The regular meeting of Council was called to order by Mayor Lewis at 7:40 P.M.
with the following members present: Amorose, Chambers, Headlee, Lewis, Maurer.
Mr. Thornton was absent. Also present were Mr. Smith, Law Director, and Mr.

Mr. Amorose moved, seconded by Mrs. Maurer, to approve the minutes of the Marchi
21st meeting. All voted approval except Mrs. Headlee who abstained. Mr. Amo-
rose moved, seconded by Mrs. Headlee, to approve the bill listing for April 4th
Vote on the motion was unanimous for approval.
The Clerk read a proclamation specifying the week of April 24th-30th as Clean
Up Week and April 30th as "Clean Up Day" in the Village of Dublin. The Clerk
also read her memo of resignation effective April 6th.
Tabled Ordinance No. 08-83
Said ordinance to regulate fire alarm systems, etc., remained tabled.
Resolution No. 06-83
Said resolution to regulate traffice in Muirfield for the tournament was read
for the second time.
Ordinance No. 14-83
Said ordinance pertaining to damage to road and street rights-of-way was read
for the second time.
Ordinance No. 15-83
Said ordinance to resolve encroachment on Village easements was read for the
. second time.
Resolution No. 08-83
Said resolution to accept easement for right-of-way located on Summitview Road
was read for the second time.
Ordinances Nos. 16, 17, 18
Said ordinances to issue bonds to retire Water Tower Debt, Frantz/33 Intersec-
tion Debt, and the Waterline and Booster Debt, respectively, were introduced
by Mr. Amorose and read for the first time. Mr. Amorose moved, seconded by
Mrs. Maurer, to dispense with the three-time reading rule and pass the ordin-
ances by an emergency. Vote on the motion and the ordinances was unanimous
for approval.
Ordinance No. 19-83
Said ordinance, to codify Ordinance No. 60-82 Re: Special Permits, was intro-
duced by Mr. Sutphen and read for the first time. Mr. Bowman explained that I
since this ordinance was only slightly different than Ordinance No. 60-82 and,
according to the Charter, could be passed on the first reading, Mrs. Maurer
moved, seconded by Mr. Amorose, to pass the ordinance. Vote on the motion was
unanimous for approval.
Ordinance No. 20-83
Said ordinance proposing a rezoning on Corbins Mill Drive was introduced by
Mrs. Headlee and read for the first time. Mrs. Headlee moved, seconded by Mrs.
Maurer, to recommend referral to the Planning and Zoning Commission for their
consideration. A Public Hearing date will be set at the proper time. Vote on
the motion was unanimous for approval.
Ordinance No. 21-83
Said ordinance to amend 557.03, clean up of property, was introduced by Mrs.
Headlee and read for the first time.

Mayor Lewis reminded Council and the public of the special meeting on Capital
Improvements April 11th.
Council Roundtable Discussion
Mrs. Headlee - Reported that they would have a "wrap up" St. Patrick's Day
gathering April 13th in the Municipal Building.
Also, she said she would like to see material on Capital Improvements which
would be discussed April 11th.
Mrs. Maurer commented on Scioto Park and the job well done in its improvement.
Mr. Chambers said when a new Clerk of Council is chosen, he thought the Charter
should be enforced, as an officer of the corporation.
Also, he said the Billingsley Ditch situation should be further considered and
concluded. He said he would like to recommend that Mr. Sheldon or Mr. Wolfe
prepare a positive recommendation of what can be done and should be done about
the area that crosses MacBeth Drive.
In regard to the cleaning up of Dublin, Mr. Chambers suggested a dumpster be
placed in Avery and Scioto Parks as well as the Municipal Building and at 129
S. High Street. Mr. Sheldon said a dumpster will definitely be placed at
129 S. High Street April 24th - 30th and the Municipal Building but he would
need to give some consideration to the park sites.
Mr. Chambers said Mr. Amorose has made available a street sweeper and operator
for clean up week.
