Roll Call r-- Council members present were: Mayor Kranstuber, Vice Mayor Adamek, Mr. Peterson, I Mr. Reiner, Ms. Chinnici-Zuercher, Mr. McCash, and Mrs. Boring. Approval of Minutes Mayor Kranstuber moved approval of the November 5, 2001 Council meeting minutes as submitted. Ms. Chinnici-Zuercher seconded the motion. Correspondence The Clerk reported that no correspondence requiring Council action had been received. Staff Comments Mr. Ciarochi: 1. Referred to the memo in Council meeting folders regarding the Muirfield Village signs on I-270. ODOT has informed the City that the northbound sign on 1-270 has been r- damaged and they would prefer not to replace it. Since permanent residential development signs are contrary to their policy, ODOT has suggested that they remove the sign at this time. They offered to install Muirfield Village directional signs on I-270 each year preceding the Memorial Tournament week. Staff requests Council direction. Mayor Kranstuber noted that he, too questions the legality of the sign ~ mile before Tuttle Crossing that states: "Muirfield next right." There is a similar sign on Sawmill. These are improper locations for directional signage to Muirfield Village. Mr. Hansley stated that there are several signs outside the City's jurisdiction that may have been placed in violation of State or City of Columbus policy. However, the point which the State and City staff are making is that there are no other subdivisions that have directional signs from major roadways. These particular signs have not been placed temporarily for Tournament week, but remain in place year-round. Mr. McCash noted that it would be more appropriate to use the brown event sign, which may also be covered. Mr. Hansley stated that the event signs are also temporary. If a subdivision anticipates a certain level of traffic during an event, they can request an event sign. This type of sign, which remains uncovered, focuses on the event, not the subdivision. .,r-- Mayor Kranstuber suggested that the placement of the signs be coordinated with the Police Department to ensure that traffic is directed appropriately. 2. Noted that staff met with the Waterford Civic Association recently, per Council's direction, regarding the proposed installation of sidewalks on Waterford Drive. There were approximately 50 residents present, the majority of which favored the sidewalk proposal. However, many opinion forms were taken to share with neighbors, so the final resident opinion tally is uncertain. Staffs intent is to provide the final resident opinion report at the December or first January Council meeting. Stated that the pricing on the long-term bonds for the Service Complex expansion and the special assessment related to the Ballantrae development was completed on November Sth. Good rates were received, ranging from 1.9% in the first year to 4.S% - percent in the 20th year. Mr. McDaniel: 1. Stated that in Amberleigh Village, a sign has been installed at the community park site that indicates: "Future site of Dublin community park." The rezoning of that site and the City's Arterial Traffic Plan have also identified that area as a possible future bridge site. The rezoning indicates that it is the developer's responsibility to make potential homebuyers aware of this fact. To further meet the need for notification, staff requests Council's authorization to add that information to the present posting. Mr. McCash inquired ifthe Amberleigh North rezoning approval required that the site be identified as a possible bridge location. Ms. Clarke responded that buyers are to be notified via a posting in the developer's model home or trailer. There is also a notation on the plats. However, now that the City has placed signage on the site to inform citizens of a future community park, the potential bridge site should also be indicated there. Mr. Hansley noted that staffhas received a complaint that potential homebuyers are not being informed of the bridge potential until shortly before closing on a home purchase. It appears that the developer is meeting the terms of the rezoning with minimal compliance. ~ In addition to this posting, the City may also desire to take some action to ensure that potential homeowners are adequately informed. Ms. Chinnici-Zuercher inquired if it is necessary to post notification of something that may not occur for 20 years. Mr. McCash stated that if no other notification is provided than that to the initial home purchasers, subsequent purchasers would have no way of knowing ofthis potential bridge. It could become an issue in the future. Ms. Chinnici-Zuercher stated that it would be wise to use language that would not evoke unnecessary inquiries from the public. Although Amberleigh was designed to accommodate a potential bridge, the City does not anticipate such action for years. Mr. Hansley requested that Council suggest appropriate language that would be clear, yet not unduly alarming. Mayor Kranstuber stated that "potential bridge location" should be sufficient. Mr. Hahn suggested that a phone number could be provided for citizen inquiries. ~ Ms. Chinnici-Zuercher suggested that, to avoid unnecessary staff time spent on inquiries, copies of a map of the proposed bridge site could be maintained and mailed in response to citizen inquiries. 