receptacle located in the southwest corner of Memorial Tournament Sixth Tee parking

compactor located at the Muirfield Clubhouse at 5750 Memorial Drive.
Section 5. This resolution shall be in force and effect immediately upon passage as
provided under Section 4.04(a) of the Revised Charter.

Re: Resolution 13-09 -Waiving Certain Provisions of Sign Code and Noise Ordinance
and Regulating Traffic during Memorial Tournament
Summary
As in previous years during the week of the Memorial Tournament, there is a need to implement a
plan which best facilitates the safe and efficient movement of traffic to and from the Muirfield area.
In order to do this, the City and the Police Division need the ability to change traffic patterns and
parking regulations in Muirfield Village to include implementing one-way traffic on designated
streets and prohibiting parking on a variety of streets. There are no changes in this year's resolution
from the traffic plan used last year.
In addition, due to the large influx of people to the Muirfield area during the tournament week, it is
necessary to allow some flexibility for contractors to collect trash from the receptacles set up for
this event. Because of this, the Police division is again requesting a waiver of the restrictions on
loading and unloading waste receptacles at the same locations identified last year. They are:
• 8715 Muirfield Drive (Muirfield Corporate Hospitality Village)
• 10573 Dublin Road (Sixth Tee parking lot)
• 5602 Crossgate Drive
• 5750 Memorial Drive (Muirfield Village Golf Club)
Resolution 13-09 will permit the Police Divison to once again implement a safe and efficient traffic
plan to accommodate the large volume of traffic for one of the signature events in the City.
Recommendation
Staff reco~mnends approval of Resolution 13-09 at the Apri16 Council meeting.

Section 2. The City Manager, be, and is hereby authorized to enter into an
agreements with ODOT for the purpose of repair and maintenance work to the US-33
structures over I-270 .
Section 3. This Resolution shall be in full force and effect on the earliest date
permitted by law.

Summary
Re: Resolution 16-09 -Authorizing the City Manager to Enter into an Agreement
with the Ohio Department of Transportation for Bridge Rehabilitation at the
U.S.33 and I-270 Interchange (ODOT PID # 85206)
The Ohio Department of Transportation (ODOT) has identified the need for, and has requested
cooperation from the City of Dublin to perform weekend concrete overlay on the eastbound and
westbound structures of US-33 over I-270. Additional work includes expansion joint repair or
replacement, parapet, abutment, and pier patching. In general terms, a weekend overlay means
doing one phase (closing one lane and leaving one lane open in each direction) per weekend for up
to four weekends to have all lanes completed. Weekend work is typically done from Friday night to
early Monday morning, and it could also include I-270 rainp closures.
Phasing of work and the timing of bidding for the project will be coordinated with the City during
the design phase, which probably won't occur for another year. The work is tentatively planned for
the summer of 2012 at an estimated cost of 51,250,000.
All costs associated with the State's highway improvement project will be paid for one hundred
percent (100%) by ODOT. Any features requested by the City, which are not necessary for the
improvements, as determined by the State and Federal Highway Administration, will be paid for
one hundred percent (100%) by the City. The City is not requesting any additional features as part
of this improvement.
Recommendation
Staff recommends approval of Resolution 16-09 on April 6, 2009.
