Form No. 1097"'~ Held t1arch 21, 1983 FJ The regular meeting of Council was called to order by Mayor Lewis at 7:45 P.M. with the following members present: Amorose, Chambers, Lewis, Maurer, Sutphen, Thornton. Mrs. Headlee was absent. Also present were Mr. Sheldon, Village Manager, Mr. Wolfe, Village Engineer, and Mr. Smith, law Director Mr. Amorose moved, seconded by Mr. Thornton, to approve the minutes March 7th meeting. Vote on the motion was unanimous for approval. then moved, seconded by Mr. Sutphen to approve the bill listing for Vote on the motion was unanimous for approval. of the Mr. Amorose March 21st. Resolution No. 07-83 Said resolution, honoring the Dublin Girl's Gymnastic Team for placing as runne~ up to the Champions of the State of Ohio, was introduced by Mr. Thornton. voter for approval of the resolution was unanimous. The resolution was read and Mayor Lewis presented it to the team's representative, Kim Mills, with congratu lations on behalf of Council and the Village of Dublin. Ordinance No. 08-83 II Said ordinance to regulate the fire alarm system was read for the third time. Mrs. Maurer moved, seconded by Mr. Amorose, to accept the recommendation of Mr. Strutner's memorandum to add the following under Section .03, Equipment I Maintenance and Inspection of Alarm Systems: I d) All alarm systems shall be installed and maintained with an automatic cut-off and re-set of the alarm within fifteen (15) minutes of the activation of the alarm system. Vote on the motion was unanimous for approval. ~ Mr. Chambers questioned the fact that Dublin and the two townships will be sett ing the amount of their fines individually but that Mr. Sheldon will be the collector for all the charges. He said this creates the possibility that all citizens will not be treated alike in respect to fees. Mr. Chambers asked whether State and County police are required to enforce Dublin's ordinances and Mr. Smith said he would check into it. He also ques- tioned the section which requires the owner of the alarm to prove it was not his fault that the alarm signaled in error. He said the ordinance does not specify the elements of proof or who he presents this proof to. Also, who makes the final decision as to whether the owner was at fault or not. With these and other questions unanswered, Mr. Chambers moved to table the ordinance until the April 7th meeting. Mr. Thornton said he would like to know approximately how many people own alarm systems. Also, he objected to paragraph B of Section .02 which requires owners of alarms to register with the Village. He seconded Mr. Chambers' motion to table the ordinance. Ordinance No. 12-83 Said ordinance to amend certain sections of the Traffic Code was read for the second time. Form No. 1097"~ Held March 21, 1983 19 Page Two Mr. Smith commented on the ordinance and recommended dispensing with the three- time reading rule and passing the ordinance by an emergency. Mrs. Maurer moved, seconded by Mr. Amorose to amend the ordinance by deleting sections 333.02 and 333.08 as recommended by Mr. Smith and Mr. Gunner. Vote on the motion was unanimous for approval. Mrs. Maurer then moved, seconded by Mr. Amorose, to dispense with the three- time reading rule and pass the ordinance by an emergency. Vote on the motion and the ordinance was unanimous for approval. Resolution No. 06-83 Said resolution to regulate traffic In Muirfield was introduced by Mr. Chambers and read for the first time. Ordinance No. 13-83 Said ordinance to accept the bid for design engineering of the Scioto Bridge was withdrawn from the agenda until the April 7th meeting. Ordinance No. 14-83 Said ordinance regarding damage to right-of-way on Village streets and roads was introduced by Mr. Chambers and read for the first time. Ordinance No. 15-83 Said ordinance to resolve encroachment on Village easements was introduced by Mr. Chambers and read for the first time. Resolution No. 08-83 Said resolution to accept easement for right-of-way on Summitview Road was in- troduced by Mr. Amorose and read for the first time. WALK-DON'T WALK Siqnaqe - Bridge and High Streets Mr. Sheldon reported on the procedure and cost of installing a WALK-DON'T WALK signal at the intersection of Bridge and High Streets. He estimated the cost to be $3,577.00. He said he would like to investigate the possible use of the $5.00 Auto License Fund for said project and asked Council to defer any action until he has heard from the Franklin County Commissioner's regarding the use of this fund. Mr. Thornton suggested this signal would slow traffic considerably and recom- mended prohibiting right turns on a red light as an alternate means to protect pedestrians. Mr. Sheldon said the WALK-DON'T WALK signal would be synchronized with the traffic signal and therefore it would not slow down traffic signifi- cantly. This installation will not be done until after Mr. Sheldon receives a response from the Franklin County Commissioners and assurance of the funds. Other Mayor Lewis referred to a letter from John Circle, Franklin County Engineering, supporting a program called Geodetic Retrieval and Application Systems Program. He said it is an improvement over general surveying of all areas in Franklin County. To initiate the program, each community's assistance is needed to exe- cute the system. He said the program would require setting up of monuments of the 81st and 402nd Order. He recommended giving Mr. Sheldon the authority to inform Mr. Circle of Dublin's support and have them establish the number of mon I uments needed in Dublin (not to exceed three (3)). Form No. 1097 '>',L::1'" Held March 21, 1983 19 Page Three Council Roundtable Discussion Mr. Chambers said he will be setting a date for Clean-up America Day preparing press releases and soliciting for assistance from various civic associations. He said April 30th will be the target date for cleaning up Dublin. He asked the press to notify the public of this date. Mayor Lewis adjourned the meeting at 8:40 P.M.