2. Stated that, per Council's direction, the Parks and Recreation Advisory Commission developed a list of their recommendations for bikepath connections, which was provided in Council packets. Mr. Harding: 1. Noted that a copy ofthe advertisement for City Manager provided by Mr. Slavin was included in Council packets. Mr. Harding also received a phone call from Mr. Slavin today in which he indicated that the recruitment profile has been completed and is being forwarded via overnight express mail. The City Manager Retirement Open House will be held Wednesday, November 28th, 4:30 - 7:00 p.m., at the Recreation Center. 2. The Farewell Reception for outgoing City Council Members will be held - Thursday, December 13th, 5:00 - 7:00 p.m., at a location to be announced. 3. The Holly Days celebration will be Friday, November 30th. 4. Council has been provided tonight with a proposal for an opening ceremony for the skatepark on December 13th. Although the timing of the opening may not be optimal, the students will begin to use it, particularly during the Christmas break. The proposal includes Council, representatives ofPRAC and the other organizations involved in the skatepark development. Also, those students who were involved with the initiation of the skatepark project would be invited to be the official first users of the skatepark. Along with cookies and hot chocolate, the event would also include education on safety precautions for use of the skatepark. 5. A proposal has been provided in Council packets regarding the electronic kiosks to be located at the Recreation Center. The kiosks were approved in the 2002 budget. 6. Ms. Gilger will present the proposal for the cable government channel. Ms. Gilger stated that, at Mayor Kranstuber's request, preliminary research was conducted on the potential of having a government television channel for Dublin residents. Copies of that report were provided in the November 5th meeting packets. In the 2000 community survey, a third of the residents responded that they saw a need for such a service. The right to broadcast government programming is included in the current franchise agreement with Time Warner and Americast-Ameritech (now Wide Open West). As part of a system upgrade, the City would be provided the capability to override the - Columbus government channel, GTC Television - Channel 3. A partnership with Dublin schools is proposed, and the initial staffing, equipment and space would be available through the schools' vocational educational programs for video programming. For Phase One, or the initial start-up, Time Warner and City engineers would establish the necessary connections. When completed, the channel would be functional for the insertion of videotaped programming, as well as display of the Dublin Community Bulletin Board. At that preliminary level, the setup fee would be approximately $4,500. Mayor Kranstuber inquired ifthere was a limitation on the type of programming. Ms. Gilger responded that there is a difference between public access and government access, and the City's contract is for government access only, which would include school programmmg. Mayor Kranstuber inquired if Council direction is needed. Ms. Gilger responded that to proceed with a partnership with the schools, an ordinance and formal agreement would be required. Mayor Kranstuber stated that the suggestion to have a government channel has occurred frequently during the past several years. Recently, through the City-School partnering conferences, the suggestion developed more fully. He noted that both Dublin Coffinan ~ and Dublin Scioto high schools have up-to-date in-house television studios for use in video production classes. This opportunity would enable to the students to develop their skills while providing community information. He requested Council feedback. Mr. Adamek stated that it would give the City good exposure and provide beneficial exposure to the television industry for the students, therefore, he supports proceeding with the partnership. FORM NO. 10148 Held November 19, 2001 , (YEAR) Mrs. Boring referred to the proposal for the kiosks at the Rec Center, and questioned the location selection within the Center; it does not appear to be readily accessible to the public. ~ Ms. Puskarcik stated that as part of the original design for Phase 2 of the Recreation Center, this location was designated as the central area for public information. Mr. McDaniel stated that it would greatly overburden the front desk reception area to include these kiosks in that area. Although directional signage is proposed for the west entrance, the north entrance, where the kiosks will be located, is also a well-used entrance to the Rec Center. CITIZEN COMMENTS: Wallace Maurer. 7451 Dublin Road. stated that he has two items to address: 1. Regarding the issue of bike path placement, he is quite disturbed with the manner in which the City is fulfilling its promises. As he noted at the last Council meeting, he was absent when the bikepath was scraped out in his front yard. Recently, when he was viewing the site, a City employee approached him, carrying a chainsaw, and stated that he required Mr. Maurer's permission to remove some of the branches on the large tree in his yard. Mr. Maurer responded that there were a few dead ones, which could be removed. When the staff person inquired about some other branches, Mr. Maurer refused permission. In response, the individual stated that the City would see that the branches were removed; in fact, the tree may be removed. Since Mr. Maurer's practice has been to refrain from discussing policy with those who execute it, but limit it to those who make ~ it, he did not confront him, although he was incensed at the interchange. As he shared at the last Council meeting, he believes that the bikepath has been constructed a foot or two deeper within his property than the City had originally advised. Now, he also suspects that the bikepath pavement exceeds the width specified by the City. He inquired what the mandated bikepath width is. Mr. Ciarochi responded that the standard width is eight feet, and requested verification by Mr. Kindra. Mr. Kindra responded that the bikepath is designed to be eight feet wide. Mr. Maurer responded that he measured the path at several points. It is 8-112 feet wide, not including the beveled edge, which is an additional two to three inches. Therefore the path on his property totals nine feet in width. He suggested that he could probably ask that the City move the path at least a foot closer to the road and remove another foot off its width. 