The regular meeting of Council was called to order by Mayor Lewis at 7:45 P.M.
Mayor Lewis appointed Mr. Strutner as Acting Clerk of Council until a replace-
ment is hired for Mrs. Semons. The roll call followed with these members pre-I
sent: Amorose, Chambers, Headlee, Lewis, Sutphen and Thornton. Mrs. Maurer
was absent. Also present were Mr. Sheldon, Village Manager; Mr. Strutner,
Assistant Manager and Acting Clerk; Mr. Smith, Law Director; and Ms. Prushing,
Finance Director.
Mrs. Headlee moved, seconded by Mr. Amorose, to approve the minutes of the
April 4th meeting. Mr. Sheldon stated that he had made a change in these
minutes showing that Mr. Sutphen had been present at the meeting. All voted
in favor of the motion, except Mr. Thornton who abstained. Mayor Lewis amende
the minutes of the April 11th Special meeting to reflect the 4-3 vote in favor
of the motion by Mr. Amorose to approve the Avery Park Improvements (as amende ),
Scioto Bridge Design, Municipal Building Expansion/New Building Design, and
Frantz Road Boulevarding projects for 1983. Mr. Amorose moved, seconded by Mr
Thornton, to approve the minutes of the April 11 Special meeting as amended.
Vote on the motion was unanimous for approval. Mr. Amorose moved, seconded by
Mr. Sutphen, to approve the bill listing for April 18th. Vote on the motion
was unanimous for approval.
Ordinance No. 24-83
Said ordinance to accept the bid for design engineering of the Scioto Bridge
was introduced by Mayor Lewis and read for the first time. Mayor Lewis re-
quested that this ordinance be moved up on the agenda because the subject had
been discussed at earlier Council meetings. Mr. Thornton moved, seconded by
Mr. Chambers, to accept the bid of T.Y. Lin International in the amount of
$120,960.00 and to dispense with the three-time reading rule and pass as an
emergency. Vote on the motion and the ordinance was unanimous for approval.
Ordinance No. 08-83 ,
Said ordinance td regulate alarm systems was a tabled item. Mr. Chambers I
moved, seconded by Mr. Thornton, to remove it from the table. Vote on the
motion was unanimous for approval. Mr. Thornton moved, seconded by Mr. Amorosi"
to amend Section .02 to read in its entirety as follows: "The programming of
any pre-recorded messages shall not remain connected to any police/fire emer- I
gency phone line for a period in excess of 20 seconds". Vote on the motion I
was unanimous for approval. Mr. Chambers moved, seconded by Mr. Amorose, to
amend the ordinance further by: adding a new Section .07 (Appeals), adding
new language to Section .99 (Penalties) (b), and adding a new subsection (e)
to Section .99, all per the Law Directors' memo dated March 31, 1983, exceptin
#4 of said memo which is not to be included; and deleting (d) from Section .99
Vote on the motion was unanimous for approval. Vote on the ordinance was un-
animous for approval.
Ordinance No. 21-83
Said ordinance amending Section 557.03 of the Codified Ordinances regarding th
cleaning of unsightly debris from property was read for the second time.
Resolution No. 06-83
Said resolution regulating traffic in Muirfield Village during the Memorial
Tournament was read for the third time. Vote on its passage was unanimous for
approval.
Ordinance No. 14-83
Said ordinance regarding damage to road and street right-of-way was read for
the third time. Vote on its passage was unanimous for approval.
Ordinance No. 15-83
Said ordinance to resolve encroachment on Village of Dublin easements was read
for the third time. Vote on its passage was unanimous for approval.

Resolution No. 08-83 I
Said resolution to accept on easement for right-of-way was read for the third
time. Vote on its passage was unanimous for approval.
Ordinance No. 22-83
Said ordinance to renew the note on Avery Park land purchase was introduced by
Mr. Thornton and read for the first time. The institution is the Huntington
Bank and the interest rate is 5.74%. Mrs. Headlee moved, seconded by Mr.
Amorose, to dispense with the three time reading rule and pass as an emergency

Said ordinance to vacate a utility easement and accept an alternate easement i

that it be stated in the minutes of the meeting that the residence involved wa
built in 1955, prior to the property's annexation to Dublin. Mr. Chambers
moved, seconded by Mr. Thornton, to dispense with the three time reading rule I
and pass as an emergency. Vote on the motion and the ordinance was unanimous I
for approval.

Mr. Howard Adams was present to answer any questions. Mr.

Report by the Coordinator for the Cleanup Campaign
Mr. Chambers gave a brief report on his activities as Coordinator and on the
Campaign. The goal is to clean all streets and rights-of-way in the Village.
Trash bags are available at the Municipal Building.
Council Roundtable Discussion
Mayor Lewis asked Council to consider the memo from the Police Department re-
garding the institution of an Awards Program. He asked Council to discuss the
matter at the next meeting. He referred to a memo from the Village Engineer
regarding Billingsley Ditch and requested a recommendation from Council as to
when to place the matter on the agenda for discussion.
Mr. Amorose requested the Village Manager to investigate the compliance of Dal
Drive developments with the landscape ordinance.
Mrs. Headlee expressed her exasperation at the School Board's intent to remove
the tennis courts at the Middle School when the renovations and additions are
undertaken, and the lack of intent to replace them. The Council echoed her
feelings. Mrs. Headlee will be attending the Steering Committee Meeting on
April 20th for Mr. Sutphen, who has a previous committment, and she will conve
these feelings at the meeting.
