HomeMy WebLinkAbout09-09 ResolutionRECORD OF RESOLUTIONS al Blank, InC., Form No. 30045 Resolution No. 09-09 Pn.rsed , 20 A RESOLUTION WAIVING COMPETITIVE BIDDING REQUIREMENTS, PURSUANT TO SECTION 8.04 ("CONTRACTING PROCEDURES"), PARAGRAPH (C) ("WAIVER OF COMPETITIVE BIDDING"), OF THE DUBLIN CODIFIED ORDINA\TCES FOR PURCHASE OF ALCOHOLIC BEVERAGES FOR THE 2009 DUBLIN IRISH FESTIVAL WHEREAS, Section 8.04(c) of the Revised Dublin Charter authorizes Council, by a vote of no less than five (5) members, to waive competitive bidding requirements if Council determines that it is in the best interest of the City to do so; and WHEREAS, Superior Beverage Group has served as sponsors for the Dublin Irish Festival over the past two decades, contributing a substantial amount of financial and promotional support to the Festival; and WHEREAS, Coors is the parent company of Killian's Irish Red, and Superior Beverage Group of Columbus is the sole distributor for the Killian's Irish Red and Coors products in Central Ohio; and WHEREAS, it has been recommended by staff that it is in the City's best interest to waive competitive bidding requirements to designate the Superior Beverage Group as the provider of Killian's Irish Red and Coors products at the 2009 Dublin Irish Festival due to the financial and marketing benefits this sponsorship provides to the Festival and the City. NOW, TH FORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, of the elected members concurring that: Section 1. Superior Beverage Group of Columbus is hereby designated as the provider for Killian's Irish Red and Coors beer products for the 2009 Dublin Irish Festival. Section 2. Competitive bidding requirements are hereby waived for these purchases, as it has been determined to be in the City's best interest to do so. Section 3. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Charter. Passed this day of (4, 2009. March 12, 2009 Initiated By: Sandra Puskarcik, Director of Community Relations Buddy Caplinger, Event Administrator Memo Re: Resolution No. 09-09 -Waiving Competitive Bidding Requirements for Purchase of Alcoholic Beverages for 2009 Dublin Irish Festival Summary Attached for Council's consideration is Resolution 09-09 waiving competitive bidding requirements for the procurement of alcoholic beverages for the Dublin Irish Festival (DIF). Section 8.04 (c) of the Revised Dublin Charter authorizes Council, by a vote of no less than five (5) members, to waive the competitive bidding requirement if it determines that such waiver is in the best interest of the City. This year, as in years past, the alcohol beverage sponsor of the DIF is Killian's Irish Red. In exchange for the sponsorship dollars and advertising support provided by Killian's, the DIF serves products only offered by Coors, the parent company of Killian's Irish Red. Superior Beverage Group of Columbus is the sole distributor for the Killian's Irish Red and Coors products in Central Ohio. Expenditures for the purchase of alcohol (beer) for the 2009 DIF are estimated at $120,000. Appropriate funding for this purchase has been authorized by the Dublin City Council in the 2009 operating budget. Recommendation Staff recommends approval of Resolution 09-09, waiving competitive bidding for the purchase of alcohol for the 2009 Dublin Irish Festival.