2. Stated that he has often offered advice to Council on various issues. He would like to offer advice regarding the Dublin election process, as it pertains to Council Member Adamek. He invited Vice-Mayor Adamek to join his ranks in the Public Comment forum. He added that the participation of its citizens in public comment improves the health ofthe democratic society. ~. Mr. Adamek responded that he would take that under advisement. Frank Todaro. 7325 MacBeth Drive, stated that he is a member and past president of the East Dublin Civic Association, and has been a resident of Dublin since 1989. Recently, they have been fortunate to have the City install sewer and water lines in their neighborhood. However, some of his neighbors are concerned about the letter they received on November 5th from the City Engineering Department, which discusses the connection process, primarily the amount ofthe tap-in fees and the time limitation for tap- in to the sewer. He stated that a City resolution was passed in 1992 regarding grandfathering of tap-in fees for City sewer and water to existing residents. The basis was that existing property owners had been paying taxes and contributing to the sewer system. Some of that money was used for the major sewer interceptor project, and the residents were aware that the sewer and water rates would likely increase soon after incurring the I 'I! :i ! ,:,,'::: +1 I I I.' Diligent property owners tapped in before the rates increased, however, his neighborhood was unable to do so, as the opportunity was unavailable to them. Consequently, that Council discussed the wisdom of permitting grandfathering of the tap-in fees for current residents of the City at that time. Since the details of that - resolution have not been carried forth, it is now left in this Council's hands to address. Therefore, he requested Council to: (I) Consider grandfathering their neighborhoods into the sewer and water tap-in fees, per that resolution. (2) Consider the timing of the tap-in to the sewer system. Although there is no deadline on water tap-in, there is a 90-day deadline for sewer tap-in from the date of receipt of the November 5th letter. The cost for an average home to tap into the City sewer and water including permit fees will be from $10,000 to $15,000. Many of his neighbors would find it difficult to finance that type of investment in 90 days. Although the letter states that homeowners who are unable to do so should contact the City Engineer's office, it would be appropriate to make the options public. This would permit the homeowner to plan according to the available options without the embarrassment of contacting the Engineer's office. (3) Make a decision regarding the tap-in fees quickly. Contractors have stated that it would be less expensive to install the lines before the ground freezes, but it is impossible to obtain the permits until the tap-in fees are paid. Mayor Kranstuber asked Mr. Todaro to read into the record the relevant section ofthe November 5th letter. Mr. Todaro summarized that the letter indicates that to obtain a water tap-in fee, the ...-.. homeowner must contact the Department of Development. The letter also indicates that the fee for the waterline is approximately $1,500 for the Dublin portion, $1,593 for the City of Columbus, $130 for the water meter, and $140 for the right-of-way permit before work can begin. Regarding the sewer line, the letter indicates a 90-day deadline from the date of receipt of the letter; the fees for the sewer line tapping permit total $2,900 -- $1,600 for the City of Dublin and $1,250 for the City of Columbus, and a $140 right-of- way permit. He added that although the letter does not seem to indicate a 90-day deadline for the water tap-in, from a practical standpoint, the homeowner would probably elect to do both at the same time. Mayor Kranstuber stated that he and Mrs. Boring have discussed this issue. He is aware that many residents are concerned about the issue, and he has requested Mr. Todaro to serve as spokesperson for those residents tonight. He added that he does not believe Council has made a final decision regarding the tap-in fees to date. Ms. Grigsby responded that there was discussion regarding assessment of the costs of installing the main line, and Council made the determination that the City would pay for the design, construction and installation of the water and sewer lines from the water and sewer fund. Traditionally, that is a cost that is assessed to the property owners, but because of the cost and the issues of health and safety, Council made the decision that the City would pay those costs. There was also discussion that the homeowners would be responsible for installation of the service lines from the main line to their homes and for - the tap fees at the current rate; however, a final determination regarding those