Form No. 1097 .,'t:.L"," II ehl May 2, 1983 I 19 The regular meeting of Council was called to order by Mayor Lewis at 7:40 P. M. The roll call followed with these members present: Amorose, Chambers, Headlee, Lewis, Maurer, Sutphen and Thornton. Also present were Mr. Sheldon, Village Manager, Mr. Strutner, Assistant Manager and Acting Clerk, Mr. Smith, Law Director, and Ms. Prushing, Finance Director. Mr. Amorose moved, seconded by Mr. Sutphen, to approve the minutes of the April 18th meeting. All voted in favor of the motion, except Mrs. Maurer, who abstained. Mr. Amorose moved, seconded by Mr. Chambers, to approve the bill listing for May 2nd. Vote on the motion was unanimous for approval. It was moved by Mr. Amorose, seconded by Mr. Thornton, to appoint Mrs. Judith Day as Clerk of Council. Vote on the motion was unanimous for approval. Ordinance No. 21-83 Said ordinance to amend Section 557.03 of the Codified Ordinances was read for the third time. Mr. Chambers moved to amend the ordinance by deleting all of Section 1. (c.). Mr. Lewis suggested that Mr. Chambers' concern could be met by amending this section to read: "If, upon inspection, it is found that either the published order or the individual order of the Manager has not been compli- ed with as to any lot or parcel of ground, the work required will be done by I the Municipality, with the amount expended thereof to be a valid claim against such owner or occupant and charged as a lien upon the land and recovered by the Municipali ty by suit in a court of competent jurisdiction." Mr. Chambers a- greed to so amending his motion of amendment, and Mr. Sutphen seconded the mo- tion. Vote on the amendment and the ordinance was unanimous for approval. Resulution No. 09-83 Said resolution to award the bid for general obligation bonds in the amount of $1,979,000.00 was introduced by Mrs. Headlee and read for the first time. Said bonds are issued for the purpose of financing: 1. The construction of 10,000 lineal feet of 16" waterline, 2. The construction of the water storage tank and acquiring related equipment and appurtenances, and 3. The improvement of Frantz Road, Post Road and S.R. 161 intersections. The bid was awarded to The Ohio Company at an interest rate of 8.625%. Mrs. Headlee moved, seconded by Mr. Thornton, to dispense with the three-time reading rule and pass the resolution by an emergency. Vote on the motion and resolution was unanimous for approval. Ordinance No. 25-83 Said ordinance to accept the bid for Avery Park Improvements was introduced by Mrs. Headlee and read for the first time. The low bidder was Strawser Paving Co. with a bid of $139,907.44 for the base contract and alternates recommended by the Manager and The Parks and Recreation Committee. Mrs. Headlee moved, seconded by Mrs. Maurer, to dispense with the three-time reading rule and pass the ordinance by an emergency. Vote on the motion and the ordinance was unanimous for approval. Ordinance No. 26-83 Said ordinance to amend the 1983 Appropriations (Ordinance No. 68-82) was introduced by Mrs. Headlee and read for the first time. Mrs. Maurer moved, seconded by Mr. Amorose, to dispense with the three-time reading rule and pass the ordinance by emergency. Vote on the motion and the ordinance was unanimous for approval. Form No. 1097 c"'~ Held May 2, 1983 19 Ordinance No. 27-83 Said ordinance conveying the consent of the Village to the Director of the Ohio Department of Transportation for seal coating 0.38 mile of U.S. 33 was introduced by Mrs. Headlee and read for the first time. Mrs. Headlee moved, seconded by Mr. Chambers, to dispense with the three-time reading rule and pass by emergency. Vote on the motion and the ordinance was unanimous for approval. Other Mr. Sheldon is to research the costs involved in establishing the Awards and Commendations Program proposed by the Police Department. Also other area police agencies are to be surveyed regarding similar programs. Mr. Smith referred to a letter received from the City of Columbus, Department of Energy and Telecommunications, regarding C & SOE's application with PUCO to increase electric rates by 16% which would increase theE annual revenue by $100,000,000.00. The City of Columbus is suggesting a coalition of communities to jointly intervene in this case. Council directed a representa- tive of Dublin to attend the May 10th meeting on this matter. Columbus had also transmitted an agreement and request for a $500.00 contribution to cover I their provision of legal and economic consultant services in the intervention. I Mrs. Headlee moved, seconded by Mr. Sutphen, to authorize the Manager to execute the agreement with the City of Columbus and contribute $500.00. Vote on the motion was unanimous for approval. Council established the following meeting 1983 dates in order to accomodate holidays on July 4th and September 5th: July Council-------------------__Tuesday, July 5th Planning and Zoning---------Wednesday, July 6th September Council------------------___Tuesday, September 6th Planning and Zoning---------Wednesday, September 7th Roundtable Mr. Chambers reported that most activities scheduled for Clean-Up-Day the Saturday past were cancelled by the persons involved due to the weather. It is suggested and encouraged that these activities be re-scheduled as soon as possible. He also requested that the Manager prepare a step-by-step proce- dure to be used by Council in the selection of future Clerk of Council for Council's review and approval. Mr. Smith reported on the status of our intervention with Consumers' Council in the Columbia Gas rate case. He recently met with Consumers' Council to review our case and said that it would be September or October of this year before a decision is made by PUCO. He also reported that he has an upcoming meeting with Mr. Pickett regarding the athletic center concept.
