The regular meeting of Council was called to order by Mayor Lewis at 7:38 P.M.
The roll call followed, with these members present: Amorose, Chambers, Lewis,
Headlee, Maurer, Suthpen, Thornton. Also present were Mr. Sheldon Village
Manager, Mr. Strutner Assistant Manager, Mr. Bowman Planner, Ms. Prushing
Finance Director, Mr. Smith Law Director and Mrs. Day the new Clerk of Council
Mr. Amorose moved, seconded by Mr. Sut~en, to approve the minutes of the May
2nd meeting. Vote on the motion was unanimous for approval. Mr. Amorose
moved, seconded by Mr. Chambers, to approve the bill listing for May 16th.
Vote on the motion was unanimous for approval.
Ordinance No. 28-83
Said ordinance to accept the lowest/best bid for 1983
was introduced by Mr. Chambers and read for the first
awarded a $165,781.00 contract to Northwood Stone and
Chambers moved, seconded by Mrs. Headlee, to dispense
reading rule and pass the ordinance by an emergency.

Said ordinance dealt with a proposed rezoning on Corbin's Mill Drive and was
scheduled for a second reading and public hearing. Mr. Thornton moved, J

Resolution No. 10-83
Said resolution to accept two deeds of easement necessary to maintain,
repair, etc. an 8" waterline, was introduced by Mrs. Headlee and read for the
first time. Mrs. Headlee moved, seconded by Mr. Thornton, to dispense with
the three time reading rule and pass the resolution by emergency. Vote on
the motion was unanimous for approval.
Resolution No. 11-83
Said resolution authorizing the Village Manager to execute and file an appli-
cation for water and land reservation funds was introduced by Mrs. Headlee
and read for the first time. Mr. Strutner pointed out there is no need to
pass this as emergency.
Ordinance No. 29-83
Said ordinance providing for change of zoning of a 10 acre parcel located at
the northern terminus of Shawan Way to be rezoned from Suburban Residential
to Community Commercial was introduced by Mrs. Headlee and read for the first
time. Mr. Lewis said the Council will refer this application to Planning and
Zoning Commission, after which it will come back for a public hearing.
Ordinance No. 30-83
Said ordinance enacting special licensing provlslons for vendor's licenses
on the occasion of the Memorial Tournament within the Village of Dublin, was
introduced by Mr. Sutphen and read for the first time. Mr. Thornton moved,
seconded by Mr. Amorose, to dispense with the three time reading rule and pass
ordinance an emergency. Vote on the motion was unanimous for approval.
Other
The Planning and Zoning Commission recommended final Plat approval of "The
Woods at Muirfield, Phase II". All requirements have been complied with
according to Mr. Bowman. Mrs. Headlee moved, seconded by Mr. Chambers, to
approve the Plat. Vote on the motion was unanimous for approval.

Mayor Lewis called the Councilmembers' attention to Mr. Strutner's memo
concerning a resident's suggestions on how Dublin could be made more attrac-
tive for the Memorial Tournament. Mrs. Headlee felt it was too late to
install planters unless we were prepared to pay high prices. Mrs. Maurer
felt the money would be well spent even if it meant hiring extra help. Mayor
Lewis would like to see planters at a few choice locations and will leave it
to the Village Manager's discretion as to how soon they can be installed. He
also suggested that Mr. Sheldon call the chairman of the Dublin Fund; the
Fund might award a grant to pay for general landscaping of this type. Mr.
Chambers is still concerned about cleaning the streets of Dublin and recommend
contracting a street sweeper this week.
Mayor Lewis appointed Mr. Thornton as chairman of a committee to study the
idea of building additional office space to the existing municipal building.
Mr. Sutphen and Mrs. Maurer agreed to serve on this committee.
Roundtabl e.
Mr. Sutphen, who is Council's representative of the Future Dublin Schools
Committee, reported that all is going well. The first week in June all
schools are having a meeting about school facilities, trying to get feedback
from the community on what avenues to take in the future. He also called the
supervisor of Warner Cable Company and was told that cable is in Muirfield
and they plan on proceeding June 1st.
Mrs. Maurer suggested meeting with our attorney at a special meeting to
discuss the Vlahos easement. All other Councilmembers felt the matter should
be left to the Village Manager's discretion.
Mr. Chambers pointed out, that lately the Council meetings have been very
short, yet the Village has enough problems to discuss. He suggested that it
was time to start working on issues for the November ballot. He has some
changes to the Charter he wishes to have considered for November. He reminded
Councilmembers of the Memorial ceremonies scheduled for Memorial Day and
encouraged them to join in the ceremonies.
Mr. Lewis reminded Councilmembers of the June 6 special meeting, when the Art
Committee will report on creating a permanent Arts Council for Dublin. They
have been busy putting a number of activities together that will be of great
interest to people.
Mr. SU~phen asked if there will be any more discussion on the Police Award
Program. Mr. Lewis said he will make a recommendation at the next Council
meeting.
Mayor Lewis adjourned the meeting at 8:10 P.M.