costs was deferred to a later date. When the 1992 Council resolution was adopted, the assumption was that either the line would be installed through assessment to the homeowners, or a developer would install the lines. In either case, the City would grandfather the tap fees. However, now that the City is paying the cost of putting in the main line, it has been assumed that the homeowners would pay the current tap fees and install the service lines. In April of this year, a letter was sent to all the property owners advising them of the costs associated with a water tap-in or of a water/sewer tap-in. FORM NO 10148 Held November 19, 200l , (YEAR) Ms. Grigsby stated that this is correct. Mayor Kranstuber inquired if Council has the ability to alter the Columbus portion of the fee. Ms. Grigsby responded that they do not. - Mayor Kranstuber clarified that the discussion is then limited to the Dublin portion. If Council should decide to give some relief, could this cost be assessed over a number of years by either charging 10 percent to 50 percent of the current tap fee, or by using the prior tap fee rate? Ms. Grigsby responded that based on the 1992 resolution, Council has discretion on these fees. She noted that some new residents have moved into that area and they would receive the benefit of the lower tap rate, while other residents moving into the City pay the full tap rate. Staff s recommendation would be not to adjust the fees due to the fact that the City paid the cost of construction of the main lines. Mayor Kranstuber inquired if Council decided not to reduce the fees but rather to assess them over a period of years, how that could be accomplished. Ms. Grigsby stated that it could either be set up internally or the City could file assessments with the County Auditor for collection. Mr. Hansley noted that there is no "free ride." The costs will be paid either by the current homeowner or by all the water and sewer customers in the system with a rate increase. """"""' Mr. Adamek inquired about the 90-day timeframe for hook-up and where that is mandated. Ms. Grigsby stated that it is per Code due to the health and safety issue. Also, per Council's direction, staff is preparing an ordinance mandating tap-in to the water system. It would also set a 90-day requirement for tap-in. Mr. Adamek inquired if Council could defer this beyond the 90 days and allow residents to tap in over a two-year timeframe. Ms. Grigsby stated that there is some flexibility. In the City's legislation regarding the sewer, there is a section which allows the City Manager to waive the requirement for tap- in, with the concurrence of City Council. However, it would be necessary to check with the Board of Health as well. Mr. Adamek stated that the City could, in essence, set up a complete plan with a timeframe within which the homeowner would be required to tap in. It would also provide a plan for payment of the tap fees directly to the City or through an assessment to the property taxes collected by the County. The City could also, through notification from the City Manager's office, offer a deferral of the 90-day tap-in for the sewer. Mrs. Boring stated that because Dublin is a home rule city, it was able to set the 90-day ~ requirement. The City can change that as well. Mr. Hansley agreed, and stated that the only factor that could override that is if the Board of Health required an immediate tap-in due to a health and safety issue that existed downstream. For instance, when benzene was discovered in the water in Old Dublin a few years ago, the Board of Health ordered residents to tap in to the public water system as soon as possible. The time requirement could be 90 days, 180 days, or a structured program such as Mr. Adamek suggests. He added that the City now has a very expensive water and sewer system, and it is desirable to have enough customers on-line to pay for it through the normal rate structure. Mrs. Boring stated that the original assumption might have been that a developer would construct and pay for the main lines, and the residents would be grandfathered in, as they r H !' :H .t'! However, it was never suggested that if the developer did not do so and the City had to assume that burden, that the homeowner would be required to pay the current tap-in fee. She suggested that it would be correct to grandfather these residents back to the rates at that point in time. - t Mr. Hansley stated that the City in fact had the option not to construct the project, but to continue to wait for the development in the northeast quadrant. However, in response to citizen petitions, the City chose to install the water and sewer lines with funding from the City's water and sewer funds. It was a difficult decision. Mrs. Boring responded that the City often must make difficult choices. In this case, the City has $42 million in its operating budget, so it would be appropriate to give basic services to all of the older neighborhoods versus spending $42 million on parkland acquisition. Her suggestion is to give the property owners one year to tap in under the grandfathering rule. In addition, the property owners along the main line who do not need to tap-in could be assessed a service fee to maintain the main lines. This is the practice in Delaware County. Mayor Kranstuber inquired how many homes are in the identified area, and what the current tap-in cost is in comparison to the grandfathered rate. Ms. Grigsby responded that there is a total of 150 homes in the four areas. The water line tap-in is now $1,500.00; the rate prior to 1992 was $176. The sewer tap-in is now $1,600.00; the rate prior to 1992 was $100. Mayor Kranstuber stated that would total a difference of approximately $450,000. Mayor ~ Kranstuber asked Mr. Todaro ifthere would be any interest by the residents in having the tap-in fees assessed through the county collection of property taxes. Mr. Todaro responded that it would be a good option for those who are unable to pay the full amount at one time. He asked if there is any interest in changing the procedure - would it be possible to pass a resolution suspending Dublin's portion of the fees until a final decision is made. This would enable to residents to pay the Columbus portion of the fee, obtain the necessary permit from the Building Division, and hire a contractor to proceed with the installation of the service lines. Mr. Hansley noted that staff could support such an action. Mayor Kranstuber requested Council feedback before proceeding. Mr. McCash suggested a grandfathered rate for those who tap-in the first year, then implementation of a graduated rate for tap-ins over the next three years. Mr. Reiner responded that he would favor prolonged relief for the residents through a payment plan. However, this is a capital improvement to the homes. Everyone who purchases a home in Dublin pays for this, and it is a fair assessment. The City expended several million dollars for a project serving a limited number of houses. It is the current ..-. rate paid by the Dublin community, and it is not right to shift the responsibility ofthese additional costs to the rest of the community. Ms. Chinnici-Zuercher stated that Council's earlier discussion on this subject was that since the City was paying the larger cost of construction of the main water and sewer lines, the residents would pay their own tap-in fees. A significant consideration is that there are other areas that are still unserved, and it is important to maintain an equitable level of cost for all those areas. She would favor an extended payment term rather than a drastic reduction in the tap-in fee. These homes are older and have existed in the Dublin community for a number of years . They existed at the time the other homeowners had the opportunity to tap in to the water system for the $100 tap-in fee. Most ofthe homeowners in Muirfield were able to take advantage ofthe ,....-.-, $100 water tap-in and $176 sewer tap-in. At that time and for all the subsequent years, the residents of these 150 homes have paid for the maintenance of the water and sewer lines throughout the community. In addition, one of the reasons the tap-in fees have increased significantly is because the City allowed the development of major housing projects causing an overload to the system. Although the older homes were not a factor in the overload, nor were they provided the opportunity to tap into the City's water supply, they still paid an equal share for maintenance of the main waterline. It behooves Council now to honor the resolution which Council passed in 1992. If Council, in 1992, intended an exception to be made in the grandfathering resolution, they would have included such a prOVISIOn. Mr. Adamek clarified that in Section One, the resolution provides for "a reduction in the proposed increases." It does not include a provision for fees retroactive to the 1992 rate. Mrs. Boring moved to temporarily suspend collection of the Dublin portion of fees related to water and sewer tap-in for the four areas where sewer and water lines are under construction by the City (Dublin Manor, Hanna Hills Drive, MacBeth and MacDuff Way and Place, and Dan Sherri) until the issues are resolved by Council. Discussion continued regarding the necessary timeframe for a decision. Ms. Chinnici- Zuercher stated that it would be best to have closure on the issue this year. In order to have a resolution prepared for the December 10th Council meeting, the committee must meet in the interim. A meeting ofthe Public Services Committee was scheduled for Monday, December 3rd, at 7:00 p.m. Ms. Chinnici-Zuercher encouraged the East Dublin Civic Association members to attend the meeting. He noted that an article in today's edition of the Columbus Dispatch addresses the flurry of ~ annexation activity, which has occurred immediately before the new State law is due to take effect. Dublin has seen evidence of that in Franklin, Union and Delaware counties. Mayor Kranstuber stated that this state law has been made ineffectual due to the fact that it has prompted many more annexations than likely would have been submitted over the next 10 years. This is not what the outcome the townships wanted. If S.B. 5 never actually is effective, due to a referendum, the townships have triggered many more annexations to the City than would normally have occurred. Mrs. Boring inquired if it was possible to terminate an annexation petition. At what point would those questions be appropriate? Mayor Kranstuber suggested that Mr. Maurer contact him or Mr. Harding tomorrow. Mr. Maurer inquired if this selection process falls under the Personnel category for executive sessions, for which City Council may adjourn to closed sessions. Mayor Kranstuber responded that a consultant has been hired, who has met with Council members and staff members to develop a profile for the City Manager. The consultant - will then recruit candidates. During that time, he will also meet with others within the community - Mr. Maurer could be involved in that input, if he desires. Interviews of the narrowed list will follow. When the list has been shortened to a few candidates, there may be an open house at which time the public may meet the candidates and subsequently provide input to Council. Except for the actual interviews, the process will be public. Mr. Hansley stated for the record, that this process has identified an oversight in the City's revised charter. The current charter does not allow Council to appoint an Acting City Manager in the event of retirement or resignation of the City Manager. Mr. Hahn stated that PRAC reviewed the bikepath map and identified gaps to be filled in order of priority. These are specific recommendations for 2002 for the $150,000 annual appropriations for bikepath connections throughout the community. PRAC is seeking consensus from Council for staff to pursue the list of recommendations within the designated budget. 2. Stated that the PRAC memo also states that "if Council approves, PRAC will annually review the prioritized list of connections as part of its priority-setting workshop." She would like for them to continue that review. Mrs. Boring moved to approve the recommendations ofPRAC regarding bikepath connections, as outlined in the PRAC memo of October 31, 2001 and to authorize PRAC to review the prioritized list of connections annually in its "priority-setting" workshop. ,....... Ms. Chinnici-Zuercher reminded him that at the pre-budget meeting, Council had asked that the Community Relations budget be broken down into a comprehensive integrated budget for Council review. Mr. Peterson: ~ 1. Stated that after reading the Council minutes of the November 5th meeting, which he was unable to attend, he would like to offer clarification in respect to the Tree Replacement Program. He presented that issue at two consecutive Council meetings. At the first meeting, he made fellow Council members aware that the issue had been brought to his attention through citizen inquiries. Farid Masri, Indian Run Meadows Civic Association, requested that Mr. Peterson present the matter to Council. After City Council's response, he considered that the inquiry merited further study. He researched to see if other cities had a tree replacement program. Although he was unable to identify any cities with such a program, he brought the issue up again and asked that it be referred to a Council Committee for further study. The vote was unanimous to refer the issue to the Committee, and no one questioned his intentions at that time. The committee meeting was held, at which time he had no idea what direction the proposal might take. Mayor Kranstuber noted that following that Council meeting, a staff member also mentioned that at the committee meeting Mr. Peterson had made clear that either he would abstain from voting or would not utilize the program, should it be adopted. Mr. Peterson stated that is accurate. He is disappointed that his integrity was questioned when he was not present to clarify his position. Mr. Reiner: 1. Stated that the Kroger issue has dissipated. According to Attorney Buck Rinehart, his clients will no longer be pursuing that site along Dublin Road for a Kroger store. Mr. Adamek: 1. Reminded Council members that November 30th is the Holly Days Tree Lighting ceremony. 2. Noted that there are Board and Commission interviews on November 26th. He noted that he will be out of town November 25 through the 29th or 30th, so he cannot be present for the interviews. - 3. Stated that he has enjoyed working with City Manager Timothy Hansley the past four years. He has found him to be a man of integrity. Without Mr. Hansley's leadership and guidance, he is not certain the City would be where it is today. He has played a major role in formulating the development of the City over the past 14 years. He wished Mr. Hansley his best, noting that he is confident of his success in any future endeavors. He thanked him for all his hard work over the past 14 years on behalf ofthe community. Mayor Kranstuber: 1. Congratulated the Coffman Girls Soccer Team, which won the State Championship. He noted that he has asked Mr. McDaniel to prepare signage for the main gateways to the City. He plans to invite them to the December meeting for recognition. 2. Noted that he and Lt. Von Eckartsberg, as City representatives, recently met with a clergy/school/community group called "Healthy Communities, Healthy Youth." He will provide additional information for Council at a later date. 3. Noted that Midge Karrer, former Mayor Robert Karrer's wife, recently passed away. He attended the funeral. 4. Noted that he will participate in the Skateboard Opening Ceremony on December 19th. 5. Noted that the Dublin Coffman Football Team is playing in the Final Four, competing with Massillon, St. Xavier, and St. Ignatius. Dublin Coffman's next game is Saturday evening, November 24th, against St. Xavier. 6. Thanked Ms. Puskarcik and Ms. Gilger for their assistance in planning a pep rally - for the team. Although the event did not take place, their efforts were appreciated. 7. Noted that only three applications were received for the available Planning and Zoning Commission positions. He inquired if there was a need to advertise again. Ms. Chinnici-Zuercher suggested that the City work with Jodi Noreen of Leadership Dublin, specifically asking that she direct a letter to the alumni of Leadership Dublin making them aware of the open positions. Mr. McCash suggested that a letter also be sent to the civic association presidents. Following a brief discussion, Council directed the Council Clerk to forward letters to Ms. Noreen of Leadership Dublin and to the civic association presidents making them aware of the board and commission vacancies.
